1 WEST AFRICA REGION This Annual Report is intended for reporting on the Federation's Annual Appeals only. Appeal No /2000 Appeal Target: CHF 4,068,000 May, 2001 The Context The mission of the regional delegation (RD) for West Africa is to support and encourage the West African National Red Cross and Red Crescent Societies in 16 countries - Côte d Ivoire, Cape Verde, Mauritania, Niger, Burkina Faso, Mali, Gambia, Senegal, Guinea Bissau, Guinea, Sierra Leone, Liberia, Ghana, Togo, Benin and Nigeria - in meeting the needs of their most vulnerable residents. Vulnerability in this region is generally caused by poverty, conflict, epidemics and adverse climate conditions. Some countries in West Africa were able to improve their economic and social performance over the last decade, however, others declined considerably during the same period. The region includes seven of the 10 lowest ranked countries in the Human Development Index (2000) of the United Nations Development Programme (UNDP). In most development areas such as health, education, food security and gender equality there is significant structural fragility within West Africa. Of the 40 countries with the lowest life expectancy, 13 are in West Africa. (WHO/DALE). Findings of the CILSS (Permanent Interstate Committee for Drought Control in the Sahel) annual meeting, held in November 2000, indicated food insecurity in eight countries within West Africa. During the last decade, the region experienced a downward trend in its mean rainfall and a regular extension of the Sahel region. Frequent droughts engendered soil degradation and a decline in water quantity and quality, resulting in decreased agricultural productivity of a number of West African countries. Trends towards desertification in parts of the region are alarming. For example in Mauritania, rainfall deficit was limited to the northern part of the country before 1981 and now is gradually being extended to the rest of the country. Some 14 million hectares of land in Mauritania became desert between 1960 and Open conflict, sporadic fighting and ethnic tensions account for stunted development in some parts of the region - particularly in Liberia, Sierra Leone and Guinea. A consequence of these conflicts, according to the UN High Commissioner for Refugees (UNHCR), is the continued displacement of 1.5 million people within West Africa. During the latter part of 2000, Côte d'ivoire - which accounts for around 70 per cent of economic production in the region - witnessed considerable political instability and ethnic tension leading to loss of life, movement of non-national residents out of the country and a downturn in the economy. Nigeria also continued to suffer from ethnic violence during These factors create a significant risk of far larger and more complex humanitarian emergencies in the future.

2 2 Throughout the region, development was also delayed by recurring natural disasters such as drought, floods, famines, storms, outbreaks of epidemic, emergent and re-emergent infectious diseases such as cholera, meningitis, diarrhoea, malaria and measles. The failing and fragile economies - with decreasing governmental expenditure on health and social services - in many of these countries contributed to increasing levels of poverty among the already vulnerable populations. Mortality rates due to epidemics remained high in the region, with frequent outbreaks of cholera exacerbated by poor hygiene and cramped living conditions, and with malaria continuing to claim the lives of many thousands each year. The alarming increases in HIV/AIDS infection in the region result in higher rates of vulnerability as families lose their breadwinner, children are orphaned and young people are excluded from the workforce. The resultant challenges to the productivity and health of the West African people are increased by the population s overall lack of access to sanitation, safe drinking water, prenatal care and other basic requirements. Objectives, and Disaster Response 1. strengthened regional relief co-ordination and management by assisting national societies (NS) and delegations of West Africa to design and manage operations; 2. to improve regional relief capabilities and capacities by using regional human resources in operations; 3. to improve and develop regionally sensitive needs assessment capacities; 4. to integrate capacity building into relief activities; and, 5. to include regional relief and human resources data in a disaster preparedness database. A single relief operation assisting flood-stricken households in Benin, Burkina Faso, Mali and Niger continued to be co-ordinated by the regional delegation during the first third of the reporting period in response to Appeal No. 26/99 for CHF 411,975 launched in October 1999 and revised in January Objective one was partly achieved through the holding of a disaster management course within the disaster preparedness (DP) programme. This activity was in line with an overall strategy to integrate DP with disaster response to support programme relevance. A single RD-supported relief operation during the reporting period (carried forward from the previous year) contained no evident move towards achieving the second programme objective. No regional human resources were deployed for relief operation(s). A presentation on needs assessments was made during the disaster management course. Again, this activity was principally integrated into the DP programme. Objective four was not achieved as no capacity building initiatives were taken (except for some volunteer training during the flood operation). Little was done to achieve objective five during the reporting period. Replies from only three national societies to the questionnaires for the database were collected.

