1 EOI Ref No. TCIL/13/SnTC/ /EoI/BSNL-Wifi v1 dated September 28, 2017 Expression Of Interest (EoI) For Supply, installation, commissioning, operation and Maintenance of Public Wi-Fi Hotspots at BSNL s rural Telephone Exchanges on turnkey basis Telecommunications Consultants India Limited (TCIL) intends to participate in the tender for Supply, installation, commissioning, operation and Maintenance of Public Wi-Fi Hotspots at BSNL s rural Telephone Exchanges on turnkey basis. In this regard, TCIL is looking a partner who is willing to participate in this work with TCIL on exclusive basis. Requirement is broadly outlined as below: 1 S.No. Name of the Item/ Work Estimated Quantity (Nos.) Access Controllers (WLCs) and other associated Wi-Fi Access system 2 Outdoor Access Points (APs) At 5 locations 3 Installation Material including POE Switch, UPS, cables, Poles/Masts etc. For Public Wi-Fi Hotspot locations at BSNL s rural Exchanges Interested parties may submit their Technical Offer in sealed envelope as asked below latest by AM of Pre-Qualification Criteria: The bidder should meet the following pre-qualification criteria: S. No Qualification Criteria Details 1 Legal Entity The bidder must be a registered company in India, registered under the Companies Act 1956/ Signatory The Authorized Signatory for signing the Contract/Agreement with TCIL as a partner and should be duly authorized by Competent Authority to sign the Contract/Agreement on their behalf. 3 Tax Registration & clearance The party should have valid Sale tax registration, service tax registration PAN and GSTIN. 4 Annual Turnover Should have a minimum annual turnover of INR 100 Cr each year during the last 2 years (i.e and ). Mandatory documentary evidence to be Submitted Company Profile Memorandum & Articles of Association Copy of Certificate of Incorporation Power of attorney on Rs. 100/- legal paper Copy of GSTIN Copy of Sale tax registration, service tax registration & PAN Audited Profit and Loss Statement and Balance sheets. CA Certificate with CA s Registration number/seal. Indicating required turnover.

2 5 Average Net Worth The bidder should have positive net-worth and should be profit making in last three financial years (FY 14-15, & 16-17). 6 Blacklisting The party should not have been blacklisted by any of the Ministry/ Department of Government of India/ State Governments/PSUs and also neither convicted nor is any criminal case pending against it before any court of competent 7 Integrity Pact and MOU 8 Required Technical Capability of SI and OEM jurisdiction. The bidder shall have to sign the Integrity Pact with TCIL The Bidder should have an overall annual turnover of not less than INR 50 Crores from IT/Networking Operations in each of the last three financial years from Projects in central government / state government / PSU / Corporate Sector in India. ( , and consecutively). In addition bidder should have executed at least two projects related to Wi-Fi/ AP having installed atleast 1000 APs cumulatively. Proposed OEM should have successfully supplied and installed a minimum of 15,000 Access Points on cumulative basis. This experience requirement of minimum 15,000 APs can be met from multiple clients. However out of these at least two clients shall be with deployment of at least 3000 APs. Preference will be given to OEM who have supply and installation experience in BSNL, BBNL, etc. for such projects 12 EMD INR 2,00,000/- (Rupees Two lacs only) in the form of DD/Banker s Cheque/ Bank Guarantee (BG) from Nationalized/ Scheduled Banks, drawn in favour of Telecommunications Consultants India Limited payable at New Delhi as per format given at the end of this document. The EMD should be issued from Delhi branch of the above banks. 13 BG The selected bidder shall agree to submit the required amount of BG (of Rs 2 Crore or as applicable) to TCIL on back to back basis for further participation in the client tender. Signed copy of the Integrity Pact (enclosed as Annexure A) Copies of supply order & Project completion / Phase completion report. Original copy of DD/Banker s Cheque/BG valid for six months from the date of submission. It shall be submitted along with the Technical offer. Undertaking for submission of the required amount of BG (Rs 2 Crore) to TCIL on back to back basis for further participation in the client tender. If the selected bidder fails to submit the required BG, the above EMD of Rs 2 lac will be forfeited.

3 14 Performance Bank Guarantee The partner should be agreed to submit the required PBG to TCIL as and when asked in the event of award of work. 15 Payment Terms Due payment of bidder shall be released as and when the corresponding payment will be received from client. 16 Compliance Statement Bidders are advised to read complete Client tender document as indicated above and its clarifications issued, if any, thereafter and shall provide Technical solution & Clause by clause compliance. SCOPE OF WORK 1.1 Tender is for Supply, installation, Commissioning, Operation and Maintenance of Public Wi-Fi Hotspots on BSNL s rural exchanges of BSNL on turnkey basis. Circle wise distribution of quantity is given under Section-3, Part-E of the tender. 1.2 The bidder shall be responsible for Supply, installation, Commissioning, Operation and Maintenance of WLCs at 5 central locations and Wi-Fi hotspots spread across rural exchanges of BSNL as per quantity distribution in the tender & work awarded to respective successful bidder. 1.3 The Access Systems (WLCs) and Hotspots to be supplied by bidder shall be integrated with BSNL s existing Wi-Fi Core System. Bidder shall be responsible for integration and interoperability of the supplied equipments with existing Wi-Fi Core system of BSNL. 1.4 The Wireless LAN (WLC) supplied by the bidder shall be capable of managing multiple Access Points from central location. WLC shall be able to provide the status for each Access Point being managed and shall be able to remotely handle configuration, reboot, update of Firmware, backup of a group (one or more) of Access Points according to a schedule. 1.5 Public Wi-Fi Hotspot shall be created at BSNL rural telephone exchange. Access Points (APs) shall integrate with supplied WLC and create CAP/WAP tunnel as per standard CAP/WAP protocol. 1.6 All Wi-Fi user data shall reach to BSNL existing Wi-Fi Core network from where it shall be sent towards the internet. 1.7 Further, Helpdesk for management, trouble ticketing, etc. of the deployed Access & hotspot equipments shall be setup by the bidder. The supplier shall provide a portal for booking faults and share the user id and password to all the node incharges /NOC/Management for booking/closure of dockets and taking out necessary reports. 1.8 All equipment, Hardware, Software Supplied shall be IPV6 compliant and shall be able to handle IPV4 and IPV6 traffic transparently. 2. Bid Validity Period: The offered bid shall be valid for a period of 150 days from the date of submission of Bids. 4. Amendment of EoI: At any time prior to the last date for receipt of offers, TCIL, may, for any reason, whether at its own initiative or in response to a clarification requested by a prospective Technology Provider, modify the EoI document by an amendment. In order to provide prospective Technology Provider reasonable time to take the amendment into account in preparing his/her offer, TCIL may, at their discretion, extend the last date for the receipt of offers and/or make other changes in the requirements set out in the Invitation for EoI. 5. Bidders may collect tender document from TCIL Office by signing of Non Disclosure Agreement (NDA). 6. TCIL reserves the right to accept or reject any or all the bids without assigning any reason.
