4 FY16 Final Budget The Legislature passed a final FY16 budget on July 9 th it totals $ billion The Legislature s budget represents a modest increase over FY15 and invests in: Local aid for cities and towns Education at all levels cradle to career Self-sufficiency and opportunity for working families High-tech, knowledge-based economy Homelessness prevention and housing support services Prevention, recovery, and treatment of substance abuse

7 FY16 Milton Local Aid Totals Under the final FY16 budget plan, Milton will receive: $9,945,010 in Total Local Aid $163,202 total increase over FY2015 Local aid is broken into several categories, including: Chapter 70 Education Unrestricted General Government Aid (UGGA)
8 FY16 Chapter 70 Funding Largest portion of local aid this money goes directly from the state to the Milton Public Schools Under the state FY16 budget plan, Milton will receive: $6,060,522 in Chapter 70 education funding $96,500 total increase over FY15 Chapter 70 funding for Milton has increased by $2,290,424 since FY07
9 Additional Education Funding for Milton Two additional sources of education funding for Milton were included in the Legislature s final budget Full Day Kindergarten Grant Early Literacy Programming for Milton Public Schools $18,589,713 was included in the final budget for the Full Day Kindergarten grant program of which, Milton Public Schools can expect to receive $119,600 The Governor reduced funding for Full Day Kindergarten from $18.5M to $1M. This reduction was overridden by the Senate and the House this afternoon - restoring funding to $18.5M. $200,000 was included in the final budget for an innovative early literacy program in the Milton Public Schools This funding was vetoed by the Governor and has yet to be overridden.
10 Early Literacy & Full Day Kindergarten Research clearly shows the importance of full day kindergarten classes & ensuring early literacy skills for our children: Only 40% of kindergarten-aged children nationwide are able to attend full day classes Data demonstrates that children in full day kindergarten classes show greater success in reading and mathematics than those in half day classes Investment in quality early education programs generate returns of 3:1 If identified early and given research-based intervention, 90 to 95 percent of children "at risk" for reading failure will become fluent readers. Prevention of reading failure can reduce the need for special education services later in a student's educational life. Special education costs are, on average, double those of general education. Competent readers developed through early detection and assistance will go on to succeed in both academics and life, reducing the need for social programs.
11 Unrestricted General Government Aid Unrestricted General Government Aid (UGGA) may be used to fund general government services and programs in Milton Under the Senate s FY16 budget plan, Milton will receive: $2,962,084 in UGGA funding $102,930 total increase over FY15
12 Chapter 90 Local Roads & Bridges Chapter 90 funds are used to reimburse cities and towns for costs associated with the maintenance of local roads and bridges $100 million in Chapter 90 funds were approved by the Legislature last year and released by the Governor in January 2015 An additional $200 million in Chapter 90 funds were passed by the Legislature in April and will be available for cities and towns this construction season Milton will receive $934,206 in Chapter 90 funds this construction season
13 WRAP Winter Recovery Assistance Program $30 million has been authorized for the Winter Recovery Assistance Program (WRAP) to repair potholes and other damage caused by the severe winter Milton will receive $93,368 in WRAP funds Milton will see a total of $1,027,574 for local roads and bridges through WRAP & Chapter 90 funds
14 Additional Local Project Funding Here are some additional projects, funded in the final budget, which may be of interest: Forbes House Museum - $85,000 was included for repairs at the Forbes House Museum VETOED BY GOVERNOR - Milton Public Library - $55,000 was included for critical traffic and public safety improvements at the Milton Public Library VETOED BY GOVERNOR - Blue Hill Observatory - $100,000 was included for operations at the Blue Hill Observatory VETOED BY GOVERNOR - Trailside Museum- $500,000 was included for maintenance of the Trailside Museum
15 State Economic Outlook Massachusetts economy continues to grow and add jobs Unemployment rate has dropped to 4.6% - down a full percentage point since May 2014 Employers added 10,500 jobs in June 2015 alone The education and health care sectors are booming adding 21,500 jobs over the past year Massachusetts gained 60,700 jobs over the course of 2014
