2 Priority for Action 1 Ensure that disaster reduction is a national and local priority with a strong institutional basis for implementation Core Indicator 1.1 National policy and legal framework for disaster risk reduction exists with decentralized responsibilities and capacities at all levels. How well are local organizations (including local government) equipped with capacities (knowledge, experience, official mandate) for disaster risk reduction and climate change adaptation?
