2 MEMORANDUM TO: FROM: Commissioner David Martin, Chairperson Community and Economic Development Committee Genesee County Metropolitan Planning Commission Date: November 13, 2017 SUBJECT: Genesee County Recycle Day Collection Event Genesee County s final Recycle Day of 2017 was held at Bentley High School and the Flint East Water Service Center on October 21 st. In total, 1,557 residents came to properly recycle their hard-to-dispose of waste. Staff is waiting for waste quantities collected during the fall Recycle Day to be provided by the event s contractor, ERG Environmental Services. Waste quantities collected at the previous Recycle Day event in the summer were approximately 212,000 pounds between the Flushing High School and Flint Water Service Center sites; this includes household hazardous waste, latex paint, and electronics. During the October 21 st Recycle Day at Bentley High School, 1,057 vehicles participated and nearly two 53-foot trailers were filled with tires and 115 appliances were collected. These stats, paired with minimal wait times, generated many positive comments from those who came to event. This success could not have been accomplished without the help of Bentley Schools, the City of Burton Police Department, ELGA Credit Union, Local 370, the City of Flint, GFL Environmental, ERG Environmental Services and all others who assisted with the event. Staff is in the process of working with local partners to schedule next year s Recycle Day events, as well as organize the small-scale HHW collection events that were previously proposed. 6 MEMORANDUM TO: FROM: Commissioner David Martin, Chairperson Community and Economic Development Committee Genesee County Metropolitan Planning Commission Date: November 13, 2017 SUBJECT: Travel Demand Model RFP Contract Extension The Travel Demand Model contract between the Genesee County Metropolitan Planning Commission (GCMPC) and the Corradino Group of Michigan, Inc. is effective through November 2017 for technical assistance. The total Travel Demand Model contract is $176,129, and $152,838 has been spent to date for model development. The remaining $23,291 of the contract is for technical assistance regarding implementation of the model. Staff would like to extend the Travel Demand Model contract until September 30, 2019 to allow the consultant to finish the work outlined in the contract for $23,291 in technical assistance. This is not an increase in funding for the project, as it will only spend currently contracted funds. At this time, the Genesee County Metropolitan Planning Commisson is requesting that the Community and Economic Development Committee approve an extension of the Travel Demand Model RFP contract with the Corradino Group of Michigan, Inc. through September 30, 2019, for Technical Assistance not to exceed $23,291. Staff is also requesting approval to give Derek Bradshaw, Director-Coordinator, the authority to sign the contract extension agreement upon approval from Corporation Counsel. 7 AMENDMENT TO CONTRACT FOR PROFESSIONAL SERVICES Consulting Services for Urban Travel Demand Model and Provide Continuing Technical Assistance This Amendment is effective December 1, 2017, and is between the Genesee County Metropolitan Planning Commission, a Local Planning Commission, whose principal place of business is located at 1101 Beach Street, Room 223, Flint, Michigan (the Local Agency ), and The Corradino Group of Michigan, Inc., a Michigan Corporation, whose principal place of business is located at Boardwalk Blvd, Southfield, MI (the Contractor ) (the Local Agency and the Contractor together, the Parties ). WHEREAS, the Parties executed a Professional Services Contract for urban travel demand model development and continuing technical assistance effective September 8, 2015 (the Agreement ), pursuant to which the Contractor would provide travel demand model development services to the Local Agency per RFP #15-057; and WHEREAS, the Parties wish to amend the Agreement to extend the term and conditions of the Agreement. NOW THEREFORE, the Parties agree as follows: 1. The Term of the Agreement is hereby extended by a period of one year and 10 months, ending on September 30, The Contractor agrees to provide 120 hours of technical assistance not to exceed $23,291 as identified in Exhibit C Milestone 15 on page 28 of the original agreement. Invoices for Milestone 15, technical assistance, shall be made on a quarterly basis as outlined in Item 5 Compensation, on page 2 of the original agreement. 3. The remaining terms of the Agreement remain unchanged and in full effect. 4. Execution of this Amendment is authorized by approval of the Genesee County Planning Commission.
