2 BASTAR VISHWAVIDYALAYA Jagdalpur,(Dharampura) Distt.Bastar(C.G.) Ph: FAX : NAME OF WORK: DGPS Survey 1. DEFINITIONS a. Authority shall mean Bastar Vishwavidyalaya, Jagdalpur. b. Agreement shall mean the Agreement entered into between the Authority and the Successful Bidder for the execution of this contract. c. Bid or Detailed Bid shall mean the detailed Bid submitted by the Bidder in response to this EoI including clarifications and/or amendments, if any. d. EMD shall mean the Security furnished by the Bidder, as Bid Security. e. Contract or Agreement shall mean the agreement between the Authority and the selected bidder. This allows the selected bidder to partner with Bastar Vishwavidyalaya, Jagdalpur in doing the work as specified in scope of work. f. Due Date shall mean the last date for submission of bids as mentioned in the important events and dead line. g. Firm shall mean a single legal entity, registered as such under applicable law or regulation in India. h. INR shall mean Indian Rupees i. Successful Bidder shall mean the selected bidder whose EOI has been accepted by the Authority j. Contract Period shall mean the tenure of the Contract as mentioned in the EOI Summary of this document or the early termination of the Contract before the end of such Contract tenure, whichever is earlier. k. Security Deposit shall mean the Demand Draft from Nationalized Bank furnished by Successful Bidder upon his selection as the Contractor as per the terms mentioned in the EOI. l. Taxes and Duties shall mean all taxes, duties, fees etc. payable as per applicable laws in India in connection with the procurement, development, installation of Project. m. AOI Means Area of interest n. Agency shall mean organization who is awarded the contract and his (their) heirs, legal representatives, assignees and successors

3 2. INSTRUCTIONS WITH REGARD TO SUBMISSION OF BID a. Address to which the bids are to be submitted: Registrar BASTAR VISHWAVIDYALAYA Jagdalpur,(Dharampura) Distt.Bastar(C.G.) Bidders are requested to put their firm's endorsement on each page of the Technical & Financial Bid as token of perusal. c. The Envelope- containing 'Technical Bid' shall be super scribed as "Technical Bid" for " Expression of Interest for DGPS Survey and Envelope containing "Financial Bid" shall be super scribed as "Financial Bid" for " Expression of Interest for DGPS Survey. Both the envelopes should be separately sealed and enclosed in another envelope, duly sealed and submitted. d. The duly filled in Bid Document Should Reach in the Office on or before: 12/03/2015 till 2.00 PM. e. The Bids shall be signed either by the Proprietor / Owner of the firm or by a legally authorized person. In such circumstances, a "POWER OF ATTORNEY" in favor of the person authorized by the bidder is to be submitted. Offers through FAX / shall not be accepted. f. Offers received late due to any reason whatsoever, shall not be accepted. g. VALIDITY OF OFFER / BID: a) Bid submitted shall remain valid for a minimum period of 3 months from the last date for submission of bid documents. Bidder shall not be entitled during the 3 months period, without the consent in writing of the employer, to revoke or cancel their bid or vary the bid submitted or any term thereof. In such cases of revoking or making - 3 -

