1 , TOWN OF WOODHULL August 14, 2013 The regular monthly meeting of the Town Board of the Town of Woodhull, County of Steuben and State of New York was held at the Town Hall, 1585 Academy Street, Woodhull, New York on the 14 th day of August PRESENT: Scott E. Grant, Supervisor Bryan H. Conklin, Councilman Larry B. Guild, Councilman Douglas S. O Brian, Councilman L. Todd Housel, Highway Superintendent Sharon A. Brewer, Town Clerk ABSENT: Arnold S. Herrington, Councilman OTHERS PRESENT: Madeline E. Stewart, Woodhull Municipal Gas Company; Richard Knowles, Woodhull Municipal Gas Company; Gary L. Calkins, Assessor; Gerald Calkins, Town Hall Custodian; Jan Calkins, Planning Board; Rick Harrison, Dog Control Officer; Gerald Stuart, Code Enforcement Officer Woodhull Municipal Gas Company business was transacted at 6:00 PM. Candidates for the position of Operations Assistant were interviewed, and Philip Molsolf of Williams Road, Addison, was offered the position. He accepted and will officially begin duties on September 1 st. He read meters with Dick Knowles at the end of July. Arnold Herrington, Supervisor of the Gas Company, is not at the meeting tonight, but had ed a report of activity from the past meeting. He had a bid from Mark Root of E. E. Root for locating lines from homes to the service line along the street. Mr. Root also supplied individual bids for replacing three sections of pipe that was installed in The bids were extremely high. Morgan Colegrove installed markers on the State Route 417 line crossings. Arnold has sent a letter to Mr. Stolicky, thus closing out the PSC audit fault for not having crossings marked. Arnold also reported an oderant problem at Herrington Station because of a partially clogged valve. The valve was cleaned and oderant added to a holding tank. Old maps were looked at, and can possibly be used to locate some lines. The Woodhull Municipal Gas Company Abstract #008 in the amount of $6, was approved for

2 August 14, 2013 Page 2 payment. This included vouchers # # This abstract will be revised to delete two items. Supervisor Grant called the regular monthly meeting to order at 7:05 PM with the Pledge of Allegiance to the Flag. He greeted all present. RESOLUTION #36 APPROVAL OF MINUTES On a motion of Councilman Conklin and a second by Councilman O Brian, the RESOLVED that the minutes of the July 10, 2013 monthly board meeting be approved as written. GUESTS/RESIDENTS No one REPORTS Rick Harrison, DOG CONTROL OFFICER, reported that a rabies clinic has been set for Tuesday, September 17, 2013 from 6 to 8 PM at the Town Barns on Pine Street. He picked up 2 dogs on County Route 101, took them to the kennel, but later found the owner and they were returned to him. He also had reports of two dogs causing problems on County Route 99. He checked but never found the dogs running loose. Gerald Stuart, CODE ENFORCEMENT OFFICER, issued 5 permits in July and did several inspections. He traveled a total of 283 miles. Gary Calkins, ASSESSOR, discussed doing a property revaluation in He said additional costs would be for mailings and mileage. RESOLUTION #37 PROPERTY REVAL IN 2014 On a motion of Councilman Guild and second by Councilman O Brian, the RESOLVED that the Town of Woodhull do a property revaluation in 2014.

3 August 14, 2013 Page 3 Gerald Calkins, TOWN HALL CUSTODIAN, reported that he had finished installing a new ceiling in the Board Room. He was able to use some of the good blocks to replace stained ones in the Court Room. The circulating pump on the heating system that was removed for repair has not been returned by Corning Appliance. He had an estimate from Corning Appliance on a new heating system for the Town Hall. The proposed system would include 95% efficient furnaces. The estimate was for about $46,000. He will secure two more estimates for the system. A letter of resignation was received from Sharon Calkins for her position as Town Hall custodian. Jan Calkins, PLANNING BOARD, reported that the recent Food Pantry truck served 143 households of 369 people. There were 15 volunteers who worked. There will be no visit to Woodhull in September, as the scheduled date falls on Labor Day. Jan reported that the Town of Woodhull website has been updated, and that there will no longer be a fire alarm sounded in Woodhull as it is too expensive to operate. Sharon Brewer, TOWN CLERK, reported that there will be no primary election in September in the Town of Woodhull. Notice has been received that Steuben County will be holding a surplus equipment auction on September 26 th in Bath. Williamson Law Book Company has announced the addition of a TaxGlance companion service for their tax collection software program. If purchased, property tax information would be available on the town s website. The initial cost would be $250, with a yearly support charge of $120. After discussion, it was decided not to pursue this program at this time. Scott Grant, TOWN SUPERVISOR, went over monthly correspondence. He has received a check from Steuben County for the 2 nd quarter sales tax. The amount is slightly lower than the previous check. The 2014 Workers Compensation apportionment schedule was received from Steuben County. The Town of Woodhull s share is 14% higher than the 2013 amount. An estimate for tree and stump removal at the Norway Ridge Cemetery was received from the Craven Company. The estimate for the removal of 5 trees and 8 stumps was $4,800. Scott has tried to contact Williamson Law to have a representative return to Woodhull to help him with problems still being experienced on his Accounting software program. He has not been able to

4 August 14, 2013 Page 4 schedule a meeting as of this date. Paperwork has not yet come through for the Waste Water project. Todd Housel, HIGHWAY SUPERINTENDENT, reported that he has cut the bushes at the corner of Washington and Pine Streets on the Larry Grant property. These bushes were obstructing the view of traffic. The worker that he had through the Steuben County workfare program has left as she obtained a job. Todd has obtained his CDL license. Todd reported that Mead Road will not be topped in 2013 as there are some areas that need to settle over the winter. Seven miles of roads were sealed, and more will be done in September. It was discussed to use FEMA funds that were received to pay off the balance of the equipment loan at Chemung Canal Trust Company. Supervisor Grant will also authorize a check to be cut to compensate Todd for the administrative fees on the FEMA grant. RESOLUTION #38 PAYOFF EQUIPMENT LOAN On a motion of Councilman O Brian and a second by Councilman Guild, the RESOLVED that the equipment loan at Chemung Canal Trust Company be paid off with FEMA funds received. The amount of the payoff is $51, OLD BUSINESS Records Room Cleanup No activity. Pavilion/Town Hall repairs Nothing new to report. Christmas lights line repair Nothing to report. Parking Lot striping was done last week. NEW ITEMS None AUDIT OF HIGHWAY & GENERAL FUND VOUCHERS Abstract #008 of the Highway Fund in the amount of $75, was approved for payment. Woodhull Municipal Gas Company business will be transacted at 6:00 PM. Councilman O Brian moved to adjourn the meeting at 9:50 PM. The motion was seconded by Councilman Conklin.
