1 Traffic Impact Policy
2 LADOTD s Responsibility Design, operate, and maintain the State Highway System in a reasonably safe and efficient manner Allow all property owners reasonable access to the state highway system Ensure that request for new or modified access to new developments and redevelopments are evaluated in a fair and efficient manner
3 DOTD s Responsibility can be daunting at times just ask these guys
4 Who the Policy Effects New developments/construction Redevelopment/reconstruction Expansions of developments/property That generate 100 additional Peak hour Trips (Either AM or PM whichever is higher) Are within ¼ mile of a state route
5 Who is Exempt from the Policy Requests for access to: - interstates - freeways - expressways - any controlled access facilities - single-family dwelling by an individual - existing access points without any changes to the land use or property that would generate additional peak hour trips
6 Traffic Impact Flow Process Developer determines their trip generation Pre-Application Meeting DTOE and District Permit Specialist determine need for Traffic Impact Study (TIS) If TIS is needed, District will provide the developer with the necessary road data, if available. Otherwise the developer must collect the required information. TIS is submitted with recommendations and a reasonable cost estimate of any required mitigation to the district TIS will be independently reviewed by the DTOE or jointly with the HQTIE
7 Review Process Independent/Joint Review involving DTOE and HQTIE Approval/Denial Letter is sent Letter of Compliance listing conditions and required mitigation is issued Appeal Process if necessary (Must be requested by the developer no later than 30 days after notification of decision)
8 Why was a Traffic Impact Rule Necessary? The Traffic Impact Study (TIS) is intended to provide the developer and the District Traffic Operations Engineer with the information necessary to make sound decisions in traffic and access management.

11 What Are the Benefits of Such a Policy? Needed infrastructure improvements are constructed as growth occurs Some burden is lifted on government agencies that no longer have sufficient funds to keep up with growth

16 WHAT HAS HAPPENED In general both the number of Right of Way Permits Issued and the Possible Number of Right of Way Permits that would Require a TIS to be submitted have decreased. Why is has occurred is being analyzed. What has to be done to correct this situation has to be determined.
17 Why It Is Believed To Have Happened Failure to Provide Enough Training at All Levels of Involvement Before the Policy was Implemented. Failure to Understand the Concern of Local Officials with regard to Headquarters assuming too Much Control Over the Right of Way Permitting Process.
18 Where Do We Go From Here? Revise the Policy as Needed to Ensure Fairness to All Levels of Government and the Developer. Establish a Consultant Certification Course To Help Insure All TIS s are Prepared in a Consistent Format. Develop guidelines so that Traffic Impact Studies will be similar in format.
