3 SECTION I REQUEST FOR PROPOSAL (RFP) Software Technology Parks of India (STPI) Pune invites sealed bids under two-bid system (Technical and Commercial bids) from reputed vendors for Supply, Installation, Commissioning and Testing of Acoustic Canopy for 250 KVA Cummins Make DG set (Model No.-NT855-G5-BC) installed at STPI Pune with Warranty for a period of Three years with buyback offer. 4 SECTION II INSTRUCTIONS TO BIDDER 1.0 INTRODUCTION Software Technology Parks of India (STPI) is an Autonomous Society under Ministry of Electronics & Information Technology, Government of India, established by the Government of India in 1991 with the objective of boosting the Software Exports from India, STPI has been the critical support agency for the Indian Information Technology Industry for the statutory services, technology services, incubation services, industry promotional and government interfacing services. 2.0 PURPOSE OF TENDER The purpose of this RFP is to invite competitive bids for the Tender for Supply, Installation, Commissioning and Testing of Acoustic Canopy for 250 KVA Cummins Make DG set (Model No.-NT855-G5-BC) installed at STPI Pune with Warranty for a period of Three years with buyback offer in conformance with the product specifications at Section IV and requirement mentioned at Section III of this RFP. 3.0 VALIDITY OF THE BID The Bid should be valid for a minimum period of 120 days from the last date of Bid submission. The Bidder shall not be entitled (during the said period of 120 days without the consent in writing of STPI) to revoke or cancel the offer or to vary any term thereof. 4.0 REJECTION & RETURN OF BID 4.1 STPI reserves the right to reject any or part of any Bid without assigning any reason. The documentation submitted by Bidders shall not be returned. STPI also reserves the right at its sole discretion not to award any Works under the Bid submission Process. STPI shall not pay any costs incurred for the purchase, preparation and submission of any Bid. 4.2 If the Bidder gives wrong information in the Bid, STPI reserves the right to reject such Bid at any stage or to cancel the Contract, if awarded. 4.3 Canvassing in any form in connection with the Bid is strictly prohibited and the Bids submitted by the Contractors who resort to canvassing are liable for rejection. 4.4 Bids, in which any of the particulars and prescribed information are missing or are incomplete, in any respect and / or prescribed conditions are not fulfilled, shall be considered non responsive and are liable to be rejected. 5 5.0 BIDDER S ELIGIBILITY CRITERIA 5.1 Bidder shall be either an Original Equipment Manufacturer (OEM) of Acoustic Canopy for any leading brand of DG set or an Authorized Representative of the OEM of the proposed product. Documentary evidence to be submitted. 5.2 Bidder shall either be a registered Indian company or a Foreign company having operations in India either directly or through its subsidiary or through its authorized representative. Documentary evidence to be submitted. 5.3 Bidder shall have required capability to Supply, Install, commission, decommission and test Acoustic Canopy with the existing 250 KVA DG set installed at STPI-Pune and to provide comprehensive warranty for 3 years after the installation at STPI-Pune office. OEM or authorized vendor of OEM should have authorized service center at Pune. Documentary evidence to be submitted along with the complete address and contact person. 5.4 The bidder shall have necessary registration certificate for GST Registration. Documentary evidence must be submitted. 5.5 An EMD for an amount of Rs.10,000/- should be paid in the form NEFT/RTGS or any other online mode only. Receipt of EMD payment to be submitted along with Name of bidder address and contact person. 5.6 The bidder s Average annual turnover during last three years (i.e , & ) should be above Rs.9.00 Lakhs. Documentary evidence to be submitted. (CA Letter may be submitted) 5.7 The Bidder shall have an experience of having successfully executed similar work of equivalent or higher value or bulk order for Supply, Installation, Commissioning and Testing of Acoustic Canopy for leading brands of DG set during last 3 years ending as on Documentary evidence must be submitted. 5.8 Before the submission of bid, the Bidder must compulsorily inspect the existing Cummins make 250 KVA DG set installed at STPI-Pune, Plot No-P1, MIDC, Rajiv Gandhi Infotech Park, Phase-I, Hinjawadi, Pune on working days during office hours. 5.9 The bidder must submit the technical and financial bid with buyback offer for existing acoustic canopy. Any charges related to decommissioning, removal or transport pf existing damaged acoustic canopy will be borne by the bidder Earnest Money Deposit (EMD): The EMD of the unsuccessful bidder will be returned as early as possible, but not later than 30 days after the issue of Purchase Order by the STPI or on expiry of the Validity of the Bid pursuant to clause 3 whichever is earlier. The EMD may be Page 5 of 15
