Shannon Post LiftView Homeowner Association Annual Meeting Minutes Thursday August 9 th, :06-8:46 1. Roll Call A. Owners present sign-in B. Inspection and Verification of Proxies (66 proxies) 2. Quorum A. Verification 3. Welcome by Board President A. Peg speaks as president 4. Introduction of Board Members 5. Minutes from 2011 annual meeting A. Reading of last year s meeting minutes to approve i. Peg to vote, motion by Christina Megdelena second Unanimous approval 6. Treasurer s Report A. Review of owners with delinquent accounts: i. B103: we will get 6 months dues (in foreclosure) B302: ok on that one D104: will get $1,500 (foreclosure) E303: first unit already in foreclosure (D301) and another one; have done everything we can; he lives out of the country; about to have third foreclosure; Jeff explained we usually don t get back the money owed in dues; discussed how to resources to put into it to get money back (example from Jeff) v. Owner question: Do new owners take over liens? ; in short sales yes, foreclosures we cant collect in previous dues B. Review of current operating budget and Discussion of 2013 budget i. Page 4 is our fiscal year standings from Oct 2011-Sept 2012 Bottom line shows $6,000 under budget and as of today $4,000 under More than likely we will fall under budget for the 7 th year in a row This year was an off year in painting so we were able to save more v. Owner question What s going on with plumbing?

2 vi. Jeff: $5,000 over for plumbing because of maintenance and hand picked several lines to do some proactive cleaning (~$12,000) v No planned jetting/cleaning of pipes for next year because it can be detrimental to pipes v Plumbing is tough to budget for because of back ups ix. We now own an auger and camera for inspecting pipes (cost ~$600) but has already paid for itself (also been using in house maintenance guy to help off set cost) x. Owner question: Pest control is up, is it bed bugs? xi. Jeff: Yes because of ground squirrels and bedbugs. Ground squirrels are bad for grass, carry diseases, etc but the bedbugs are the most abundant pest issue (but overall low comparatively speaking). We monitor closely and are tough on making sure tenants follow through with the treatments. $350 for 3 treatments, $150 per adjacent unit (up to 9) x Joe: Explains why it s difficult to treat x Owner question: How do we prevent them? x Multiple tips for board members (wash clothing after travel, do not place suitcase on bed, don t buy furniture from Thrifty store, etc) xv. Owner question: Why do we pay for it? xvi. Jeff: we need to control it for other owners xv Jeff explains the 3 ways to detect (passive trap, passive trap that emits CO2, dogs) xv Have two units previously infected testing out a new trap xix. Owner question: Do we have sprinklers for fire or irrigation? xx. Jeff: irrigation behind E. Expanded A building this year. xxi. Pegasus: Operating budget is going down because of initiatives from the association; 5 year painting cycle because we put a painting plan in place, painted and striped our own parking lot with equipment we bought; bought landscaping stuff to do on our own; we have an accountant on the board who prepares our capital improvement plan C. Capital Improvements Report i. Tiffany explains the 20 year plan $240,000 in bank Anticipate a special assessment for ~$1,280 in both 2023/24 and 2024/2025 Only assessment (if at all) and it is minor v. It is our job as a board to have few if any specials vi. Joe: explained that there are some things that are state mandated v Owner question: Do we really need to replace sidewalks? v Joe: We don t know the life span but we will need to replace it at some point. ix. Owner question: What about the decks?

3 x. Jeff: Last year someone cane and looked at it and although not straight, they are fine. xi. Board agreed to look at deck for D106 x Owner question: I need to replace my deck, is there a code I need to follow? x Joe: Nope, you just cant change the look and feel and must maintain the water shield 7. Manager s Report A. Projects completed i. We are redoing the entry terrace (entrance) Put in sprinkler upgrade to maintain bushes Added a drip line for 24 lilacs Rock movement around the property (with help from an owner who owns a bobcat) v. Added picnic tables, benches, grill with proper signage (quiet times apply) vi. Peg: Two owners (Noel G and Mario D) have allowed us to utilize their expertise at only $1,400 (estimates were between $5-$11k) and used free dump truck of rocks, as well as free labor to complete jobs B. Upcoming projects i. Still need to add bushes on west side of B building Before winter we will need to install sprinkler by E building Community garden by E building?? Rock borders v. Painting interior walk ways vi. Painting of gutters v Minor repairs to shingles and areas around chimney from a storm (to be done in early October) v ix. Cut dead trees and branches Spraying trees for disease and need to budget for, but won t need to for the next 5-10 years (aspens growing fast) x. Will clear bushes away from cottonwoods because they take resources away from cottonwoods 8. Unfinished Business A. Status of Declaration Update i. Joe: We have 165 owners, 100 returned (98 yes, 2 no) and we need 110 (minimum, ideally ) to get Decs approved 10+ years ago we were asked to assign parking, we had to bring Decs up to date, and had some new state requirements Owner statement: Under owners resp. and in 4.3 it specifies, we own the space not the building. Sect 5.2G makes owners responsible for pipes, meters, etc. It says we are responsible for what s within the drywall. Joe will verify with lawyer to clarify meaning of section v. Owner statement: We need to define what common pipes are

Peg: Joe and Dave will clear up with lawyers Discussed who owns the dryer vent, piping, and electrical Joe: We need to market LiftView for the 2015 world cup and we are working on it Owner statement: Since our property values and renting power have gone down, we need to cut costs to not increase dues. For example, add insulation to dampen noise, maybe install solar panels x. Peg: We have attempted to increase value by adding more evergreens, bushes, islands, redo signage, adding whiskey barrels with flowers, community gardens xi. x x Owner question; I have owned for 10 years, why hasn t the renting potential gotten better? Owner statement: with FHA loans (LiftView approved for these), VA approved loans, USDA loans, etc. this will help sell property because more people have access to it. Owner statement: Because of some VRBO rentals, I couldn t get a loan through Wells Fargo 9. New Business A Plan i. Peg: We have a plan for 2015 B. Owner Input i. Owner question: What are we doing to look forward at the increasing water costs? Jeff: Looking at irrigation, changing toilets, 2-3 year return on new toilets ($9-$15k cost), we have the best shower heads already, LED lighting (current lighting is fairly efficient) Owner question: What % likelihood will we have parking garages and new windows in the next 5 years? Peg: Windows and garages owner responsibility, possibility of garages around v. Owner question: Toilets are also owner responsibility, but we did them. Could we also look into getting a group bid on windows? C. New rules i. Peg: We updates rules 10. Board Member Elections i. Peg: last year we gave terms to board members and 3 terms are out v. All approved on board members 11. Open Forum i. N/A 12.
