1 4109 DECEMBER 5, :00 P.M. VILLAGE OFFICE 116 SOUTH MILITARY Meeting called to order by President Amy Zahringer. Present are Trustees Dean Bornemann, Tim Lemke, Tammy Mackai, Greg Zickuhr, Marilyn Behnke and Ty Bodden. Also present for the meeting was James Barany, artist and Jodi Schumacher, owner of Schumacher s Shanty. AGENDA: Verification of open meeting law postings and motion to approve the December agenda by Bodden, seconded by Mackai. M/C. MINUTES: Zahringer stated that the minutes from the Budget Adoption and November Regular Board meeting had been distributed. Motion to approve both the Budget Adoption and November Regular Board meeting minutes by Bornemann, seconded by Lemke. M/C. TREASURERS REPORT: The monthly printed report for the month of November was submitted by the Treasurer showing a General Account beginning balance of $45, and monthly receipts of $73, The November check dispersement amount was $55, leaving a savings account balance of $64, Of that amount, $54, is accounted for the Fireman Legion Park fund and the balance of $9, in the treasurer s savings account. The money market account had a beginning balance of $525, and an interest posting of $ leaves a money market balance of $525, The CDBG Fund had a beginning balance of $38, with an interest posting of $10.12 and a withdrawal in the amount of $38, leaving an account balance of $0.00. The Clerk reported a check in the amount of $38, was sent to the WI Department of Administration/DEHCR-CDBG RLF November 13 th and the CDBG Savings Account was closed. The CDBG Account will no longer be reported on the Treasurer s report. The Board also reviewed the monthly receipt register, month end trial balance report and a budget comparison report. Motion to approve the November treasurers report by Behnke, seconded by Lemke. M/C. Motion to move to New Business, Item #1 Mural Updates by Bornemann, seconded by Mackai. Clerk explained to the Board how the idea of a cultural/historical mural for the community started and introduced mural artist Jim Barany. Barany provided handouts to the Board that summarized the initiative that he is attempting within the Chilton and Stockbridge communities. The initiative has multiple levels of involvement, as well as, levels of financial backing. The mural site identification, community support, continued oversight/decision making bodies and financial support partners are all required pieces and are all continual moving parts during the initial phases. Barany explained that the buy in of the community, as well as, the owners of the physical structure are needed. Barany explained that he has the approval from building owners in Stockbridge and Chilton. The Village Board commented that they did not levy financial dollars in the 2019 budget for a mural project, however, are willing to hear the details and comment on their level of involvement. Barany clarified that he was not here to ask for money but engagement and permission to pursue the project and necessary grants.

2 4110 DECEMBER 5, 2018 Page 2 Barany explained that his approach is to involve the Calumet County Historical Society and task them with blanket oversight of both projects evolving in both Chilton and Stockbridge. However, it is important for 3-4 Stockbridge community members to commit to attending mural project meetings and take on the responsibility of making decisions on behalf of the Stockbridge mural and possibly fundraise if there are any financial deficits. The Clerk commented that she has spoken to a few community members already that have expressed interest in being involved in such a committee. Schumacher explained that is would also be on that committee and Barany explained the importance of the structure owners opinions during the multiple phases of the project. Barany highlighted several grant opportunities that he is currently pursuing including the Fox Valley Bright Idea Foundation and a Humanities grant with the Wisconsin Art Board that could potentially finance the entire project. Barany explained that the grants and in-kind gifts would need to happen or the mural project could not happen. He explained that a mural of this detail and size would cost $20 per square foot from the design to preparation and execution. Sixteen dollars is retained for creative fees, and four dollars for materials. He also explained that acceptance by the Fox Valley Bright Idea Foundation and/or the WI Art Board grant would allow him to take a sabbatical from his teaching position and allow him to dedicate the time to the mural from May 2019 to October Barany further explained that if the Stockbridge Community Mural committee members could secure a donated aerial scissors lift, possible wall preparation and potential donations for lodging for any high level MIAD interns that may assist with the painting, that would bring costs down significantly. There was further discussion regarding the physical application of the mural and Barany clarified there are two approaches. One approach is to paint directly on the the building itself. While this approach involves extensive surface preparation, the need for aerial lifts and progress is dependent on weather conditions it is also the process that engages the community and invites people from near and far to check it out during the months of painting. The increase traffic could be a potential economic boost to local restaurants, bars, shops and gas stations. The second approach would be to paint the mural in sections, in his studio in Milwaukee and then there would be a few days production of having them physically installed on the side of the building. This would require a significant wall anchoring system that if the mural was ever removed would require future repair of the wall. There was concern expressed by the Board of the deterioration of such a large scale mural and how it would look in the future. Barany explained that it is inevitable that weather and sun will make murals suffer but he stands by all of his murals for ten years. The fact that the mural site is north facing will likely increase the livelihood of the mural by several more years. Barany cited the quality of all the materials and sealants that he uses and pointed out the Rowland Brewery mural that he painted in Chilton looks the same as it did 20+ years ago. Barany explained that the project will have held funds that would be utilized for materials and labor should any repairs be needed during the warranty period. It was the consensus of the Village Board that they support this cultural/historical mural project as proposed; however, the Village Board feels that it is important that the Village s Chapter Signs ordinance will need to be amended to include language involving murals. The language will require that any mural design proposals will need to be brought to the Village Board for review and approval and that all murals must be cultural in nature and not to include advertising. The Clerk commented that she did already get written notification from the Wisconsin DOT does