3 3 The objectives were not sufficiently practical and there was no methodical approach or means to achieve them. Increased integration of disaster response and disaster preparedness was desirable from the outset. The slow response to the flood disaster and poor response to the subsequent Appeal in 1999 reduced the scope for pursuing capacity building of the NS in disaster response. Needs assessment were not invariably followed-up on (for example, with Burkina Faso returnees). Disaster Preparedness 1. integrated horizontal approach in all core areas to support national societies disaster preparedness; 2. the regional delegation and NS in the Sahel region maintain data banks and use early warning system data resulting in improved food security strategies in concert with governments and other partners; 3. extend vulnerability and capacity assessment (VCA) and ensure use of this technique in national society development plans; 4. national societies with increased readiness, disaster reduction and response capacities; and, 5. to carry out monitoring activities. The disaster preparedness programme for West Africa remained was based on three principal areas - vulnerability and capacity analysis, contingency planning and food security. The DP plan of action required adjustment in the course of 2000 to meet, amongst other factors, the conclusions of the fifth Pan-African Conference s Declaration and the increased specification of a disaster management information system. A DP training workshop was held in Ghana for 14 participants. A report on food security in West Africa was written and used to make recommendations at the Pan-African Conference where partners in this issue (ADB, WFP, CILLS, UN, ICRC, Save the Children - Sweden and UK) and others attended. Harmonization of approach to food security planning was adopted with CILSS and other agencies involved. Dissemination on the need for effective data management was done and forms were sent to NS for completion. Different VCA approaches were discussed. Anglophone VCA guidelines for West Africa were established (Francophone guidelines soon to follow) leading to an approved regional VCA guide by March Bissau, Togo, Ghana and Niger organized pilot VCAs. Bissau and Togo developed activities based on the pilot study. Mali and Mauritania are currently conducting nation-wide VCA. Ghana and Gambia prepared a strategy based on nation-wide VCA results. National societies are now in a better position to plan realistic programmes, with new approaches to motivating volunteers and inclusion of governance and management with branches. In total, 13 national society DP officers were fully certified after attending the disaster management course (one participant was referred for retraining). The impact of the disaster management course on the objective was not yet assessed. A contingency planning guide was adopted. Technical support was provided to NS to review flood response operations. The programme was integrated with other national society programmes. Regional human resources were exchanged between Senegal, Bissau, Cote d'ivoire, Gambia and Mauritania. There was good collaboration with the ICRC, participating national societies working in the region and governmental departments. Better visibility and public awareness on the role of the national societies was achieved.

4 4 In terms of monitoring, all programmes were followed-up on in all countries. The delegate co-facilitated the DP workshop in Liberia and carried out a joint DP visit with the British Red Cross to Nigeria. Assistance was provided to the Sierra Leone Red Cross in preparing its DP strategy. Technical support was provided to all of the region s NS. Regular meetings and joint disaster contingency planning (and implementation) were held with the NS of Côte d Ivoire, Senegal and Guinea Bissau. A more cohesive capacity building strategy under the Department for International Development/Federation partnership was discussed. The disaster preparedness programme benefited from some significant revisions during 2000 as a consequence of external variables (reorganization of the DP department in the Secretariat, revised objectives within the Africa department, prioritization of food security at the Pan-African Conference, launch of the ICRC s conflict preparedness and response programme in West Africa). The requirement to refine preparedness measurement tools remains. Greater focus is needed on food security to be able to operationalize the significant background work accomplished in West Africa during VCAs require a long process and full understanding and co-operation from the respective national society, piloting and identification of appropriate methodologies. Contact with ECOWAS (Lagos office) remains difficult. Health and Care 1. improved preparation and response to epidemics; 2. reinforced awareness and prevention of HIV/AIDS; 3. support and co-ordination of West African national societies community based first aid (CBFA) projects; 4. support to West African national societies basic health care services; and, 5. reduced incidence of female genital mutilation. Epidemics The biannual sub-regional health meeting (held November) improved understanding of intervention tools, analysis and health planning for an emergency and development situation, analysis of country programmes and capacity building of the health co-ordinators in terms of planning and research. Training of the regional epidemics surveillance team (REST) was provided at its fourth co-ordination meeting held on 1-3 August. Also, achievements of the regional health programme were discussed and the strategy for African Red Cross and Red Crescent Health Initiative (ARCHI) was updated. Small projects on preventing epidemics in five countries (Senegal, Benin, Nigeria, Mali and Liberia) were implemented with the technical and financial support of the Federation according to ARCHI 2010 recommendations. Two REST missions were facilitated to give technical assistance to fight epidemics and strengthen capacities of NS during possible epidemics - the meningitis epidemic in Niger (REST was present May) and yellow fever epidemic in Guinea (REST was present 9-13 November). Information, education and communication (IEC) materials were sent for training and prevention in Niger, Sierra Leone, Guinea.

