2 Essential 1 Put in place organization and coordination to understand and reduce disaster risk, based on participation of citizen groups and civil society. Build local alliances. Ensure that all departments understand their role to disaster risk reduction and preparedness. How well are local organizations (including local government) equipped with capacities (knowledge, experience, official mandate) for disaster risk reduction and climate change adaptation? Level of Progress achieved: 3 Local Disaster Management Office has established in region with main function on disaster management. Local Regulation issued on Main Task and Function of Local Institution for Local DM Office, Public Work Office, Health Office, Nation and Unity Community Protection Office, Social Office and Women Empowerment Body. These local institution by sector has integrated disaster risk reduction into strategic plan and annual work plan. Clearly stated DRR function attached to Local DM Office and implicit embedded to Health Office, Social Office, Public Work Office and Marine and Fisheries Office. Climate Change Adaptation embedded to Local Environment Body and Marine and Fisheries Office. Education and training has attached to local institution work plan as capacity development activities. Generally in organizational, regulation and budget region has initial capacity to implement DRR and CCA and support essential on DRR and CCA comprehension, number og budget allocation and human resources capacity. 3 Local Disaster Risk Reduction is established in region as a media of stakeholders to share and input to local disaster risk reduction program. Community, local government and private sector might collaborate through DRR forum. Community has participates on DRR activity implementing by local government, meanwhile private sector contribution to DRR activities is limited and it is tend to participate on emergency response activity. Private sector through corporate social responsibility targeting community empowerment program but lack of linked to DRR activities. How much does the local government support vulnerable local communities (particularly women, elderly, infirmed, children) to actively participate in risk reduction decision-making, policy making, planning and implementation processes? Local development planning forum called Musrembang at village and sub district level as regular forum can be initiated by local government to encourage vulnerable participation on local planning by integration of disaster risk reduction. Limited program of DRR socialization to vulnerable community has constrained awareness raising on DRR and its integration into local planning. To what extent does the local government participate in the national DRR planning? 5 Essential 2 Assign a budget for disaster risk reduction and provide incentives for homeowners, low-income families, communities, businesses and public sector to invest in reducing the risks they face. How far does the local government have access to adequate financial resources to carry out risk reduction activities? Level of Progress achieved: 3 In sector, a number of budget has allocated for disaster risk reduction that spread at Local DM Office, Health Office, Social Office, Public Work Office, Marine and Fisheries Office and Local Environment Body. These budget apply to physical disaster mitigation and non physical mitigation such as education awareness and preparedness program as well as environment and ecosystem protection program. Health Office allocated budget for health socialization to community; Social and Labor Office allocated fund for community training and Military unit plot budget for Command Post Exercise. Budget allocation is consider limited compare to wide coverage area and kind of program to be implementing to increase region capacity in dealing with risk. To what degree does the local government allocate sufficient financial resources to carry out DRR activities, including effective disaster response and recovery? Local government has allocated on-call budget that accessible when disaster occurs and some linked officials allocated small amount fund for disaster response and early effective recovery. Mechanism of disaster management budget is integrated into Local Progress Report /27

It is consider limit availability of DRR fund in region and sectors should increase coordination on disaster management program for better efficiency of budget and comprehensive local government plan on DRR to be proposed to legislative. What is the scope of financial services (e.g. saving and credit schemes, macro and micro-insurance) available to vulnerable and marginalised households for pre- disaster times? At the moment limited financial service available for vulnerable households prior disaster. Some funds support program from government is targeting poor community and no classification of poor community as vulnerable one at prone area. To what extent are micro finance, cash aid, soft loans, lone guarantees etc available to affected households after disasters to restart livelihoods? Affected households have limited access to financial services post disaster to restart livelihood activities. Local government to enhance coverage activities of community empowerment program available at technical institutions to affected households post disaster. 7 How well established are economic incentives for investing in disaster risk reduction for households and businesses (e.g. reduced insurance premiums for households, tax holidays for businesses)? A regulation to be managed by local government on economic incentive for disaster risk reduction investment in region. It is important to encourage households and business participation to consider disaster risk reduction into business activities. To what extent do local business associations, such as chambers of commerce and similar, support efforts of small enterprises for business continuity during and after disasters? Local government to endorse participation of local business association to support small enterprises continuity during disaster and post disaster by build up a regulation and its mechanism. Ensure that this information and the plans for your city's resilience are readily available to the public and fully discussed with them. To what degree does the local government conducted thorough disaster risk assessments for key vulnerable development sectors in your local authority? To what degree do local institutions have access to financial reserves to support effective disaster response and early recovery? On-call budget allocated by local government that accessible when disaster occurs. Linked sector, Health Office, Local DM Office, Social Office also allocated fund for emergency response. Private sector involves to support fund allocation on emergency phase as well as fund gathering by community. Region still experiencing limited budget if moderates disaster level occur and it is requires support from national and province. A mechanism is need to set up by local government to monitor fund flows from non government sources to assure efficiency and transparency of fund distribution. To what extent are early warning centres established, adequately staffed (or on-call personnel) and well resourced (power back ups, equipment redundancy etc) at all times? 26 Essential 10 After any disaster, ensure that the needs of the survivors are placed at the centre of reconstruction with support for them and their community organizations to design and help implement responses, including rebuilding homes and livelihoods. How much access does the local government have to resources and expertise to assist victims of psycho-social (psychological, emotional) impacts of disasters? A small part of volunteers has expertise on psycho social support among other volunteer under Social Office called Tagana. Limited psycho social support is important to be solved by local government by cooperation with potential organization and training of psycho social worker to be implementing to enhance capacity. How well are disaster risk reduction measures integrated into postdisaster recovery and rehabilitation activities (i.e. build back better, livelihoods rehabilitation)?
