2 Bharat Petroleum Corporation Ltd., (BPCL) a Fortune 500 Company on behalf of itself seeks Pre-qualification requests from reputed & experienced PRESSURE VESSEL FABRICATORS to carry out design, engineering, fabrication, erection / installation, inspection, testing and commissioning of MOUNDED PRESSURIZED STORAGE VESSLES FOR LPG / PROPANE (as per PD-5500) and construction of civil foundations for the above ground pressure vessel / mounded pressure vessels for STORAGE OF LPG /PROPANE at its four different locations. BPCL requests interested, competent, experienced, technically sound and reputed PRESSURE VESSEL FABRICATORS to submit their Pre-Qualification Request for the above Job. 1. Bidders should meet the following qualification criteria 1.1 Technical i. The established bidder shall have the experience of executing similar jobs. Similar jobs shall mean Designing, Fabricating, Supplying, Erecting, Testing & Commissioning of Mounded Vessels, Bullets, Spheres with their civil foundation in India in the last five years. ii. The bidder should have successfully executed jobs of similar nature of the following value: Bidder should have executed jobs of similar nature either single order or two orders or three orders of following values (minimum values in Rs. in crores) in last five years. Date of period (5 years) will be taken from the due date of tender. Single Order Value Two Orders each value of Three orders each value of The value shall be taken as the value of P.O. less cost of steel plates. iii. Party should have fabricated pressure vessels of 14mm to 25mm thick BQ plates. a. Bidders should have satisfactorily completed fabrication of min. 3 MSVs of combined capacity of 1200 MT out of which a single MSV of 600 MT must have been fabricated. Bidder shall submit certificate from TPIA showing at least the mechanical completion including hydro-testing of the vessel for the job executed. b. The bidders must have fabrication workshop duly approved by PESO (Chief Controller of Explosive), Nagpur and should also have the approval for manufacturing the pressure vessels at project site. c. All bidders are required to obtain approval for design/fabrication of pressure vessel at each site from CCOE. d. Bidders should have satisfactorily completed the pressure vessel with design pressure of 14Kg/cm2 or more. Page 2

3 e. Bidders should have adequate experience on safety & site work permits required for working in hazardous area like an operating petroleum plant. 1.2 Financial Financial Parameters a. The bidders should have positive net worth as per the latest audited financial statement. b. The average turnover of the bidder during the last three financial year should be equal to or more than Rs. 12 crores for Indian bidders. c. Bidder shall not be under liquidation, court receivership or similar proceeding. 1.3 Bids can be submitted by i. An entity (called sole bidder)/ JV. ii. A consortium (including an unincorporated JV) having a maximum of 2 (two) members. Fulfillment of eligibility criteria and additional conditions in respect of each of the above 2 types of bidders are stated below, respectively: i. The sole bidder (including an incorporated JV which has completed 3 financial years after date of commencement of business) shall fulfill each eligibility criteria. ii. In case the bidder(s) is / are a consortium (including an unincorporated JV), then the following conditions shall apply: 1. Each member in a consortium may only be a legal entity and not an individual person. 2. The Bid shall specifically identify and describe each member of the consortium. 3. The consortium member descriptions shall indicate what type of legal entity the member is and its jurisdiction of incorporation (or of establishment as a legal entity other than as a corporation) and provide evidence by a copy of the articles of incorporation (or equivalent documents). 4. One participant member of the consortium shall be identified the Prime member and contracting entity for the consortium. 5. This prime member shall be solely responsible for all aspects of the Bid proposal including the execution of all tasks and performance of all consortium obligations. 6. The prime member shall fulfill each eligibility criteria. 7. A commitment shall be given from each of the consortium members in the form of a letter signed by a duly authorized officer clearly identifying the Page 3

4 role of the member in the Bid and the member s commitment to perform all relevant tasks commitment not to withdraw from the consortium. 8. No change shall be permitted in the number, nature or share holding pattern of the Consortium members after pre-qualification, without the prior written permission of the BPCL. 9. No change in project plans, timetables or pricing will be permitted as a consequence of any withdrawal or failure to perform by a consortium member. 10. No consortium member shall hold less than 25% stake in a consortium. 11. Entities which are affiliates of one another are allowed to bid either as a sole bidder or as a consortium only. 12. An entity can bid either singly or as a member of only one consortium. iii. Sole Bidder/ JV/ Consortium, should be registered under Indian Companies Act General: i. Bidder shall furnish necessary documentary evidence along with the bid, by way of track record, copies of work order, completion certificate, Audited Balance Sheet/Annual Report including Profit & Loss Account, division of responsibilities for the work performed, MOU document/ commitment letters and power of attorney etc. In absence of such documents, BPCL reserve the right to reject the Bid without making any reference to the Bidder or assigning any reason what-so-ever. ii. iii. BPCL reserve the right to assess bidder s capability to execute the work using in-house information and take in account their concurrent commitments and the past performance during the evaluation of bids and may reject the bids. Failure to meet the above Qualification Criteria (as mentioned in clause no. 1.1, 1.2, 1.3 and 1.4) will render the Bid to be rejected. Therefore, the bidder shall in his own interest furnish complete documentary evidence in the first instance itself, in support of their fulfilling the Qualification Criteria as given above. BPCL reserves the right to complete the evaluation based on the details furnished without seeking any additional information. BPCL reserve the right to assess bidder s capability to execute this work by taking into account various aspects such as concurrent commitments and performance during evaluation of bids. All other Annexure (1 to 6) for seeking the details from the bidders for PQ Criterion are enclosed herewith. 5 The bidders who are short listed shall be provided with balance technical details and the price bid documents for submission of final bid along with EMD equivalent to 5% of the total tendered value of the works subject to a min. of Rs.5000/- and maximum of Rs.5.0 lacs BPCL reserves the right to reject the application(s) at its sole discretion.