5 5 Technical exchange visits were facilitated between the health departments of the Federation s regional delegations in Abidjan and Nairobi to exchange health surveillance team and mother club experiences. A sub-regional ARCHI 2010 committee meeting was held. Evaluation of the regional water and sanitation programme took place between 24 November and 3 December. HIV/AIDS prevention The fourth co-ordinating meeting of the Red Cross and Red Crescent AIDS Network for Youth-West Africa (RANY-WA) was held 7-10 May. The objective of the workshop was to provide the network s members with information to define key areas of operation and its projected position in the next five years. Seven steps of strategic thinking and the RANY-WA strategic plan ( ) were defined. The health department participated in a workshop on the HIV/AIDS strategy for the African Development Bank s operations in regional member countries. Also, meetings were held with the RANY-WA secretariat for a follow-up, annual plan of action and budget preparation. The health department also facilitated the co-ordination of working visits between members of the HIV/AIDS network to give national societies technical support and tools in their activities and to extend the network from nine to 16 national societies in West Africa. Community based first aid A training of trainers workshop in CBFA for 20 trainers and four instructors was organized in Porto Novo, Benin, from 23 December 1999 to 2 January The same activity was organized in Togo (Sokodé) from January 2000, where 17 trainers of the central region were trained in CBFA. The final report was sent to the regional delegation in March No supervision or follow-up of the trainers was done during the reporting period. In terms of fund-raising, the Liberian Red Cross initiated a fowl breeding project to generate income for the mother health club of the Sacleapea branch. The National Societies in Benin, Burkina Faso and Côte d'ivoire were involved in the sale of first aid kits. The final draft of the CBFA manual of the Red Cross Society of Côte d'ivoire was finalized. A consultant and a regional resource person conducted training of trainers in two regions of Senegal to test the curriculum. The Red Cross of Cape Verde is working towards standardizing and drafting its CBFA manual. The evaluation of the regional community based first aid programme of four national societies was completed and the report is pending. Basic health care services Posters and flip charts based on local needs were designed and produced with respect to wat/san activities in Liberia. Training and operational research missions are allowing NS to improve their health activities as well as their evaluation on impact of implemented activities. Female genital mutilation No specific activities were conducted towards this objective. While significant achievements occurred during 2000 at various levels - principally at the volunteer level through the ARCHI pilot project in Togo and the national level through strong technical peer support - the main area of emphasis should be to assure a sustainable link between the local and the national levels. Also, clearer resolution in project objectives will enable increased sustainability (for example, in CBFA). Humanitarian Values

6 6 1. to increase awareness of need for non-discrimination on the basis of nationality, race, gender, religious beliefs, class or political opinions; 2. protection of life, health and human dignity; and, 3. sharing ideals of peace and the fundamental principles of the Red Cross and Red Crescent Movement. No specific activities were conducted towards achievement of any of the objectives. Clear idea of how to operationalize this core activity is required and a plan of action based on specific objectives needs to be evolved with the support of the relevant department at the Federation s Secretariat. Institutional and Resource Development 1. to strengthen human and institutional resources of the region s national societies, giving attention to gender integration; 2. to reinforce national society planning, improved plans and projects; 3. to strengthen national societies resource development, local funding and self-reliance; 4. to strengthen sub-regional co-operation and information exchanges between NS to share experiences and