1 A regular meeting of the Village of Victor Board of Trustees was held on Monday, August 7, 2017 at the Village Hall, 60 East Main Street. MEMBERS PRESENT: Mayor Gary Hadden Deputy Mayor Michael Crowley Trustee Larry Rhodes Trustee Robert Kelly Attorney Reid Holter Director of Public Works John Turner Village Clerk Pamela Hogenes MEMBERS ABSENT: Trustee Carol Commisso OTHERS PRESENT: Chief Sean McAdoo, VFD, Tom Turner, Al Turner and Roger Wolfanger Meeting was called to order by Mayor Hadden at 7:00pm. Salute to the flag. Public Hearing Amend Chapter 158, Vehicles & Traffic Pamela Hogenes read the following legal notice into the record: Please take notice that the Village of Victor Board of Trustees will hold a Public Hearing on August 7, 2017 at 7:00pm, at 60 East Main Street, Victor. The sole purpose of this Public Hearing will be to determine if the Village of Victor should enact a Local Law amending Chapter 158, Vehicles & Traffic, of the Village Code addressing the speed limit on Maple Ave. The proposed amendments are on file at the office of the Village Clerk, Village of Victor. Open Public Hearing On a motion made by Trustee Larry Rhodes, seconded by Trustee Robert Kelly, the following resolution was ADOPTED 4 AYES 0 NAYS Resolved, that the Village Board of Trustees will open the Public Hearing. Mayor Hadden asked for comments from the Board. No comments from the board

2 Mayor Hadden asked for comments from the Public. Mr. Wolfanger supported the reduction in the speed limit, but feels it will only work if it is enforced by law enforcement. Mr. Turner also noted two crosswalks will be striped on Maple Ave. and a 25mph ahead sign will be installed on RT 444. Mr. Turner will contact NYS DOT to see if the speed limit could be lowered from Proximity to Maple Ave. Close Public Hearing On a motion made by Trustee Larry Rhodes, seconded by Trustee Robert Kelly, the following resolution was ADOPTED 4 AYES 0 NAYS Resolved, that the Village Board of Trustees will close the Public Hearing. Resolution #74-17 Amend Chapter 158, Vehicles & Traffic, Amend Article I, Speed Limits On motion of Trustee Larry Rhodes, seconded by Trustee Michael Crowley the following resolution was ADOPTED 4 AYES 0 NAYS Resolved, that the Village Board of Trustees enact Local Law 1-17 to amend Chapter 158, Vehicles & Traffic, of the Village Code, Article I, Speed Limits as follows: Amend B: Speed limits established. ARTICLE I Speed Limits A. No person shall operate a motor vehicle or motorcycle at a speed greater than 30 miles per hour along the following streets: (1) All Village Streets and highways B. No person shall operate a motor vehicle or motorcycle at a speed greater than 25 miles per hour upon and along the following designated highways in the Village of Victor: (1) Church Street.

3 (2) Coville Street. (3) East Street. (4) East Parkway. (5) Hillcrest Drive. (6) Maple Avenue. (7) West Parkway. (8) All streets in the Jacobs Landing Subdivision that are located in the Village of Victor, to wit: (a) Ellis Street. (b) Ketchum Street. (c) Walling Street. (d) Woodworth Street. (9) All streets in the Quail Ridge Subdivision that are located in the Village of Victor, to wit: (a) Dunbridge Lane. (b) Duxbury Circle. (c) Huxley Way. (d) Latchmere Drive. (e) Valley View Circle. Mr. Wolfanger asked if the Village could implement a noise ordinance while they are working on the Code Review. In particular, regarding the use of fireworks. Mayor Hadden will discuss with Mr. Scarson, the Code Enforcement Officer. Proclamation Presentation Mayor Hadden read a Proclamation for Americans with Disabilities Act noting 2017 is the 27 th anniversary of George H.W. Bush signing the ADA into law. Mayor Hadden presented the Proclamation to Tom Turner. Tom is a lifelong resident of Victor and a strong advocate for Americans with Disabilities. Mr. Turner thanked the board for all their support. Privilege of the Floor Sean McAdoo, Chief Victor Fire Dept. distributed his proposed Budget. Chief McAdoo also noted the Town of Victor is soliciting requests for proposals for Fire Protection. The RFP s are due to the Town on Aug. 25. Chief McAdoo gave a copy of the RFP to Attorney Holter to review.

