1 CITY OF MONONA Regular Council Meeting Monday, January 23, 2017 The Monona, Iowa, City Council met in regular session Monday, January 23, 2017 at 6:00 P.M. at the City Hall. Mayor Fran Passmore presided with Randee Koenig, Dan Havlicek, Andrew Meyer, John Elledge and Doug Bachman present. Guests Present: Lori Brockway (UERPC), Robert Penrod (PeopleService), David Heins (Monona PD), Rogeta Halvorson (MCED), Sandy Schellhorn, Jim Schellhorn, Nolan Porter (The Outlook) and Audrey Posten (North Iowa Times). 1) Approve Consent Agenda Moved by Koenig, seconded Bachman, to approve consent agenda as submitted. Carried Unanimously. Meeting Agenda Council Minutes ~ January 9, 2017 Treasurer/ Budgetary Reports ~ December 2016 Library Report ~ December 2016 Library Report ~ 2016 Highlights Garden View Report ~ December 2016 Little Bulldog Childcare Report ~ December 2016 Utility Billing Reconciliation December/January 2) Hearing of Delegations None 3) Approve Application for 2018 NEIRHTF Lori Brockway of Upper Explorerland Regional Planning Commission (UERPC) provided information regarding North East Iowa Regional Housing Trust Fund (NEIRHTF) Program. Brockway stated that #1 goal of NEIRHTF is to improve the residential housing stock in northeast Iowa including Monona. Replacement of roofing, shingles, windows, siding, doors, insulation, furnaces and lead paint abatement are typical improvements. Brockway distributed program criteria as well as other pertinent information NEIRHTF housing improvements in Monona were identified. It was stressed that Monona contribution monies would continue to stay in Monona. At conclusion of comments and questions, it was moved by Meyer, seconded by Elledge, to pledge $5,000 for 2018 NEIRHTF Housing Program with monies to come from the city s Internal Loan Fund or LMI Fund as in the past. Carried Unanimously. 4) PeopleService Report PeopleService operator Robert Penrod submitted written Operations and Maintenance (O&M) reports for water and wastewater departments from December O&M activities were identified in detail: 1

2 Water O&M Received safe bacteria report for December New heater thermostat control was installed in Well House No.3 Replaced tubing on chlorine ejector in Well House No.2 Ordered regulator repair kits for both wells along with chlorine sensors New chlorine sensors need to be calibrated by 3 rd party for liability purposes Attended Region 1 AWWA planning meeting in Manchester Performed routine duties Wastewater O&M Replaced bearings in No.3 Blower Motor Installed antennae and mast for signal transmission to water tower well house Exercised generators at all three lift stations and WWTP Reviewed sewer project punch list with Portzen reps under Contract B ~ Hatch opening at North East Lift Station too small ~ Lid will need to be replaced and larger hatch opening installed Ordered parts for pretreatment building rooftop air handler Installed new chlorine and sulfur dioxide sensors in chlorine room at WWTP Repaired faulty heavy sludge valve in basement of clarifier building Midwest Geographical Services will need to update GIS program with sewer project upgrade info and various data corrections ~ work would be done in spring or early summer SEE Electric and State Electrical Inspector to look at new sampling station, clarifier building electrical work for new valves/control panel, all three lift station generator transfer switches and new Wire Factory Control Panel 5) Phase II Sanitary Sewer Project ~ North Lift Station Improvements Matter related to North Lift Station upgrades as part of Sanitary Sewer Project Contract B was discussed. During project Punch List inspection with contractor Portzen Construction, IIW engineers, PeopleService and city reps, it was discovered that hatch opening at surface of North East Lift Station was too small. It was determined that lid would need to be replaced and larger hatch opening installed so pumps can be properly pulled out of lift station when needed for repairs/maintenance work. It appears Portzen constructed and installed what was designed and specified by IIW engineers for that lift station. Council member Havlicek stated he would report back to council with a resolution to the issue after further discussion with IIW. 6) Monona Chamber & Economic Development (MCED) Executive director Rogeta Halvorson provided an MCED report for 4 th Quarter 2016 along with compendium of other activities membership drive, website marketing, social marketing, community advocacy, tourism, retail shopping promotion, business development, economic development and CVG partial plant closing were identified in the report. Proposed City Park Bandstand project, Community Visioning Project and September 16, 2017 River Park Cruisers event were also talked about. 7) Police Report Police officer David Heins discussed police activity summary for December 2016 and briefly reported to council on related matters. 2

3 8) Approve Pay Request No.10 from Eastern Iowa Excavating for Work Associated with Contract A of Phase II Sewer Project Upon recommendation of city engineer Marc Ruden of IIW, Inc., it was moved by Meyer, seconded by Koenig, to Approve Pay Request No.10 from Eastern Iowa Excavating & Concrete LLC for work associated with Contract A of Phase II Sanitary Sewer Project in amount of $30, Carried Unanimously. 9) Approve Change Order No.5 from Eastern Iowa Excavating for Work Associated with Contract A of Phase II Sewer Project Change Order No.5 in amount of $18, was previously requested by Eastern Iowa Excavating. Two (2) Items were listed along with justification for said work as follows: 1.) During construction some sewer lines thought to be 8 were discovered to be 6, which amounted to 676 L.F. (Lineal Feet) at cost of $ ) Increase in actual installed length of 10 Cured-in-Place Pipe (CIPP) lined sanitary sewer was 229 L.F. at $ Project committee members Meyer and Havlicek confirmed Changer Order Justification and recommended council approval. Moved by Koenig, seconded by Bachman, to approve Change Order No.5 for amount as submitted. Carried Unanimously. 10) Consider Change Order No.6 from Eastern Iowa Excavating & Concrete LLC for Work Associated with Contract A of Phase II Sanitary Sewer Project Change Order No.6 in amount of $14, was requested by Eastern Iowa Excavating and recommended by IIW, Inc. engineer Marc Ruden. Council member Meyer stated the project committee was unable to confirm the work and requested more specifics. It was decided to consider request again when more information has been provided by city engineer. 11) Adopt Resolution No Approving Participation in Urban Revitalization Tax Abatement Program After review of building permit application and current Urban Renewal Plan, it was moved by Koenig, seconded by Havlicek, to Adopt Resolution No Approving Eligibility and Participation in Monona Urban Revitalization Property Tax Abatement Program for housing improvements constructed at 407 East Iowa Street. Carried Unanimously. 12) City Council Budget Work Session FY city council budget workshop meeting was confirmed for Wednesday, January 25, 2017 at 6:00 P.M. at city hall. 13) Preliminary Fy Budget Preliminary FY City Budget was distributed to mayor and council members. Additional attachments related to Property Tax Levy, Police Budget and proposed project were also provided. Mayor/Council/Clerk Notes: Mayor Passmore indicated she would be unable to attend January 25 th City Budget Meeting and February 6 th regular council meeting 3

4 Bandstand Project Committee would meet at conclusion of council meeting. Price quotes for proposed concrete block foundation work would be discussed There being no further business, Mayor Passmore declared meeting adjourned at 6:46 P.M. Next regular meeting would be held Monday, February 6, 2017 at 6:00 P.M. at city hall.
