1 ORGANIZATION OF THE REPUBLIC OF KOREA NAVY HYDROGRAPHIC OFFICE by Captain Ch u n Ch u l U n g, H ydrographer A com plete H ydrographic Office of the Republic of Korea Navy w as established in M arch It had been under the O perations B ureau of Navy H eadquarters as a H ydrographic Section since November The general stru c tu re of this organization is outlined below. GENERAL ORGANIZATION T he Navy H ydrographic Office is a m ilitary centre designed for the p u rsu it of hydrography and navigation from the scientific and practical point of view. T he m ission of this Office is to collect, evaluate, com pile, produce and d istribute accurate and tim ely hydrographic, oceanographic and m eteorological inform ation, including nautical charts, sailing directions and related ch arts and publications calculated to afford the m axim um possible navigational safety and facility to vessels of the Navy and m erchant m arine. T he H ydrog raphic Office consists of the follow ing b ran ch es : H yd ro grapher, D eputy H ydrographer, P lans and O perations Division, Supply and F in an ce D ivision, O ceanography an d Survey D ivision, C hart Division, M a ritim e Safety Division, and Survey Vessels. D etailed respon sibilities of the D ivisions are as follows : T he P lans an d O perations Division consists of the P lanning Section, M anagem ent Control Section, and R esearch and D evelopm ent Section. F unctions of the Division are : (a) To prepare policy statem ents, budget planning, and other program s necessary for the accom plishm ent of assigned task s and m issions of the (b) To be responsible for general ad m in istratio n and personnel adm i n istra tio n affecting the H ydrographic (c) To prepare operational planning and issue operational orders. F u n ctio n s of th e D ivision are : (a) To adm inister the budgetary and fiscal program and all funds. (b) D isbursing of all fu n d s. (c) To pro cu re supplies, eq uipm en t, m ateria l an d services. (d ) To m ain tain properties of the Office, storage and w arehouse facilities. (e) To m ain tain m ach in es an d survey equipm ent. F ig. 1. R epublic of K orea Navy H ydrographic Office B uilding The O ceanography and Survey Division consists of the Survey Section, O ceanography Section, N autical Tables Section, and L aboratory. Functions of the D ivision are : (a) To process h y d ro g rap h ic surveys an d reconnaissance. (b) To process oceanographic surveys. (c) To collect, evaluate, calculate oceanographic data, and to publish n au tica l tables, m anu als, and o th er navigational p ublications. (d ) To analyse seaw ater and bottom sam ples for com pilation of ch art construction data. T he C hart Division consists of the C artography Section, D raftin g Section, L ithography Section, D istribution Section, and D istribution Center. F unctions of the Division are :

(a) To com pile available d ata for new or revised ch arts. (b) To edit all newly prepared nautical and m iscellaneous charts, diagram s and illustrations prior to processing.

(e) To distribute all charts and publications published by the Hydrograp h ic T he M aritim e Safety Division consists of the Notice to M ariners Section, Special Publications Section, and H ydro-d etachm ents. Functions of the D ivision are : (a) To collect prom ptly all navigational inform ation published by the Republic of Korea Governm ent Agencies or by H ydro-d etachm ents of this F ig. 2. (c) To p re p are and p ublish classified Notices to M ariners, Sailing D irections, L ig ht L ists, H ydrographic B ulletins. (d) To supplem ent officially published inform ation by reports from the navigation personnel of m erchant vessels, by required reports from naval vessels, by other routine arrangem ents, and by specific request to ap p ro p riate in stitu tio n s, including foreign H ydrographic Offices.

C om m ander... 1 Members of Maritime Safety Division Seagoing personnel Method of training personnel Officers are annually selected for training at the U.S. Navy Hydrographic Office under the MDA Program. The following officers have finished training in the U.S. and are now serving w ith this Office : Rank Service Number Name Captain Chun Chul Ung Commander Kim Chong Ku Lieutenant Kang Ho Chin 7 officers are under training in the U.S. at present. No special type of training method is established in our Only constant supervision and advice are given to the members of the Office in the practical work for development of their skill. Method of recruiting 1. Officers. Most officers are assigned after they have finished hydrographic training at the U.S. Navy Hydrographic Some others are those who have specific knowledge of oceanography, surveying, geophysics or other hydrographic fields. 2. Civilian employees. Civilian employees are recruited by a selective test which is designed to measure ability and knowledge of specific works that are required in our
