1 CITY OF CITRUS HEIGHTS CITY COUNCIL MINUTES Special Meeting of Tuesday, April 18, 2017 Citrus Heights Community Center 6300 Fountain Square Drive, Citrus Heights, CA MINUTES SPECIAL CITY COUNCIL MEETING CALLED TO ORDER The special was called to order at 9:00 a.m. Roll Call: Council Members present: Bruins, Daniels, Miller and Slowey Council Members absent: Turner (Excused) Staff Present: City Manager Boyd and department directors. PUBLIC COMMENT None STRATEGIC PLANNING AND TEAM BUILDING RETREAT The City Council held a Strategic Planning Retreat. Marilyn Snider, with Snider and Associates, facilitated the meeting and provided a record of the discussion, which is attached and incorporated into the minutes. ADJOURNMENT There being no further business to come before the City Council, the meeting was adjourned at 1:42 p.m. Respectfully submitted, Amy Van, City Clerk

Monthly City Council & Executive Team Monitor progress on the Strategic Plan and revise Objectives (add, amend and/or delete), as needed. Monthly City Manager Distribute the written, updated Objectives Monitoring Matrix to the City Council and Department Heads for sharing with staff. At the June 8, 2017 City Manager and the Hold a community workshop regarding the Five-Year Capital Improvement Program (CIP). 3. At the June 22, 2017 City Manager and Finance Director Project revenue and expenditures using the City of Citrus Heights Ten-Year Budget Model, with an emphasis on the next 5-year strategy, as a part of the FY budget process. A

June 1, 2017 City Manager and Community Economic Development Dir., meeting with the Sunrise Marketplace Executive Director Share ideas on aesthetic improvements and new programming for Sunrise Marketplace. DONE ON TARGET REVISED 2. July 1, 2017 Community Economic Development Director Present to the City Council the creative components of the City of Citrus Heights Awareness Campaign. 3. September 1, 2017 City Manager (lead) and two Council Members, working with the Sacramento Metro Fire District Board Fire Chief and members of the Board Report to the City Council on progress regarding expediting Fire permit and plan check approvals 4. At the September 14, 2017 Community Economic Development Director Update the City Council, under department reports, the Mitchell Farm Development Project. 5. October 1, 2017 Community Economic Development Dir., in coordination with the Citrus Heights Chamber of Commerce Complete a Business Walk, including an assessment of social media needs. 6. November 1, 2017 Mayor Jeff Slowey (lead), City Manager, Police Chief and Community & Economic Development Director Complete an additional four visits with targeted Citrus Heights businesses to obtain their feedback regarding doing business in Citrus Heights, and their plans as a business as well as inquire about social media use and advertising. 10 THREE-YEAR GOAL: ENHANCE QUALITY OF LIFE WHEN WHO WHAT STATUS COMMENTS 1. At the April 27, 2017 City Attorney and the Community & Economic Development Director Conduct a City Council study session regarding new 2017 laws about housing and land use. DONE ON TARGET REVISED 2. On June 3, 2017 City Manager and City Council Host the 20-Year Anniversary Block Party. 3. July 1, 2017 (Operations Mgr. lead) Complete the transition of Animal Shelter Services from the county to the SPCA. 4. September 15, 2017 (Operations Mgr. lead) Complete the market analysis of the Transit Planning Project and report the results to the City Council. 5. At the October 12, 2017 Assistant to the City Manager Report to the City Council the results of the 2017 Community Survey. C
11 THREE-YEAR GOAL: ENHANCE PUBLIC SAFETY WHEN WHO WHAT STATUS COMMENTS 1. Monthly Police Chief Ensure that a DUI checkpoint or DUI saturation detail (i.e., 3 to 5 officers conducting a moving DUI checkpoint) is conducted. DONE ON TARGET REVISED 2. August 1, 2017 Police Chief Launch a Traffic Safety Awareness Campaign to reduce traffic-related fatalities. 3. Nov. 1, 2017 Police Chief Hold one each, with ABBA (Auburn Blvd. Business Association) Business Improvement District, the Chamber of Commerce, Sunrise Marketplace and the Antelope Crossing Business Association, to educate and coordinate anti-theft and crime prevention efforts. 12 THREE-YEAR GOAL: IMPROVE OVERALL CITY INFRASTRUCTURE WITH EMPHASIS ON NEIGHBORHOOD REVITALIZATION WHEN WHO WHAT STATUS COMMENTS 1. At the June 22, 2017 (Principal Civil Engineer-lead) Recommend to the City Council for action the award of a construction contract for the Baird Way Drainage Improvement Project. DONE ON TARGET REVISED 2. July 1, 2017 (Principal Civil Engineer-lead) Mill and fill (pavement repairs) 4,000 sq. ft. of potholes along Sunrise/Greenback, Auburn/Old Auburn, and Van Maren. 3. At the Sept. 14, 2017 (Principal Civil Engineer-lead) Finalize the design and right-of-way and recommend to the City Council for action the award of the construction contract for the Sunrise Boulevard Complete Streets Phase 2A Project (west side of Sunrise - Locher Drive to Sayonara Drive). 4. At the Sept. 14, 2017 (Mgmt. Analyst II - lead) Hold a study session to discuss options and develop a long-term vision plan for the use of new transportation funds (SB 1). 5. At the Sept. 14, 2017 (Principal Civil Engineer-lead) Finalize the design and recommend to the City Council for action the award of the construction contract for the Mariposa Avenue Safe Routes to School Phase 3 (Farmgate to Northridge).
