6 Al Buck presented their latest proposal that contains the updated cost expectations. Eagle Scout Project Presentation Austin Dougherty addressed the council regarding his proposed Eagle Scout project, he asked if the council would provide the base rock and concrete forms and if they would consider helping cover the other costs. Council asked Mr. Dougherty to come back to the council when they have an estimate of the cost. Northern Street Vacate City Administrator Huisman presented the request from the Prior s and the Wernett s, Gary Prior spoke to the council regarding his request, he stated that it is actually going to be a burden to him but he wants the assurance that he has his access and no one else can buy it. John Stuelke is not in favor of forcing the adjacent property owners to purchase a street. M/S Mann/Hendryx To approve Resolution A resolution directing publication of hearing on proposed vacation of a portion of public property-northern Street on 10/24/17 at 6:00 pm. Aye: Stuelke, Hendryx, Mann Zoning Board of Adjustment Variance Review Chelsea Huisman presented the BOA findings and variance for the request received from RALabs for their age restricted housing. Gary Prior, BOA representative, explained the details of the stipulations of the variance. Attorney Kruse explained that she recommended that the facility be set up as a condominium facility. M/S Stuelke/Hendryx To acknowledge Zoning Board of Adjustment Variance for the RALabs Property on Lincoln Drive. Aye: 3 Nay: 0 Absent: 2 Abstention: 0 Fence Encroachment Agreement, 1431 Franklin Street Residents Mike LeClere and Dusty Syler provided council with the reasons for their request, they are looking to fence in their front yard to stop the Nature Trail users from trespassing. Fire Chief Felton let council know that the slide-in unit for the UTV should be here soon. Old Business Alley Vacate, Schrodemeier/Ashbacher Attorney Kruse explained that there was a publication issue and we need to have another public hearing to clean up the paperwork. Aye: Mann, Hendryx, Stuelke Employee Handbook Policy Updates City Administrator explained that she updated the Employee Handbook to address policy changes discussed at the last council meeting. Aye: Hendryx, Stuelke, Mann New Business Installation of Stop Sign, Water Street & Maiden Street Mayor Freeman-Brown asked council to table this agenda items until Council Member Morgan is present and can explain why he asked for it to be discussed. Aye: Hendryx, Mann, Stuelke Authorize purchase of speed/radar trailer City Administrator Huisman and Public Works Director Shoop asked council to set a spending limit for the purchase of a speed/radar trailer so one can be purchased without waiting to get council approval. Administrator Huisman explained what options the council has in regards to the future of this property.
