Telecommunications Consultants India Limited (TCIL) intends to participate as Master System Integrator (MSI) in the Shirdi smart city tender. Following are the key outcomes expected to be achieved: Safety and Security (City level, including temple premises) CCTV Based Surveillance System Public address system Emeregency call box Specific elements for safety and security of temple premises: Door frame metal detectors Hand held metal detectors Baggage scanner Bomb blanket and bomb basket RFID tracking Mobile jammer Vehicle scanner Turnstile Bollards Automatic number plate recognition (ANPR) Smart utilities: Environment sensors Smart lighting Variable Message Display System Other smart elements: Digital signage boards (wayfinding) Chat bots City widewi-fi Wired network backbone Integrated Command Control Center (in Hub & Spoke Model) Citizen Portal, Mobile App, including Citizen Collaboration Portal Common IT / Non-IT Infrastructure Necessary Compute & Storage on a Cloud Model Local Data Storage within Shirdi (On Primise or Commercial Data Center) for CCTV Footages Necessary Cyber Securiy Provisioning (End Point, Network, Application, Internet Gateway, etc.) Command Control & Viewing Centers Project Management (during Implementation & Post Implementation Period) Project Planning, Execution, Monitoring Internal Testing, Pilot Launch, Final Launch Helpdesk Management, Issue Resolution SLA Management Change Request Management

2 TCIL seeks a suitable partner as System Integrator (SI) who can work as back end partner for Shirdi smart city tender to take the complete responsibility of the project, if awarded. The SI shall have prior experience to meet the consortium condition of the tender and can engage maximum one more firm as consortium partners. SI shall be capable of providing Functional and Technical requirement as per the client tender & its clarifications/amendments. They shall be in a position to meet any enhanced requirements of the customer.

3 Interested parties may submit their Technical Offer in sealed envelope as asked below latest by Hrs of Pre-Qualification Criteria: The bidder should meet the following pre-qualification criteria: S. No Qualification Criteria Details 1 Legal Entity The bidder must be a registered company in India, registered under the Companies Act 1956/2013. All partners of Consortium shall be in operations for a period of at least five (05) years as on published date of RFP. 2 Signatory The Authorized Signatory for signing the Contract/Agreement with TCIL as a partner and should be duly authorized by Competent Authority to sign the Contract/Agreement on their behalf. 3 Annual Turnover 4 Average Net Worth 5 Technical Capability The Bidder shall have an average annual turnover/cumulative average turnover respectively of INR 25 Crores over the last three (3) Financial Years (i.e , and ) from IT / ITES / Telecom Revenue The bidder and any member of consortium should have positive net-worth and should be profit making in last three financial years (FY 14-15, & 16-17). awarded and successfully executed at least one project covering minimum 3 of the 5 components defined below, in the last five years, having value of more than INR 50 crore: 1. Integrated Command and Control Center 2. CCTV surveillance with video analytics and surveillance control room 3. Public Wi-Fi 4. Physical Security measures for building/campus gate & perimeter protection, as covered in the scope of this Mandatory documentary evidence to be Submitted 1. Copy of Certificate of Incorporation 2. Copy of PAN 3. Copy of Registration Certificates with the GST Authorities 4. Copy of purchase orders showing at least 5 years of operations OR Certified true copy of balance sheet and PL statements for last 5 years Power of attorney on Rs. 100/- legal paper 1. Audited Profit and Loss Statement and Balance sheets. 2. Certificate from the Statutory Auditor on turnover details from the IT / ITES / Telecom business areas over the last three (3) financial years (FY , and ) CA Certificate with CA s Registration number/seal. 1. Work order/ Contract clearly highlighting the scope of work and value of the contract order. 2. Completion Certificate issued & signed by the competent authority of the client entity on the entity s letterhead certifying successful commissioning of project OR Self-certificate from the authorized signatory of the

