8 Developing A Long Range Transportation Plan The purpose of transportation planning is to identify broad goals to meet transportation needs. Several federal requirements call for a LRTP. Tribal Transportation Program (TTP) Program Final Rule (IRR Rule 25 CFR ). (23 USC 134 and 135; and 23 CFR/49 CFR and ).

9 What is required? 25 CFR Long Range Transportation Plan (LRTP) Public Involvement TTP Inventory Pre-project planning Tribal Transportation Improvement Program (TTIP) TTIP Must be consistent with Tribal long-range transportation plan 25 CFR (a) Financially Constrained

10 Essential Elements of LRTP Public Involvement allows for broad and varied representation and helps define the need and vision for the community Goals - should be specific enough to guide the development of the plan to reflect the need and vision Policies - developed to support the goals Transportation Improvement Program

14 Goals should be specific enough to guide the development of the plan Example: It shall be the goal of the Government to have three dust control projects on the TIP during the next four years. Goal = To + action verb + quantitative noun + time/date

16 Policies It shall be the policy of Government that all transportation improvements have a air quality impact plan. It shall be the policy of Government that all road improvements funded with TTP will be monitored for ambient air quality. It shall be the policy of Government to have a minimum of one air quality project each year on the TIP.

19 TIP s are the result of coordination The TIP is not the funding mechanism but the documentation of the decisions that where made. Only funded project go to the TIP/STIP TTIP STIP p/index.shtml

21 Pre-Project Planning Pre-project planning is part of overall transportation planning and includes the activities conducted before final project approval on the TTP Transportation Improvement Program (TTPTIP). These activities include; (1) Preliminary project cost estimates; (2) Certification of public involvement; (3) Consultation and coordination with States and/or MPO s for a regionally significant projects; (4) Preliminary needs assessments; (5) Preliminary environmental and archeological reviews. (b) The BIA regional office must work cooperatively with tribal, state, regional, and metropolitan transportation planning organizations concerning the
