3 Title II (ADA) State and Local Governments Basic Requirements Designate ADA Coordinator Develop and post ADA Policy Statements Develop Complaint Procedure Complete a self-evaluation Develop a transition plan Source: FHWA
4 Transition Plan Elements Identify physical obstacles and their location Describe in detail the methods the entity will use to make access to the facilities possible Provide a schedule for making the access modifications Provide a yearly schedule if the transition plan is more than one year long Name/position of the official who is responsible for implementation Source: FHWA
5 ADA Project Roll Out DA s and ADA liaisons have received the list of deficiencies by means of a database link in SharePoint. The deficiency database was developed by outside consultant The Districts should identify those deficiencies already being addressed (1) by ongoing or completed construction projects, and (2) within the limits of projects currently under development; and send list to ADA pgm manager Districts will provide priority list of proposed ADA projects to ADA pgm manager. Projects are typically comprised of several deficiencies along a state route. A Stage 0 checklist will need to be submitted for each project. Co-ordinate with MPOs on project selection
6 ADA Project Roll Out Categories of deficiencies include: Curb Ramps On-Street parking Protruding Objects Ramps Sidewalks Signage APS (Accessible Pedestrian Signal)
7 ADA Project Roll Out The ADA program is to be used for stand-alone projects. Addressing ADA compliance issues on projects in other programs should be addressed through those programs. Example: Ramp issues on an overlay project should be addressed through the Overlay Program during the course of that project.
8 ADA Project Roll Out The public agency should work jointly with all others with interests in the highway, street, or walkway to ensure that pedestrian access improvements occur at the same time as any alteration or new project. If DOTD has a maintenance agreement with local entities who are charged with making repairs to sidewalks and it s within the project limits, these repairs should be completed by the entity within the same timeframe as the DOTD project. Work on sidewalks that go outside of the ROW should be accomplished in same timeframe as well. DOTD should coordinate with entities and others so all improvements are accomplished within project s timeframe.
9 ADA Project Roll Out Project Selection Team will make final selections from the District s prioritized submittals. Applicable DOTD standard plans will be used for design. We are working on retainer contract for design and project plans. The cost of the retainer will come out of the ADA program. DOTD Road Design will conduct plan review.
10 Budget Annual Statewide budget for ADA program is $3 mil. Program will be 5 years in duration for a total statewide budget of $15 mil for the 5 year period. Each District will be allotted an annual program budget by formula based on the total program funds available and the percentage of deficiencies within their District. A spreadsheet summarizing this information was provided within the original notification. It is anticipated funds will be 80% Fed funded with a 20% state match
11 Documentation Information on project status should be sent from District to ADA program manager. ADA program manager will provide this information to DOTD Compliance Programs. They will enter this info into spreadsheets and / or database applications for the purpose of tracking, documentation and reporting to FHWA