competencies; and, 5. increased development co-operation between regional NS and those outside the region, and well as with other partners. Two good governance workshops were organized for the national societies of Benin and Burkina Faso with a total of 38 participants. The workshops resulted in these NS initiating the process of modifying statutes and in organizational structural changes. Furthermore, it resulted in the elaboration of a declaration by the national societies. At the regional level, two secretary generals representing the national societies of Benin and Ghana participated in an evaluation of the quality of resource personnel for first aid and wat/san of the RD. Three persons from the region s NS are on mission: to Madagascar as an administration/logistics delegate for the Federation; to Bosnia-Herzegovina as a youth and development delegate for the Federation; and to Kenya as a co-operation delegate for the ICRC. Follow up on the development plans of the NS in Burkina Faso and Senegal resulted in the implementation of the plans drafted by them in Two sub-regional workshops on fund-raising and communications were organized for the NS in the Praia Group (Cap Verde, Gambia, Guinea, Guinea-Bissau, Mauritania, Senegal and Sierra Leone), in September, in Dakar, and for the Lomé (Cote d Ivoire, Ghana, Liberia, Nigeria and Togo) and Sahel (Burkina-Faso, Mali and Niger) Groups in November, in Accra. In total, 36 national society representatives were trained in marketing and public relations techniques for fund-raising activities. The three groups created a fund to finance their resource development projects. The 16 NS agreed to contribute to this fund to help finance activities revolving around resource development. The Praia group already opened a bank account to this effect. Assistance was provided to the Red Cross Society of Guinea-Bissau by the resource development co-ordinator of the Senegalese Red Cross in organizing and realizing its fund-raising activities.

7 7 Mali Red Cross participated at the meeting of the Permanent Interstate Committee for Drought Control in the Sahel, held in October, to evaluate the Sahel harvest. An agricultural evaluation was made including those countries which were affected by drought (Burkina Faso, Mali, Niger and Chad). The management of the region s NS remains volatile with a number of leaders not remaining in office during This reflects the need for increased organizational development. The organization and role of regional working groups of the West African national societies require further definition if they are to be more effective in Co-ordination and Management Regional Information and Reporting Services 1. comprehensive communications strategy for the regional delegation in Abidjan; 2. improved reporting standards within national societies and country and regional delegations; 3. operational and effective regional information network; and, 4. increased public awareness and visibility of West African national societies and the Federation. No evident communications strategy is currently in place at the RD. Recruitment of a reporting/information officer at the RD contributed to improved reporting. No formal impact of RD on reporting by NS or the country delegations was achieved. No specific activities were conducted towards the third objective. A regional information project was included in Appeal Recruitment of the reporting/information officer at the RD contributed to improved availability of information on behalf of the RD. During the last two weeks of 2000, a RD web site was drafted (with space for links to national society pages planned), and stories were submitted to the Media Service. This project benefited from clear and attainable objectives, however under-resourcing during 2000 prevented them from being achieved. This situation requires planning based more around mobilizing resources and effective marketing of the project. Regional Finance Unit (RFU) 1. accurate financial records of country and regional delegations; 2. improved financial procedures within the national societies; and, 3. improved financial procedures and accounting skills within country and regional delegations. Accurate financial records of the RD were produced to the end The RFU was temorarily suspended due to a lack of a manager for the RFU.

