9 Funding : UNDP Total Budget : USD 1,554, Scope of Work : Meunasah Mon, Meunasah Kulam, Meunasah Keude Implementing : Center for Coastal and Marine Resources Studies Duration : 2 Years (Nov 2005-Dec 2007) Alternative income generating and reducing poverty through mobile market and fish processing Constructing and plotting fish aggregating device...project Profile Sub Component Objectives Budget allocation (US$) Fishing vessel and capture equipment supply i.e. boat raft lift net, boat beach seine net and boat pole in line Capture fisheries livelihood recovery after earthquake and tsunami disaster for coastal communities in Mesjid Raya Sub- 1,084, district, Aceh Besar To help the increasing income of coastal communities outside of fishing activity and to reduce poverty To provide fish aggregating device to support capture fisheries in Krueng Raya Bay 30, ,567.08
10 PURPOSES OF THE PROGRAM General Purpose to provide integrated assessment assistance including technical inputs and actions regarding to the local fisheries livelihood recovery based on integrated coastal management planning Specific Purposes To recover fisheries activities previously damaged by the tsunami attack To facilitate local people in coastal village planning To facilitate local people in fisheries livelihood actions and programs

12 ACTIVITIES Cash for work: Institutional Empowerment Tools, training for boat builders New craft (esp. small boats) gear and engines Rehab fish-based livelihoods: fish drying, fish aggregate device, traders, tools Rehab mobile market device (moge) Institutional building
13 KEY POINTS FOR THE PROGRAM Needs Assessment based on different degrees of impact to design different recovery and rehabilitation strategy and plan. Design interventions (infrastructure, economic, institutional and (infrastructure, economic, institutional and social) according to priority of the needs assessment. Participatory approach of local people and stakeholders to identify their problems, needs and new development perspective. Coordination with other agencies (GOs, NGOs, private sector and civil society) for effective utilization of resources. Integration of local rehabilitation plan within existing locallevel planning framework for sustainability in a long term.

Project strategy/approach Intensive participatory facilitation Dynamic of social condition due to unstable needs Krueng Raya Charter agreed by Suitability of the local leaders of the three amongst the local people project villages (Meunasah Mon, intervention to Meunasah Keudee and Meunasah the stakeholders Kulam) needs and Panglima Laot Lhok Krueng Raya interests commitment has strong contribution for project sustainability Comment Coordination scheme amongst project management staffs and consortium members is the key element. The good relationship between implanting agents and local people should be put in the first priority, including Panglima Laot Lhok involved in the project
27 ...CONCLUSION Success of Fisheries Livelihood Recovery Program in Krueng Raya was needed strong commitment by Head of 3 Villages and Panglima Laot Lhok, particurly how to maintained all productive asset has produce by project; Cooperative as a microfinance has to take function how to manage revolving fund system to reduce donor dependency and develop capital for livelihood and economic development; More than 3 years is needed for one cycle to make sustainability for livelihood recovery aftermath tsunami in Krueng Raya; Local facilitators who live in project location is needed to upgrade their capacity for project sustainability