4 RFP 5. Any of the other Smart Elements like Sensors, VMDs, Public Address System, Smart LED lights as covered in the scope of this RFP 6 Blacklisting The party should not have been blacklisted by any of the Ministry/ Department of Government of India/ State Governments/PSUs and also neither convicted nor is any criminal case pending against it before any court of competent jurisdiction. 7 Integrity Pact and MOU 8 Project City Surveillance Projects 9 Project Safety & Security projects The bidder shall have to sign the Integrity Pact and MoU with TCIL (in case of consortium) should have should have been awarded and successfully commissioned video surveillance project(s) with more than 400 outdoor CCTV IP cameras in one or more projects during last five years as on the date of release of EOI awarded and successfully commissioned in one or more project(s) that entails deployment of any three of the following perimeter/physical safety and security related elements (apart from CCTV): Scanners (full body/ baggage/ vehicle) Door frame/handheld metal detectors Bollards and/or turnstiles RFID based person tracking Mobile jammer Bomb basket and/or bomb blanket Self-Declaration on company letter head. Signed copy of the Integrity Pact can be asked from rahul.kumar@tcilindia.com separately the authorized signatory of the 10 Project Other SMART Solutions Projects during last five years as on the date of release of EOI awarded and successfully commissioned in one or more project(s) during last five years as on the date of release of EOI each having value of more than INR 2 crore comprising integration of any 3 of the following sub systems with the command and control centre: Public Wi-Fi Environment Sensors Public Address System Emergency call box system

5 Variable Message Display Smart lighting 11 Project ICCC Projects 12 Project Citizen Portal and Mobile Apps awarded and successfully commissioned projects that entails operationalization and maintenance of integrated command and control center (covering for surveillance/ traffic/ disaster management/ city operations functions) during last five years as on the date of release of EOI awarded and successfully commissioned project that entails implementation of Citizen Portal and Mobile App during last five years as on the date of release of EOI 13 EMD EMD of INR. 70,00,000/- (Seventy Lakhs Only) shall be paid through DD/Bank Guarantee of any Scheduled Bank drawn in favour of TCIL, valid for 180 (One hundred and eighty days) from the date of submission 14 Performance Bank Guarantee The partner should be agreed to submit the required PBG to TCIL as and when asked in the event of award of work. 15 Payment Terms The bidder should be agreed on all back to back payment terms and other conditions with the client as per RFP 16 Certifications (in case of consortium) could possess relevant ISO 9001:2015 (or equivalent) OR ISO 27001:2013 (or equivalent) certifications OR SEI/CMMI- Process Level 3 and above which are valid at the time of bidding. This is not mandatory, however will add value to the overall bid 17 Technical Solution Bidders are advised to read smart city tender for Shirdi and its clarifications issued, thereafter and shall provide Technical solution, CV of team & Clause by clause compliance of relevant portion, MAFs from OEMs, Undertaking to Client and TCIL The selected bidder shall agree to submit the required amount of EMD (as applicable) to TCIL on back to back basis for further participation in the client tender Self-declaration regarding the same on the bidder s Letter Head. Self-declaration regarding the same on the bidder s Letter Head Certificates required Technical solution, CV of team & Clause by clause compliance of all clauses of the client tender & latest amendment. Relevant technical broachers should be also submitted.

Bid Validity Period: The offered bid shall be valid for a period of 180 days from the date of submission of Bids. 3. Amendment of EoI: At any time prior to the last date for receipt of offers, TCIL, may, for any reason, whether at its own initiative or in response to a clarification requested by a prospective Technology Provider, modify the EoI document by an amendment. In order to provide prospective Technology Provider reasonable time to take the amendment into account in preparing his/her offer, TCIL may, at their discretion, extend the last date for the receipt of offers and/or make other changes in the requirements set out in the Invitation for EoI. 4. TCIL reserves the right to accept or reject any or all the bids without assigning any reason. 5. Consortium can have a maximum of two members including lead bidder for the purpose of bidding for this EoI 6. Shortlisted bidders may be asked to provide the presentation of the solution proposed. 7. The Partner should have valid Sale tax registration, service tax registration PAN and GSTIN. Copy of GSTIN, Sale tax registration, service tax registration & PAN must be submitted. 8. The Partner must be ready to invest as required in the project. Undertaking from the Authorized Signatory on its letterhead must be submitted. 9. The selected Company shall be required to sign MoU with TCIL & shall have to submit the MoU signing fee of Rs. 1,00,000 only (Rs. One Lakh Only) (nonrefundable) in the form of Demand Draft in favour of Telecommunications Consultants India Limited payable at Delhi. Undertaking for the same is required to be submitted by the Company. 10. Partner should submit clause-by-clause compliance of all the tender terms and conditions as per the tender document to be downloaded from All tender terms including EMD and other mandatory fees, etc. shall be on back to back basis. 11. TCIL reserves the right to accept or reject any Application and to annul the EOI Process and reject all Applications/Bids, at any time without any liability or any obligation for such acceptance, rejection or annulment, and without assigning any reasons thereof.