8 8 Procedures were established for management of national societies working advances and missions were conducted by the RD to eight national societies to clarify existing working advances and explain procedures. The absence of a finance/administration delegate up to mid-december resulted in prioritizing of the first objective and not the third one. However, the incoming delegate assessed training and procedure support needs at the regional delegation and will conduct working sessions in Lack of clear division between RFU and regional delegation finances decreased efforts towards achieving the objectives. Lack of clarity as to precise RFU objectives and the modus operandii for achieving these objectives should be addressed in 2001 by revised and more operational terms of reference for the RFU and a clearer division of labour between it and the specific regional delegation finances. Regional Logistics Unit 1. standardized regional logistics systems; 2. an established regional procurement centre; 3. standardized regional fleet management practices; and, 4. a regional telecommunications network. Work towards achieving the first objective (specifically for the delegation in Lagos) was not carried on later. Therefore, there was little movement towards objective achievement during this reporting period. No action was taken towards the second objective during this reporting period. The draft plan of action for the logistics service indicates the RLU in Abidjan will close during Challenges remained in sustaining a regional telecommunications network. Communication remains unacceptably poor between most delegations within the region. Logic underlying regional logistics was gradually eroded during 2000 because of the self-sufficient activities of country delegations within the region and a lack of justification for the regional logistics unit on the part of the regional delegation. Conclusions Achievement of the strategic objectives of the Federation s Appeal 2000 for West Africa was conceived as a combination of direct technical, material and financial support to national societies and technical workshops in the disaster response, preparedness and health sectors typically serving between five and sixteen national societies. More sophisticated impact measurement is required to accurately establish the added value resulting from these workshops, however feedback from participants indicates the aim should be towards increased direct technical support to national societies in their operational and managerial context - both at the headquarters and region or branch levels. In so far as the regional delegation s objectives are based on customer needs, requirements or requests, performance measurement should determine the degree to which direct technical support can replace workshops as a national society development tool. It appears likely that support to national societies and country delegations would be enhanced by greater proximity resulting in more frequent contacts and increased familiarity with the national contexts. An increasingly decentralized regional

9 9 delegation would allow greater impact in its support for the work of the West African national societies. The establishment of increasingly realistic and measurable objectives remains a priority. It is important these objectives reflect the working environment in West Africa, the work of partners, technical innovations and the Movement s human, physical and financial capacities. It is important also that the regional delegation is able to establish systematic plans to achieve the objectives. Information activities - which started to redevelop only towards the end of need to continue raising the profile and explain the work of the RD in supporting national societies to assist vulnerable persons throughout the region. Focused, results-based reporting will assist programme managers in planning activities with measurable results and enhance the information drive. Access to committed and timely funding will facilitate programme managers abilities to plan and organize activities. Support will be provided for programme managers to keep better track of available funds and spending. 10 10 1. Consolidated Response to the Appeal Annual Financial Reports Explanatory Note - This report provides a global picture on the funding situation of a specific appeal at a specific time. The cash column indicates all cash contributions channelled through the Federation, together with the balance carried forward from the previous year. Financial statements in support of the reported income are available upon request. The in-kind contributions (goods and services provided in response to the appeal objectives) are registered in a stand-alone system, based on the information provided by the respective donor. The values of these donations are based on information received from donors, and will be reported as such in the income and expenditure part of the consolidated report. Direct cash or in kind contributions made to Operating National Societies or in kind donations made to the Federation Delegations in response to the appeal are recorded as in-kind contributions in the report. 2. Balance of Funds - Cash Only This report is a summary cash statement, providing the information on the balance carried forward from the previous year, cash income (including reallocations), cash expenditure (including reallocations - ref. part III of the consolidated report), and the closing balance at the end of the year. 3. Budget Analysis / Breakdown of Expenditures This section of the report provides a comparative analysis of the total expenditures (cash and in-kind) versus the last approved budget of the appeal. The cash column reports on all expenditures booked against the Federation projects and cost centres. It relates only to the use of cash contributions received by the Secretariat for the specific appeal. Financial statements in support of the reported expenditure are available upon request. The in-kind columns (goods/services and personnel) report on the in-kind contributions donated in response to appeals, as per the information received from donors. This information is shown both as contribution and as expenditure against the specific appeal, and is consolidated, together with the cash expenses, against the appeal budget. As financial information is not always available from PNS, and for consistency reasons, a flat rate is applied for the calculation of personnel costs. The consumption rate represents the level of total expenditures (cash and in-kind) compared to the total income available (opening balance, cash and in-kind contributions), 4. Pledges vs. Contributions Attached to this financial report is the list of pledges against the respective appeal. The comparative analysis of the list of pledges and the list of actual contributions provides a clear insight into any outstanding pledges in response to the appeal. Any differences in values between the two reports are due to fluctuations in exchange rates at the time of booking and the time of reception of the contribution.