6 forfeited if a bidder withdraws his bid during the period of validity specified by the bidder on the Bid form. 6.0 BID PRICES 6.1 The bidder shall give the total composite price along with buyback price, inclusive of all Levies & Taxes i.e. GST including supply, installation, commissioning, testing, etc. However detailed break up of all components including buyback cost need to be specified as per the price schedule format given in the Section V. Prices of incidental services should also be quoted. 6.2 The offer shall be only in INR (Indian Rupees). 6.3 In case there is a discrepancy between the rate in figures and words, the lower of the two will be considered. 6.4 In case there is a discrepancy in the calculation of composite price as per the price schedule format given in the Section V, composite price is considered after correct calculation (A+B-C) as per schedule format. However STPI-Pune reserves the right to get written clarification on the same from the bidder after the opening of financial bid. 6.5 The Bidder shall confirm that the quoted prices shall be firm and fixed and subject to no escalation whatsoever till the validity of this tender (RFP). 6.6 The quantity mentioned in the Commercial Bid is meant for evaluation process only. The Purchase Order will be placed for the quantity as mentioned in RFP. Further, STPI- Pune reserves the right to increase or reduce any item/quantity without assigning any reason therefore. 7. PREPARATION OF BIDS: Bid Documents has to be submitted in two separate sealed envelopes labeled as under:- a. Technical Bid (Envelop No. 1) b. Commercial Bid (Envelop No. 2) No commercial information whatsoever shall be provided in the technical bid, failure to do so may disqualify the bid. Both Technical as well as Commercial Bids shall bear the seal and sign of the authorized signatory of the Bidder in every page. The Bidder has to fulfil all the technical requirements as mentioned in the Section IV. All entries in the Bid shall either be typed or be written in ink. Erasures shall render such Bids liable to summary rejection. The Bidder shall duly attest all cancellations and insertions. Page 6 of 15
7 The person(s) signing the Bid, with date, shall sign all changes, alterations and corrections in the Bid in full along with date and stamp. No erasure and/or over writing is/are permissible. The following documents should be contained in Bid submission: a. Technical Bid (Envelope No.1) i) Covering letter stating the Bid Title, Bidder s Name, Address and other contact information. ii) Certificates/Documents to be produced in support of bidder s eligibility as per Clause iii) Compliance statement as per Annexure-I. iv) Technical Bid to meet the requirements and Specifications at Section-IV with one set of product brochure with precise information about product capabilities and features. v) Transaction details (NEFT/RTGS or any other online mode) of EMD amount of Rs.10,000/-. Commercial Bid (Envelope No.2) i) Cover letter stating the Bid Title, Bidder s Name, Address and other contact information. ii) The price shall be quoted component wise as per Section V. iii) The pricing shall be detailed to the extent of giving sub-item unit cost and the extended price, if applicable. iv) Both Technical as well as Commercial Bids shall bear the seal and sign of the authorized signatory of the Bidder in every page. v) The Bidder has to fulfil all the technical requirements as mentioned in the Section IV. vi) All entries in the Bid shall either be typed or be in ink. 8 8.0 BID SUBMISSION The complete Bid in the form of hardcopy shall be submitted in sealed cover which consists of sealed Technical Bid cover and sealed Commercial Bid cover along with all supporting documents to the following address: The Director Software Technology Parks of India Plot No-P1, Rajiv Gandhi Infotech Park, Hinjawadi, Pune Contact Nos: , Fax: Date and Time for bid Submission - on or before 3 rd April, 2018 at (1500 hrs). Bids submitted after the above date and time shall NOT BE CONSIDERED. Bids submitted by Fax/ shall not be accepted. The date fixed for opening of bids, if subsequently declared as holiday by STPI, the revised date of schedule will be notified. However, in absence of such notification, the bids will be accepted & opened on next working day, time and venue remaining unaltered. 