3 4111 DECEMBER 5, 2018 Page 3 not require special permitting for cultural murals as they do not contain advertising. The Village Board also stressed that they would require a review of the final artwork renderings and updates be given at Village Board meetings. PUBLIC COMMENTS/QUESTIONS: None BUILDING INSPECTOR/ZONING CODE ADMINISTRATOR REPORT & ISSUES: Clerk reported that Birschbach stopped into the Village office today and provided the handwritten notes that detail all of the conditions that need to be met by the owners of the garage on the trailer on Lakeshore Drive. Birschbach will continue to monitor to make certain the conditions are met by the January 3 rd date, as noted in the November 2018 Village Board minutes. Clerk also reported that Birschbach stated that he had attended the local fishing club meeting to address questions and concerns regarding the potential purchase of a privately owned parcel to build a future club house and parking lot. The Clerk reviewed the history of the verbal / ed questions posed to her and the Utility Clerk. Birchbach had asked if the Clerk if she could inquire what the Board s opinion is in regards to this future structure/parking lot, as he could not be in attendance at the Village Board meeting. The Clerk presented a printed aerial map and the Village s Zoning Code map for the Board members to review and summarized to them what she knew regarding the club s future desires. It was the consensus of the Village Board that until a Fishing Club President or Committee Chair presents a concept drawing and attends a Village Board meeting to discuss, they cannot offer an opinion. VILLAGE UTILITIES: a.) Operations Update: Working on plant expansion discussions. Mackai inquired about environmental grants and Zahringer reported that representatives from McMahon are working on grant opportunities. VILLAGE LAW ENFORCEMENT: No report VILLAGE STREETS: Bornemann reported that he spoke with Mike Sabel from Calumet County Highway Department and according to Sabel, the storm sewer inlet repair that the County completed and was paid for, on South Military was also reconstructed by the DOT during the Hwy 55 resurfacing project. Sabel reported to Bornemann that when the County completes the repairs on the 2018 checklist in Spring of 2019, the invoice will be sent to the State instead of the Village. Sabel reiterated to Bornemann that the work for the Village did not get completed in 2018 due to unstable weather and the backlog of the County road work. Zickuhr reported that he will contact Brian Glaeser at the Calumet County Highway Department to inquire about when we need to apply for LRIP funds. Zickuhr will also review possible engineering firms to solicit bids from. VILLAGE PARKS: Behnke will coordinate ordering a new carousel for Recreation Park. RECYCLING/GARBAGE COLLECTION & DISPOSAL: Clerk reported that a resident contacted her on November 29 th regarding concerns that he feels the Advanced Disposal employees are not putting the recycling in the correct compartment of the truck. The Clerk spoke with the driver and he demonstrated to her a few different ways the flaps on the truck can be manipulated depending on how large the amount that is being deposited. The driver indicated that a person observing from a distance may not see when the flap is raised only a small amount to accommodate a small

4 4112 DECEMBER 5, 2018 Page 4 amount and think it s going into a different area. The driver indicated that if the resident would like to come meet the truck the following week to discuss and get the same demonstration, he is more than willing to do that. The Clerk contacted the resident back to explain this. SUBDIVISIONS: Nothing to report. VILLAGE LICENSES: Operator s License (2) new operator licenses Liquor License The Board reviewed the revised, Original Liquor License Application for Harbortown LLC with two owners as opposed to the three on license B Motion to approve the revision to the liquor license by Bodden, seconded by Zickuhr. ECONOMIC DEVELOPMENT: a.) Stockbridge Project #SB1 tabled Improve Sunset Beach b.) Mary Kohrell/TIF District Chart tabled Clerk reported that Mary Kohrell is happy to meet with the Board in a separate meeting to discuss Economic Development in January or February. Bring calendars to January meeting. NEW BUSINESS: 1. Mural Updates covered above Budget/Mill Rate Details Clerk gave the Board a copy of the adopted budget and the mill rates spreadsheet. Mill rate spreadsheet can also be found on the Village website in the Tax/Assessment tab and the adopted budget was published as required. 3. CSM N4449 Hwy 55 (Parcel ID 10843) Review/Approval/Denial Motion by Behnke, seconded by Mackai. M/C 4. Village Equity Accounts Review & Motion for roll over action Village Equity Accounts Review & Motions For Roll Over Action: The Board reviewed the Equity Accounts and a motion was made by Lemke and seconded by Mackai to do the following: Account 3121 Multi Hazard Mitigation should be a total of $10,000 Account 3128 Grogan Culvert Escrow should remain $500.00, Account Street Reconstruction, when the 2018 Highway Resurfacing (parking lanes) invoice from the WI DOT arrives, the amount is to be paid from the existing equity account and all remaining, unused money from the equity account and the street construction budget should be rolled into Account Account 3132 Community Enhancements should remain $2,500, Account 3223 Election Equipment no additional money added to the current $8,000, Account 3133 Designated for Final Bond Payment in May of 2018 should be a balance of $0 after Auditors adjusting journal entry. Lastly, create a new equity account for Park Improvement Fund. Any unused money in all the park budget line items from 2018 should be moved into this new equity account. M/C. 5. Year End Fund Balance Transfers: Motion made by Bornemann, seconded by Lemke to have accounts having exceeded their budgeted amount to be covered by funds from the General Fund and all budget line items with a remaining balance at the end of the year to have these funds transferred to the General Account. M/C. 6. Set date for 2019 January Caucus (between January 2 nd and January 21 st ) date of the 2019 Caucus has been set for 5:30 p.m. on January 2, Clerk indicated that it will be immediately posted and published.
