1 Village of Belledune Committee of Whole Council Meeting May 13, 2013 Time: 7:00 P.M. Place: Belledune Municipal Chambers Present: Mayor, Ronald Bourque CAO, David Hughes Councillor, Tracy Culligan Clerk/Treasurer, Brenda Cormier Councillor, Jerry Guitard Councillor, Mario Lapointe Councillor, Gary Mazerolle Absent: Councillor, Heather Frenette Mayor, Bourque called the meeting to order. The agenda was approved with deletion - Deputy Mayor, Lapointe, Bell Aliant and additions Councillor, Guitard, No Camping signs & Rock pile in ditch on Route 134. Statement of Conflict of Interest: Nil Business: Mayor Bourque Mayor s Levy for the Public As a pilot project, the Mayor and CAO will invite any member of the public to meet on the last Thursday of the month between the hours of 10:00 a.m. and Noon. This will be advertised in the newsletter and tried for 3 to 5 months. Discretionary Budget for Mayor Will ask Council to consider at the next Regular Meeting allotting a small budget to the Mayor. Skate Pass Program Jacquet River School He and Councillor Culligan attended a session at Jacquet River School regarding a Skate Board Supervised Program. There will be a request coming before Council for a donation between $2,500 and $3,000 to buy safety equipment. Working Session for Council Council Roles and Responsibilities Now that a year has passed and Council members are a bit more familiar, it may be a good time to schedule a session regarding roles & responsibilities. Andre Daigle, the proposed new municipal solicitor, can do such a session. The information will be brought forward to a regular meeting for decision, if Council is interested. Belledune School Special Care Facility Update A petition has been circulated and has 531 names. Mayor and CAO, Hughes met with Nepisiguit MLA- Ryan Riordon, today and presented the petition and he assured them that he would make the Premier aware and will bring forward in a timely manner, a response. 1

2 Appreciation Dinner Firefighters Event is scheduled for June 21, 2013 and will be organized by Council. Councillor s Guitard, Lapointe & Mazerolle will organize. The budget is $2,100. Councillor, Guitard said he will get the names of who wants lobster or other and he will check with Keith Legacy on the quantity of liquor to purchase. Fire / EMO Meeting Schedule Date Meetings were to take place quarterly, but have not. The Fire Chief and Deputy Chiefs and EMO Coordinator will be asked to attend a meeting at 6:00 p.m. the evening of the June Committee of Whole Meeting. Deputy Mayor, Lapointe noted that he met with Fire Dept. and is working on something. He will have something to present at the next meeting. Restigouche Archery Club Open House May 15, 2013 An invitation was received, but if Council is not interested in supporting there would be no use attending. Councillor, Culligan inquired if we could find out if there are any members from Belledune. NB Sports Hall of Fame Dalhousie Belledune is being asked to purchase a table (6 tickets at $75 each); this will be brought forward for the Donation Committee to consider for the Regular Meeting. Councillor, Culligan reminded that although we are members of Regional Services Commission #3, Belledune is still a member of Zone 7 of UMNB which covers from Belledune to Tide Head. Councillor, Guitard Clarification Figure Skating Donation An amendment will be done at the Regular Meeting on May 21, No Camping Signs Inquired about status of signs, would like to see them done; they are needed on Culligan Wharf, Roherty Point and in Jacquet River area. Rock Pile - Route 134 Rocks are still in the ditch and this could be a safety issue. They should be removed before the Roadside collection is done. They have been there since last spring when AT Roy truck spilled them. Mayor, Bourque suggested having them picked up and sending an invoice to AT Roy for the cost recovery. 2

