Simpson, Assistant City Manager November 7, 2018 Resolution No Amending The 2018 General Government Operating And Capital Budget To Provide Supplemental Appropriations For The Fire Department In The Amount Of $8,200; The Museum Department In The Amount Of $2,815; And Establishing An Effective Date The motion detailed below was prepared at the request of Finance Director Bob Newell, who asked that it be placed before the City Council for consideration at its meeting of November 19, If adopted, Resolution No amends the 2018 General Government Operating and Capital Budget by providing supplemental appropriations to the Fire Department in the amount of $8,200 and to the Museum Department in the amount of $2,815. An explanation for the supplemental appropriations is detailed in Mr. Newell's memorandum and requires no elaboration on the part of the Manager's Office. I concur with the Finance Director's recommendation. Prior to consideration of Resolution No , a public hearing is required. The City Clerk's Office has scheduled such a public hearing for the beginning of the City Council meeting of November 19, Following the public hearing, the City Council may consider the resolution. Fire Chief Abner Hoage, Museum Director Anita Maxwell and the Finance Director will be attending the City Council meeting of November 19, 2018, in order to address any questions and/or concerns that Councilmembers may have. A motion has been prepared for City Council consideration. RECOMMENDATION It is recommended that the City Council adopt the motion approving Resolution No amending the 2018 General Government Operating and Capital Budget to provide supplemental appropriations for the Fire Department in the amount of $8,200 and for the Museum Department in the amount of $2,815; and establishing an effective date. Fire Chief Abner Hoage has requested a $5,000 supplemental appropriation that will enable the Fire Department to spend $5,000 of a $30,000 Emergency Management Program Grant for the EMPG Grant Program (EMPG) in The Fire Department would like to use the supplemental appropriation to pay for personnel services and benefits. Fire Chief Abner Hoage has also requested a $3,200 supplemental appropriation that will enable the Fire Department to spend $3,200 of a $16,200 Local Emergency Planning grant for the LEPC Grant Program (LEPC) in The Fire Department would like to use the supplemental appropriation to pay for personnel services and benefits. The Museum Director Anita Maxwell has advised of contributions that have been received and the Museum Department would like to use the supplemental appropriation to pay for artifacts and operating supplies in the amounts of $161 and $2,643, respectively. I recommend that the City Council pass Resolution No amending the 2018 General Government Operating and Capital Budget for the Fire and Museum Departments. A public hearing for the budget amendment will be required. The Acting City Clerk, Kim Stanker, has been requested to schedule a public hearing for November 19, 2018 and to provide for the proper public notice of such hearing. Recommended Motion: I move the City Council pass Resolution No , amending the 2018 General Government Operating and Capital Budget to provide supplemental appropriations for the Fire Department in the amount of $8,200; the Museum Department in the amount of $2,815; and establishing an effective date.

We are requesting budget amendments as follows. Donations deposited into Museum Contributions ( ): 1. $161 into (artifacts) Tongass Historical Society provides an annual 35% return on photo sa les in support of the department's efforts to properly house and care for the permanent collection. Funds will be used to purchase artifacts. 2. $2,000 into (operating supplies) This is a donation from the Tlingit-Haida Central Council. Funds will be used to purchase supplies to construct a display case at the Totem Heritage Center. 3. $654 into (operating supplies) These funds come from general contributions to the Tongass Historical Museum. Funds will be used to purchase general operating supplies. In addition, we received two small project grants. Expenses will be incurred in $1,680 was awarded from the Ketchikan Community Foundation through the Tongass Historical Society (our fiscal sponsor) towards an oral history project. The grant check and documentation has been given to Finance. Funds will be used to purchase recording equipment, transcription services and recording studio time to edit audio recordings. The grant project ends May 1, $7,669 was awarded from the Alaska State Museum's Grant-in-Aid program towards Totem Heritage Center exhibit updates. The grant check and documentation has been given to Finance. Funds will be used towards a contractor to build cases, materials, ink cartridges, multi-media contractor and additional exhibit supplies. The grant project ends September 30, 2019.
