ARTA 22 months on Have we made a difference to transport in Auckland?
The starting point > Land Transport Management Act > Local Government (Auckland) Amendment Act > Regional Land Transport Strategy > Add value to existing processes wherever possible
ARTA s objective To plan, fund and develop the Auckland regional land transport system in a way that contributes to an integrated, safe, responsive and sustainable land transport system for the Auckland Region Local Government (Auckland) Amendment Act 2004

ARC Auckland Regional Growth Strategy (50 Years) ONTRACK Rail Network Development Plan (10 years) Regional Policy Statement Regional Land Transport Strategy (10 years) TNZ State Highway Forecast (10 years) ARTA Passenger Transport Network Plan ARTA Sustainable Transport Plan Auckland Transport Plan (Long Term ( years) Multi-Modal Integrated Implementation Plan) Auckland Land Transport Programme (annual programme) ARTA Regional Arterial Road Plan TAs Long Term Council Community Plans (10 years) Transport Strategies District Plans
Sustainable Transport Plan
Sustainable Transport Plan > Sets out projects (including timelines and costs) needed to achieve RLTS targets > A 10-year framework for: > Walking > Cycling > School and Workplace Travel Plans > Town Centre Travel Plans > Majority of projects in the plan are the responsibility of TLAs
Aucklanders travel > 18% of morning peak trips in the Auckland Region are less than 2km > 54% of such trips are made by car

Passenger Transport Network Plan Complete Rail Upgrade & Northern Busway New Ferry services & terminals Develop High Quality Bus Network Integrated Ticketing & Real Time Information

Regional Arterial Road Plan > Regional perspective, not city. > Prioritising the movement of freight and people (passengers). > Long term outlook 10, 20, 30 years ahead > An evaluation of international traffic management techniques to protect the function of the region s arterial roads is being undertaken. > Provide guidance for the planning and implementation of existing and new regional arterial roads.
Auckland Transport Plan > Guide the co-ordination of inter agency programmes including: > Transit New Zealand and TA roading programmes > Passenger transport services and infrastructure > Will provide for the preparation of annual programmes using a consistent integrated approach > Will be used to prioritise projects and packages within the Auckland Land Transport Programme > Will go through a public consultation process in September 2006.
Connect strategy to funding > Prioritise funding based upon strategic fit > Accept maintenance and PT services have first call on funding > Customise Land Transport NZ process for Auckland project profiling
Auckland Land Transport Programme (LTP) > Covers all transport activities undertaken by ARTA and territorial authorities > Includes a statement of ARTA s view of land transport priorities for Auckland > Must take into account 10 year forecasts of territorial authorities and Land Transport NZ, also Transit s State Highway Forecast

ARTA 22 months on,-have we made a difference? > we have produced lots of Plans > but by doing so we are in a position to guide the changes in transportation in the region. > Working together with TLA s, LTNZ, Transit and the people of Auckland
ARTA 22 months on,-have we made a difference? > Public transport use in Auckland up 5.2% in July in comparision to last year > Northern Expressway buses have taken 400 cars off the motorway per day. > Record 5 million rail users June 06 > New ferry services increased patronage
The best is yet to come > 22 months is not long in the transport industry. > We now have the plans to give us direction. > Political lobbying to improve funding > Better funding = Better PT > Better PT = Only way to cope with predicted population growth > We may not be there, but we know where we re going!
