APPROVAL OF MINUTES There are no minutes to approve for this meeting. 3. CITIZEN INPUT Any citizen may speak for three minutes about any subject of concern to her or him provided that the subject is not already on the agenda. Person s wishing to address the TSAC should complete a Citizen s Input form and submit it to the TSAC Secretary prior to the meeting being called to order. 4. DISCUSSION/ACTION ITEMS A. Election of Officers B. Brown Act Overview The Secretary will receive nominations for Chairperson and Vice Chairperson. Receive an overview on the Ralph Brown Act as it relates to the Traffic Safety Advisory Committee. C. TSAC Scope of Work Review the powers, duties and responsibilities of TSAC and the specific scope of work requested by the City Council. D. No Parking on Bevins Street Review and discuss the extension of a no parking zone on Bevins Street in front of the Gateway Business Park. E. Terrace Beach/Lakeshore Blvd. Safety Issues F. Roadway and Safety Project Update Obtain an overview and history of safety issues near the Terrace Beach on Lakeshore Blvd. to gather background data. Ingram, Community Development Director PURPOSE OF REPORT: Information only Discussion Action Item WHAT IS BEING ASKED OF THE COMMITTEE: Consider recommendation to the City Council to amend Resolution No (2015) to expand the no parking zone area along the west side of Bevins Street between the Gateway Business Park and just north of the intersection of Lakeport Blvd. BACKGROUND/DISCUSSION: Due to increased traffic volumes, existing roadway configuration and line of sight issues occurring near the southern driveway entrance to the Gateway Business Park at 975 Bevins Street, the City of Lakeport is recommending the delineation of a no parking area for an approximately 0.1 section of a mile between the southern driveway entrance of the Gateway Business park to just south of Lakeport Boulevard along the west side of Bevins Street. Current no parking designations in this area are limited to 15 feet south of the aforementioned driveway and a 15 feet area in front of an existing fire hydrant at this location. The Gateway Business Park has seen substantial growth in commercial activity over the past couple of years and as a result vehicles frequently park along the west side of Bevins Street in this area resulting in the need for southbound traffic to often enter into the northbound lane to maneuver around parked vehicles in this location. The timing of this action is pertinent as the 2016 Bevins Street Pavement Rehabilitation Project which proposes to repave Bevins Street between Martin Street and Lakeport Boulevard is scheduled to be completed this summer. SUGGESTED MOTIONS: Recommend that the City Council amend Resolution No (2015) adding an approximately 0.1 mile section along the west side of Bevins Street between the southern driveway of the Gateway Business Park to just north of Lakeport Boulevard. Ingram, Community Development Director PURPOSE OF REPORT: Information only Discussion Action Item WHAT IS BEING ASKED OF THE COMMITTEE: Obtain an overview and history of safety issues near the Terrace Beach on Lakeshore Blvd. to gather background data. BACKGROUND/DISCUSSION: Attached are the pictures of the Terrace Beach where an auto accident damaged the access gate. The pictures and complaint were submitted by a neighboring property owner. Staff has placed the item before the TSAC to obtain an overview and history of safety issues near the Terrace Beach on Lakeshore Blvd. After gathering the necessary background data, staff can further research and bring back to a future meeting.