4 variations subsequent to submission of bid at their own, the offer shall be treated as 'INVALID'. 3. SCOPE OF WORK:- DGPS should be done in Rapid Static Mode. Primary control points (PCPs) are required to be set up before taking up detailed survey on all points positions that compose the AOI. a. Establishment of Primary Control Points (Base Stations): Two primary control points are required to be established before taking up detailed survey. b. Geo-coordinates of Base Station: Geo-coordinates of Base Stations are to be determined by way of transfer from two known points through static mode of simultaneous and uninterrupted observation in triangulation method. The observation shall be for a minimum duration of 4 hours if the known points are within a distance of 50 KM or 8 hours for distance within the range of 50 to 200 KM. c. Geo-coordinates of other boundary Points of AOI: Geo-coordinates of Points positions should be determined through triangulation method with a minimum 15 minutes of observation on each point. d. Processing of Raw Data. The raw data of static mode of observation are to be downloaded in to a computer and post-processed e. Equipments:- Dual frequency DGPS equipments are to be used for all static mode of observation f. Datum & Projection System. All DGPS observation should be made on the WGS-84 Datum and in UTM projection system. g. Observation guidelines. (i) In static mode of observation, triangle of observation should be an acute angled triangle. (ii) Point of observation should be open to sky. The sky should be clear up to 15 degree cut-off angle. There should not be any tower, transmission line, etc. nearby. (iii) Threshold values of PDOP/HDOP for each observation should not exceed 6. h. Deliverable. a) DGPS observation (static mode) b) Raw data and Rinex format data of all DGPS observations. c) Post processed values in Geographic co-ordinate System and UTM projection system. d) Photographs of AOI with a brief note on location. e) Points indicated on the hard copy of the map. f) Network adjustment report, if any. g) Accuracy of the equipment. h) The co-ordinate list (excel format) should be supplied both for geodetic system (Lat/Long up to 5 decimal of the second) and Projected System Universal Traverse Mercator, i.e., the UTM projection (northing/easting/height upto 5decimals) of the respective zone. i) Point survey point coordinate in a GIS format (.shp file) - 4 -

5 j) Boundary vector in GIS format (.shp file) k) The vendor should submit a field drawing of the survey Points along with field photographs from 4 directions (E,N,S & W) l) Agency Need to do resurvey if the output data failed the Accuracy test. 4. ELIGIBILITY CRITERIA a. The Bidder should essentially be a competent agency on IT Related works. The Bidder should therefore be either registered under Companies act or a firm registered under partnership firm or a proprietorship firm with at least 3 years old. A certificate to this effect should be submitted along with the bid. Only bids received on behalf of a single company/firm will be considered. Bidding as a consortium will not be allowed (Details to be submitted as per Annexure I ) b. The Agency should have minimum average turnover of Rs 75 Lakh for last 3 financial years i.e & Turnover should be generated entirely out of IT Services. A proof to this effect should be submitted in form of IT Returns of years. A certificate from a Chartered Accountant should be provided as proof of turnover. (Annexure-Schedule II ) c. EMD (Earnest money deposit of Rs (fifty Thousand only) shall be submitted Through Demand Draft in the name of Registrar, Bastar Vishwavidyalaya, Jagdalpur EMD must be submitted with the technical bid, without which proposal will not be accepted for further consideration and bid shall be summarily rejected d. The bidder experience in executing at least 3 similar type of work for any Government, Semi Government and Non Government sector / Departments. e. The Bidder should have experience in executing any single order of more than 10 Lakhs of IT Services for any government and or non government organization. f. The bidder should have registration in any statutory organization of any Government (Central /State) in India. g. The Bidder should have Service tax Registration copy of same to be provided. h. The Bidder should have experienced GIS Expert Having Master degree in GIS

6 5. SUBMISSION OF BID: a. Technical Bid: Document issued by Bastar Vishwavidyalaya, Jagdalpur should be duly filled in all respect and submitted along with the enclosures and necessary documents as specified in the bid document. The Technical Bid shall be evaluated on the basis of certified copies of the valid documents submitted by the Bidder. If the required documents are not attached and the bid shall be rejected b. Financial Bid:: Document issued by Bastar Vishwavidyalaya, Jagdalpur should be duly filled in all respect and submitted along with the enclosures and necessary documents as specified in the bid document 6. TERMS & CONDITIONS OF CONTRACT a. Statutory Rules & Regulation: - The Agency will abide by the rules, regulations, by-laws & statutes etc. prevailing & imposed by the Government / semi Government and other local governing bodies for execution of this job. b. Guarantee:-The Agency shall undertake full responsibility for the services performed by them. The Agency shall guarantee adequacy and technical soundness of the services provided by them. c. Secrecy:-The Agency shall not disclose any information received by him in connection with this project to any other party without the prior approval of the Employer. The Employer shall ensure that none of the documentation, data and information received from the agency is disclosed to any third party except to the extent it becomes necessary to do so solely for the Employer's works d. Payment of Fee:-The fee in respect of the above work as quoted in the Financial Bid shall be paid in after checking and validating the deliverables submitted by agency as per the scope of work e. Taxes:-The fee quoted shall be inclusive of all, taxes except service tax. The service tax shall be paid separately at the prevailing rate. Income Tax & any other statutory taxes shall be deducted at source at the prevailing rate from the Agency's bills and TDS Certificates shall be issued for the same. f. Governing Laws:-The terms and provisions of the CONTRACT shall be governed and interpreted in accordance with the laws of India. 7. Termination of Contract: a. If the Agency fail to deliver as per scope of work then employer shall be entitled to terminate the contract. b. If the Agency shall close business or die or become incapacitated from acting as such Agency, the contract shall stand terminated. c. If the Agency fail to adhere to the time schedule stipulated in the schedule hereto annexed or the extended time which may be granted by the employer at sole discretion and / or in case there is any change in the constitution of the firm of the Agency for any - 6 -