3 David Hughes, C.A.O. ASCF 2013 Grant Agreement Atlantic Salmon Conservation Foundation Funding Agreement $5,000. The formal agreement will need to come in for acceptance by motion and endorsement. This will be put on Regular Meeting agenda when it is received. Salmon Mysteries Tours This will not be done this year even though it is advertised in the NB Tourism Brochure. It never really got off the ground last year. Used Breathing Air Compressor offer to purchase Connors Breathing Air is offering $2,500, as they say that the longer it is sitting there the more work it will need to make operational. The amount offered is not much and it was never really put out to the general public for purchase. It was recommended by Councillor, Guitard that a photo be taken and advertised, perhaps on Kijiji. Mayor, Bourque advised CAO, Hughes to contact the guy from Connors Breathing Air to see how long the offer is good for, if no other offers come forward go back to him. Roy Consultants Campground Upgrades (Approval of engineering package) The package was reviewed with Engineer and CAO, Hughes asked to have them look at a new shed area to replace the old one (storage and laundry facility) and include a few washrooms and eliminate the other washrooms near the beach road that needed fixing at a cost of $16,000 each. The storage area can then be used during Christmas in the Park for Santa and the building requested by Council for this purpose could be eliminated as well. Once a design and price is received on this the changes will need approval and then the package can go to tender. Noel Road & Route 134 Storm Sewer (Approval of engineering package) The Engineer needed information on the Route 134 Storm Sewer job; which houses in the affected area have foundation drainage and where is the drainage going to. Municipal Works Supervisor, MacLellan went door to door to check and most are going behind the houses, the low area. Rec Centre Construction The request to Boissonnault McGraw for a cost for doing an estimate came in at under $300 and they are now going to prepare an estimate for the work. Reschedule June Regular Meeting (June 17 June 24) A motion will be required at the Regular Meeting to change the date of the meeting. The reason for the change is the Clerk/Treasurer will be at a Conference the week before the June 17, 2013 meeting and the meeting information cannot be prepared. 3

4 Xstrata Solid Waste Collection A proposal has come in regarding a different collection method of garbage at the plant. Currently there is one location to pick up, but the new proposal will require 8-12 pickup areas. In addition the municipal employees doing the collection will have to follow the companies Environmental Procedures. There needs to be a cost analysis done to determine the impact to the municipality. Councillor, Guitard noted that there are some very tight areas to get into with the truck and areas where they will need to back in as well the requirements for the truck to go through the wash area will have some negatives impacts on the truck s paint. The water they use for cleaning vehicles comes from the recycling pond. There could be a lot of issues with the municipal truck. Fire Safety booklets at Jacquet River School The group is looking for a letter of support from the Village to solicit businesses in the area. Council had no issue with CAO giving such a letter. Garbage cleanup (for profit business) The Roadside Cleanup will be held this year and the invitation was sent to Non-Profit Groups as was the intention of the initial program. However, there was an exception made for a business day care facility, but they were not re-invited this year as the program is not intended for business. They have requested to be included again, but Council agreed to stay as non-profit organizations, because if business is allowed where will it stop. It was noted that the Fire Dept. Station 1 & 2 will not do cleanup the day scheduled for collection but will do their sections on two separate days and bring the garbage back to the municipality and put in the compactor. Mini Bus Policy The proposed amended bus policy was discussed as well at the operations. The amendment takes out all other organizations except seniors and includes a clause where Council can make decisions on exceptions. The insurance requirement has been addressed regarding the driver and everything is good to go. Councillor, Guitard raised questions on where the service on bus is being done and liability issue. If for example the job is being done by local service garage and they only have minimal insurance coverage say $1 million and the bus has an accident. As well what happens if the local garage does not have the qualified license to do the work and something happens as a result of that work? CAO, Hughes clarified that what Councillor, Guitard is asking, can there be findings of negligence if the vehicle was taken somewhere that was not licensed to do the work. 4

5 Public Comments & Question: May 13, 2013 Arnold Carrier stated that it is the bus driver s responsibility to check the bus prior to going out. As well, he felt the estimate for the initial proposed Gazebo for the Campground is too much. Public vacated meeting at 8:12 p.m. Closed Session: Personnel Legal Land Adjournment: Meeting adjourned at 8:45 p.m. on a motion by Gary Mazerolle and seconded by Tracy Culligan. Motion carried.