5 Mr. McAdoo reviewed the summary page of the budget with and without paid firefighters. (A copy of this proposed budget is on file in the Village Clerk s office) The board had no changes to the proposed budget and Chief McAdoo will put an RFP together to submit to the Town Board. Clerk Report Resolution #75-17 Acceptance of Minutes On motion of Trustee Michael Crowley, seconded by Trustee Larry Rhodes, the following resolution was APPROVED 3 AYES 0 NAYS 1 ABSTAIN Robert Kelly Resolved to accept the meeting minutes from July 17, 2017 Resolution #76-17 Payment of Bills Whereas, the Village Board of Trustees has audited and approved invoices for payment, that appear on Abstract #5 using vouchers # ; and, NOW, therefore on a motion made by Trustee Michael Crowley, seconded by Trustee Carol Commisso, the following resolution was ADOPTED 4 AYES 0 NAYS Resolved to authorize the Treasurer to pay invoices from Abstract #5 in the following amounts: General $ 40, Water $ 2, Sewer $ 6, HT- Hillcrest Water Tower $ 2, HR- Maple Ave Reconstruction $ 157, TOTAL $ 208, Resolution #77-17 Car Wash, Victor Varsity Swim Boosters On motion by Trustee Michael Crowley, seconded by Trustee Robert Kelly the following resolution was ADOPTED 4 AYES 0 NAYS Resolved to give permission to the Victor High School Swimming Booster Club to hold a car wash in the Village Hall parking lot on August 26, 2017, and subject to the Victor High

6 School Band Booster Club signing the hold harmless agreement, submitting proof of insurance, paying a water usage fee of $25.00 and using bio-degradable, environmentally friendly soap. Ms. Hogenes stated the Town/Village website is due for an upgrade. At this point, the Village can separate its information from the Town s. The website will still be shared as victorny.org, but visitors to the site can click on Village government and be taken to all the Village s own information. This upgrade has a cost of $3,500. The board approved the expense and the funds will be taken from contingency. Director of Public Works Report Mr. Turner reported: Due to the flooding on Monday, July 31, there were several drainage issues, most notably in Jacob s Landing, 160 School St., Valley View, some in Victorwood Milling is scheduled for Maple Ave on Aug. 8. Final paving scheduled for Aug. 22. Mayor Hadden praised Mr. Turner and his department for their work during and after the storm. Trustees Reports Carol Commisso None Larry Rhodes Mr. Rhodes met with Chauncy Young regarding the proposed Joint Fire District budget. There are so many possible scenarios, it s hard to nail down a budget number. The budget hinges on the number of paid fire fighters the joint district would possibly need. Discussion amongst the board and Chief McAdoo regarding the budget, the discussions during the Emergency Services committee meetings, possible scenarios and costs associated with the scenarios, paid District Chief vs. Volunteer Chief, etc. Chief McAdoo pleaded with the Board to make a decision at the next board meeting. 7 Mayor Hadden discussed a Kent Drive resident that owns property on Lynaugh Rd. There was some confusion with her property addresses. This has been resolved through the County Addressing Dept. Given the recent storm and flooding, Mayor Hadden and Mr. Turner have implemented a drainage maintenance schedule. Regarding the flooding on Woodworth St. coming from Silverton Glen, the Town Engineers are working with the developer to resolve the issue. Attorney Report Mr. Holter will forward the Village s concerns with the proposed Fire District Consolidation Agreement to the other attorneys involved.
