2 CITY OF Page 2 of 8 A RKANS CITY COUNCIL AGTNDA M=MO MEETING OF SEPTEMBER 16,2014 TO: FROM: Mayor and City Council Greg Tabor, Chief of Poli."R DATE: SUBJEGT: August 27, Bulletproof Vest Partnership Grant Program Award RECOMMENDATION: Staff recommends approval of a grant award from the 2014 Bulletproof Vest Partnership Grant Program and budget adjustment in the total amount of $40,209 for the purchase of body armor vests for our police officers and tactical vests for our Emergency Response Team (ERT) officers. BACKGROUND: The Bulletproof Vest Partnership (BVP), created by the Bulletproof Vest Partnership Grant Act of 1998, is a unique U.S. Department of Justice initiative designed to provide a critical resource to state and local law enforcement. Since 1998, the Fayetteville Police Department has obtained grant funding in excess of $120,000 for the purchase of body armor vests through this partnership. The BVP program provides an important component to the continuing health and welfare of our police officers. Each body armor vest has a guaranteed life of five years. All state-ofthe-art body armor is custom made to the exact specifications of the wearer. This ensures all officers have our required level of protection. DISGUSSION: ln 2Q15, the Police Department will replace 74 body armor vests for our police officers and 12 tactical body armor vests for our ERT officers due to the vests reaching their guaranteed end of life. We also project the purchase of 7 new body armor vests to be on an as needed basis for replacement due to wear/tear and new police officers. The total cost of these body armor vest purchases is estimated to be $92,000 pending formal bid completion. The BVP grant funding will provide reimbursement of 50o/o of the City's expenses, up to the allowed grant maximum of $40,209, for the purchase of body armor vests for our police and ERT officers. ln addition to the BVP grant award, the Police Department has budgeted $52,000 in fiscal year 2015 of the Capital lmprovements Program for the purchase of body armor vests. Federal, State, and Local mandates exist for all officers to wear bulletproof vests when engaging in law enforcement activ ties. Th s project further funds ballistic protection equipment for the ERT including ballistic shields, plates, and blanket. The level lll shield is designed to stop small arms ammunition, and is lighter and more mobile. The level lv shield is heavier and rated to stop larger ammunition fired from rifles. The ERT members also have level lv ballistic plates carried within their ballistic vests. The ballistic blanket can be quickly deployed for high risk situations including the protection of officers and civilians as a personal shield or in vehicle transport. Scheduled lmplementation: Active Project The annual funding schedule is based on the expiration dates of existing bulletproof vests and a projection of new officers being placed into service for the Department. The level lll ballistic shield will need to be replacedin2ot6andthelevellvballisticshieldwillneedtobereplacedin20ls. TheERTballisticplatesare scheduled for replacement in 2018 and the ballistic blanket is scheduled for replacement in 20L9. Effect on Operations: The purchase of bulletproof vests and ballistic protect on will have no adverse effect on operationalfunding. 69
