1 OFFICE OF THE CITY MANAGER TO: Abilene City Commission FROM: Austin Gilley, City Manager NOTICE OF STUDY SESSION For Abilene City Commission 4 pm July 16, 2018 Dwight D Eisenhower Memorial Building 419 N Broadway Avenue, Abilene, Kansas PURPOSE The City Commission s Study Sessions are for the purpose of providing the Commission the opportunity to study items in more detail The City Manager is responsible for setting the items for study, determining speakers, staff attendance, and helping to manage the discussion OPEN FORUM This is an opportunity to bring up items to be informally addressed STUDY ITEMS Special Note: Due to scheduled absences of the Mayor and Vice Mayor, we plan to cancel the July 23 City Commission meeting If and when the Bradford Built, Inc, development agreement is in a final draft (currently being worked on by both parties legal counsel), we plan to call a special meeting for that agreement and the resolution for industrial revenue bonds Priority list update: This is a standing item for each study session to help keep you informed of the actions and status of projects related to the City Commission s priorities Old Abilene Town: I was under the impression that the confusion about our budget request process was due to my being new After the last meeting and fielding a number of follow-up questions, I am beginning to think the confusion is more widespread and we have our work cut out for us We are too late in the process to re-think or establish a better program, but as we muddle through, let s continue to keep in mind ideas and suggestions for a better system or process In the meantime, we asked all the Community Organizations in follow-up if they had budget summary sheets to share We have received them from the Fair Board, Heritage Center, and Old Abilene Town (Historic Abilene, Inc) and they are attached For this Study Session, I have invited representatives from Old Abilene Town to review in more detail their plan and request for 2019 funding Development Review Team process: I have invited Planning Director James Holland to review with us the development review process this includes an assessment of project complexity, kickoff meetings, and a comprehensive checklist that is communicated to property owners, applicants, and contractors to provide a roadmap for large-scale development projects I believe this will help bring anyone new to development concepts up to speed on how it works END### Dwight D Eisenhower Municipal Building Phone: (785) N Broadway Street, PO Box 519 wwwabilenecityhallcom Abilene, KS 67410
2 2018/2019 Commission Priorities: Status and tracking list as of July 16, 2018 Below are the Commissions Priorities adopted by Resolution with status updates Item (2018/2019) Emerald Ash Borer Plan Downtown development/ beautification Welcome Sign Category Quality of Life Quality of Life Quality of Life Sidewalks/Walkability Quality of Life Land Bank plan/policy Retail Recruitment Code enforcement program Storm Water Plan Policy Policy Policy Infrastructure Update notes (Items in grey unchanged since last meeting) Tree Board is reviewing best option for making inventory of Ash trees on City property and in right of ways Board is also assisting Eisenhower Museum and Library with its tree inventory I have met with the City Engineer, DKEDC, City Planner, and consultant Ochsner Hare & Hare to begin discussing the process for helping develop a vision and plan for this item A work order will be forthcoming as soon as possible We are planning for a web site redesign proposal in August This process will include a review and decision on developing a consistent look and theme for all display materials and will be part of this conversation This is likely contingent upon downtown development and parks planning The City's match program is continuing and staff is planning to include funding again for 2019 We have responded to inquiries from potential entrepreneurs who are looking at the City's assets in the Highlands Addition This item likely depends heavily on the vision for downtown and the City's commitment to improving its infrastructure capacity and awareness System demonstrations have been scheduled We also have discovered that it will be critical to ensure that the system can work with GIS Pending work order from City Engineer, which is pending data released by state in new flood plain maps The key decision will be whether or not the City chooses to make some improvements to the levee to certify it for additional gains in removing floodplain areas Original Ranking Chaput Marshall Ostermann Petersen Shafer Street maintenance plan Infrastructure Pending further direction on goals of plan; and inventory and assessment instruments Water source Infrastructure All easements are complete and water exploration of specific areas identified have begun We continue to examine the best approach for providing water advisory information to the community Fire Engine Equipment Fire engine pricing has been included in the 2019 budget Equipment Reserve Equipment Transfers from water and sewer funds had to be eliminated to keep funds with a positive cash balance Challenge going forward will be balancing expenses with mill levy and appropriated balance impacts

See, hear, smell, taste, and touch the past through a guided tour of Ike s Boyhood Home and handson activities at the Dickinson County Heritage Center Gain an appreciation for Little Ike s chores, games, school, and home through primary sources and experiential learning Bring your students to step back in time and learn about Little Ike as he was known during his boyhood through a visit to the Dwight D Eisenhower Boyhood Home and the Dickinson County Heritage Center in Abilene, Kansas The home is the largest primary source of the Eisenhower Presidential Library and Museum and the Heritage Center encompasses a selection of historical buildings and artifacts that paint a picture of rural Kansas life for boys and girls from Students will tour Ike s Boyhood Home and then participate in one of three themed programs that address educational standards and present life as Little Ike might have experienced it Whether you wish to cover science, language arts, or history, our professional educators will partner with you to create a field trip tailored to your class s needs The three themes are: Play Like Ike 1 hour What, no Playstation?! Students will try their hand at games that Little Ike might have enjoyed like marbles, jacks, dominoes, or Chinese Checkers They will also learn about the CW Parker Carousel Company that was a few blocks from Ike s home and enjoy the thrill of a ride on beautiful hand-carved horses The Daily Grind 15 hours After hearing real stories of Little Ike, students will learn about primary sources and explore artifacts typical of boys and girls
10 chores and school days here in Abilene Students will compare life from then and now, run to the store for Ida, learn about the 3 R s, and experience what do your chores meant for boys and girls in rural Kansas at the turn of the twentieth century Pasture to Plate 2 hours Ike s mother, Ida Eisenhower, made nine loaves of bread three times a week to feed her five hungry sons and husband and that was just the bread! Students will get a taste of the time and work required to grow, and prepare food in the Eisenhower household Students may experience the process of milking a cow which can be turned into ice cream or butter which they will enjoy on bread they learn to bake or can vegetables from the family garden that was tended by Ike and his brothers