7 reason whatsoever, then the employer shall be entitled to terminate this contract and entrust the work to some other Agency. d. In case of termination under sub-clause (a) (b) or (c), the Agency shall not be entitled to any fee or compensation 8. Transfer of Interest:-Neither the employer nor the Agency shall assign, sub-let or transfer their interest in this contract, without the written consent of the other. 9. Visits to the Sites& Offices:-The Agency or his representatives shall visit the site, Bastar Vishwavidyalaya, Jagdalpur periodically and as frequently as the works requires. No out of pocket expenses or conveyance charges for such visits shall be paid separately. 10. Jurisdiction:-All disputes arising out of or in any way connected with the agreement shall be deemed to have arisen in Jagdalpur and only the courts in Jagdalpur shall have jurisdiction to determine the same. 11. Scope of Work:-The Agency to render the services and carry out the assignment as per the Scope of work detailed given under the head of 'Scope of work for Agency. 12. Proprietary Rights:-All works done by the agencies for the assignment including collection of data, reports submitted etc. will be the sole property of Bastar Vishwavidyalaya, Jagdalpur. 13. Consortium / Joint Venture Bids:-The consortium / joint venture / Subletting are not allowed. 14. Right to reject any or all Proposals :- Notwithstanding anything contained in this EOI, the Authority reserves the right to accept or reject any Proposal and to annul the Selection Process and reject all Proposals, at any time without any liability or any obligation for such acceptance, rejection or annulment, and without assigning any reasons thereof. Without prejudice to the generality of above clause, the Authority reserves the right to reject any Proposal if: a. at any time, a material misrepresentation is made or discovered, or b. The Applicant does not provide, within the time specified by the Authority, the supplemental information sought by the Authority for evaluation of the Proposal. c. Misrepresentation/ improper response by the Applicant may lead to the disqualification of the Applicant. If such disqualification / rejection occurs after the Proposals have been opened and the highest ranking Applicant gets disqualified / rejected, then the Authority reserves the right to consider the next best Applicant, or take any other measure as may be deemed fit in the sole discretion of the Authority, including annulment of the Selection Process. The authority also reserves the right to forfeit the EMD in such circumstance. 15. Meetings-The Authority may, in its discretion, require the Agency to participate in extended meetings and/ or work from the offices of the Authority and the Agency shall, on a best endeavor basis and without unreasonable delay, provide such services at the offices of the Authority

11 Annexure III FINANCIAL BID NAME OF WORK: DGPS Survey (The bidder shall quote his fee both in figures & words. The quoted fee shall cover all the services to be rendered by the Agency in terms of scope of work as provided in these documents and amendments thereto right from the date of intimation of acceptance of offer and to the actual date of completion of the work in all respects as stated in the Technical Bid & Amendment issued if any. The quoted fee shall cover for all the activities (i.e. out of pocket expenses including conveyance charges towards site /office visits.) related with the work. as final. In case, there is any discrepancy in the quoted fee in the figures & words, the fee quoted in words shall be considered The currency of contract shall remain FIRM throughout the period of contract and deemed to throughout be inclusive of all taxes (including corporate tax, income-tax etc.) except Service Taxes.
