The Water Resources Planning Unit (WRPU) is currently focusing on four river basins - Kabul, Northern Balkh, Panj Amu and Helmand. A Decision Support System (DSS) for the Kabul river has been developed. Although data are available, WRPU does not have technical capacity to run the model. For instance, the team is incapable of connecting the DSS model to GAMS. The Bank has been approached to provide technical assistance, until the TISC is in place. In the meantime, Page 1 of 5

2 WRPU is collecting data for setting up the DSS for the remaining river basins. The WRPU staff attended training courses in Land Surface Observation, Modeling and Data Assimilation in China; and Snow and Ice Glaciers Melt Models for Indus basin in Pakistan. The PPU has used the priority investments identified in the Scoping Strategic Options for Development of the Kabul River basin report to plan various water development projects. These include the feasibility studies for the Gulbahar Storage Dam, Shatoot Storage Dam I, and Kama Irrigation and Hydro-power Project. The objective is to maximize water development benefits from energy and irrigation projects in the Kabul river basin. In this regard, additional data collected by WRPU are being used by PPU to estimate the benefits of energy and irrigation potential of the above priority projects. The PPU is also reviewing technical proposals for water development projects in other basins; and maintaining the water resources related database for Afghanistan. 5 Key Decisions Regarding Implementation The recruitment of the Technical and Implementation Support Consultancy (TISC), which is the most critical element of project implementation, has now been completed. The TISC is expected to be in place on February 1, In the meantime, the Bank has been asked to continue providing technical assistance to the AWARD team. The Bank has agreed to do so by engaging short term consultants, under the South Asia Water Initiative (SAWI) support. Restructuring History There has been no restructuring to date.
