F.No. CARI/G&C/2-2/ Dated: TENDER NOTICE The Director Central Avian Research Institute, Izatnagar, invites sealed tenders in two bid system (Technical & Financial Bid) from bonafide stockists and suppliers for supply of poultry feed ingredients/supplements: Yellow Maize 2000 Qtls. and Soybean meal (Solvent extracted) 700 Qtls. to CARI, Izatnagar. The details of Feed ingredients/supplements, supply schedule and complete tender documents can be downloaded from the Institute s website for which the tender fees of Rs (Non-refundable) including 5% Vat in the shape of demand draft should be enclosed with the tender documents otherwise the tender will not be entertained and liable to be rejected. Tender forms along with specifications, required amount of Bid Security and relevant terms and conditions etc. can also be obtained from the office of Sr. Administrative Officer, CARI, Izatnagar on all working days on payment of Rs including 5% Vat by cash for each tender form separately. The amount of tender form fees and bid security should be submitted in favour of ICAR Unit-CARI, Izatnagar. The Institute will not be held responsible for any postal delay. The tender form along with all documents should be submitted as per following schedule. Accounting Unit Station of dispatch on terms of delivery at CARI, Izatnagar and Delivery Schedule 2000 Qtl. Per Qtls. August, Qtl. FOR CARI, Izatnagar inside Feed Godown of this Institute. Requirements 1. The maize should be of yellow in colour and of good quality free from dust, stone, lumps of earth clay, mud, chaff straw weed seed and any other non-food grain. 2. The maize should be full in size, free from weevils, broken and damaged kernels. 3. The maize should also be free from fungus, storage pest infestation, aflatoxin and any other mycotoxins. 4. The material should be packed in clean and sound jute bags. The mouth of each gunny bag shall be either machine stitched or rolled over or hand stitched with strong jute twine. FOR, Feed Godown of this Institute CARI, Izatnagar Requirements 1. The meal should be free from rancidity, adulterants, insect or fungus infestation and from fermented musty or other objectionable odors. 2. The meal should be free from extraneous matter such as dirt, iron and other metallic pieces. 3. The meal should be packed in clean, sound jute bags without holes and mouth of each bag should be either machine stitched or rolled over or hand stitched with strong jute twine. 5 Annexure-I Check list: Documents/Papers and EMD to be submitted with Technical Bids: (In the absence of the required documents tender will not be considered. 1. Tender fee/cost : Rs (inclusive of VAT) vide D.D. No DT.. bank. 2. Bid Security of required amount (EMD). 3. Attested/self-attested copy of PAN card of the firm/firm owner with a proof of ownership. 4. Certified copy of TIN Number in the field of Poultry/animal feed & ingredients. 5. Certified copy of valid Grains/oil seed License/Mandi license etc. wherever is applicable. 6. Duly completed Questionnaire. 7. Experience of supplying of feed or food items in ICAR Institute/University/Autonomous bodies or any other Government Department or reputed organization/ firms/ company for two years. As an evidence/proof, copy of supply order/certificates should be enclosed. 8. The firm should have turnover for supply of feed or food items of Rs lakhs for Yellow maize and lakh for soya bean meal, during any one year of last three years. The turnover should support with latest income tax return/assessment, balance sheet, profit & loss account and copies of supply orders/certificates/invoices. Note:- Financial bid will be opened only for those Firms, whose technical bid is found in consonance with terms & conditions of the tender and the tenders of the firms not found technically responsive or qualified will be declared as disqualified without assigning any reason.
6 TERMS AND CONDITIONS 1. The supply will be accepted on net weight basis. 2. The supply will be accepted only on working days (from 10 AM to 2.30 PM). 3. Empty bags will not be returned. 4. For moisture, clay, straw and non-food grains deduction will be made at full rate. 5. The rate should be quoted for the entire quantity of item to be supplied. 6. Prorata deduction in payment will be made for short fall in analytical composition only upto rejection level. 7. If the material is not found to be acceptable due to physical or chemical analysis, the rejected bags and any excess quantity supply due to truck/cart load must be lifted within fifteen (15) days from the date of intimation for the same. Failing which a 1/= (Rupees One only) per bag/day will be charged upto a period of thirty (30) days only. After that the Institute will not have any responsibility for storing the material. 8. No part payment will be made. 100% payment will be made after receiving the analysis report. 9. Performance 10% of total contract value in the shape of T.D.R./F.D.R. only shall be deposited within 21 days from the date of issue of award of contract, valid upto completion of supply. 10. Weighment will be made at Dharam Kanta as feasible to the feed grains and ingredients weighment committee. The contractor shall inform prior a day from the date of arrival of the material for proceed the committee for weighment. 11. Validity of offer should be strictly in accordance with the condition of tender. 12. Incomplete tender for want of valid VAT/TIN Registration No. in form UPVAT XI, latest STCC, PAN No., valid Feed Grain/Mandi Samiti Licence for yellow maize and required amount of Bid security shall be liable to be rejected summarily and no correspondence in this regard shall be entertained 13. Liquidation charges will be imposed on late supply as per tendering terms. However, the request of extension of time may be considered by the competent authority for replacement of material occasionally, as the case may be. 14. Due to urgency of the item, if supply is late, the purchase will be made at the risk and cost of the contractor and if deemed fit the firm may also be debarred for a suitable period. 15. The purchaser reserves the right to increase or decrease the quantity of the items/goods in the schedule of requirement upto 25% without any change in the unit price or other terms and conditions. 16. Excess quantity will not be accepted in any case except in exceptional circumstances and the genuineness of the case subject to due approval of Competent Authority. 17. TDR/FDR/DD as a Bid security is required for separate complete tender form. Bid Security should be valid for minimum three months from the date of opening the tender. 18. Any bid security will not be linked to any pending amount in the Institute. 19. Each tender form should be valid upto 90 days. Validity of 90 days is acceptable, validity of below 90 days will not be accepted and tender forms will be treated as cancelled/rejected. 20. If the required documents and bid security are not found in the technical bid envelop, the price bid envelop will not be opened in such conditions and such tender form shall not be considered for opening. The out cover should indicate tender number, name of the feed ingredients and opening date on the top of the right hand corner separately in feed ingredients tender. 21. All the pages of the tender form should be signed by the suppliers, failing which the tender will not be accepted. 22. Only one person of firm s Proprietor/ Authorised representative is authorised to attend the technical bid/price bid opening meeting and an authorization letter must be kept with him to attend the same. 23. If holidays fall on tender opening date, the same will be opened on next working day. 24. If any Govt. Taxes, duties or any other levies payable over and above the rates quoted must be mentioned clearly or in percentage of such taxes/duties/other levies. 25.