9.0 EVALUATION PROCESS The Bid evaluation process shall be in two-stages as under: 1. Technical Bid Evaluation: Technical bid shall be opened first and will be evaluated for fulfilment of the Bidders Eligibility Criteria stated as per clause 5.0. If the Bidder s Eligibility Criteria is fulfilled, STPI may call the bidder for presentation to understand the technical capability or skill set to perform the required service. After the successful evaluation of technical bids, Commercial bid will be opened. Commercial Bids will be opened only for those who are technically qualified. 2. Commercial Bid Evaluation: Further to the identification of technically qualified bidders, their commercial bids will be opened. The Bidder, whose total commercial offer as per price schedule Section V (A+B-C) is determined to be the lowest bidder after evaluation, will be considered for the issue of Purchase Order. However, STPI-Pune reserves the right to reject any or all the bids without assigning any reason, whatsoever PAYMENT SCHEDULE: 90 % payment will be made on successful Supply, Installation, Commissioning and Testing of Acoustic Canopy for 250 KVA Cummins Make DG set (Model No.-NT855-G5-BC) at STPI Pune and successful testing of the product for compliance with technical specifications mentioned in Section V and balance 10 % payment will be done after completion of warranty period plus 60 days. 9 100 % Payment will be made after complete Supply, Installation, Commissioning and Testing, acceptance of the Equipment and Submission of 10% bank guarantee of Purchase Order value. The validity of the bank guarantee will be from the date of installation/testing to warranty period plus 60 days LIQUIDATED DAMAGE:- Purchases/Contracts are subjected to Liquidated Damages. Deviation in any of the terms of the Purchase Order with due acceptance from STPI will not attract any liquidity damages. The following liquidity damages are levied if there is a delay in the delivery schedule defined in the Purchase Order: Within one week from scheduled delivery - 0.5% of order value Every successive weeks - 0.5% of order value Maximum 2% of order value for 4 weeks, beyond 4 weeks will lead to cancellation of Purchase Order and forfeiture of EMD amount GENERAL TERMS & CONDITIONS i) Language of the Bid: The Bidder shall quote the information in English language and international numerals. The rate shall be in whole numbers. These rates shall be entered in figures as well as in words. In the event of the order being awarded, the language of all services, manuals, instructions, reports, technical documents etc., provided for under this contract would be English. ii) Signature: The authorized person(s) should sign the Tender Document and related Annexure only. A copy of the letter issued by competent authority authorizing the person(s) to sign on behalf of the company should be enclosed. iii) Delivery: The Acoustic Canopy should be delivered and installed within 4 weeks from the date of placing the Purchase order. In case any vendor awarded the contract is unable to deliver and install the equipment within stipulated date, STPI- Pune will charge liquidity damage as per clause No Advance Payment will be released along with purchase order. STPI-Pune reserves the full right to take any action as it deems fit in case the vendor does not make delivery, installation and commissioning by the stipulated dates including forfeiture of Security Deposit held with STPI-Pune. iv) Quantity: The quantities are liable to alteration. It should be clearly understood that the contract is not a lump-sum contract. Payment shall be regulated on the actual quantities of supply and successful installation made at the accepted rates. v) Vendor not to make any alteration in document: No alterations, which are made, by the vendor in the specifications or probable quantities accompanying this notice shall be recognized, and if any such alterations are made, the Bid shall be invalid. 10 Any Bid, which purports to alter, vary or omit any of the conditions herein, is liable to be rejected. vi) Vendor to gather all information for /bear cost for submitting Bids:- The vendor must obtain for himself on his own responsibility and at his own expenses all the information necessary including risks, contingencies and other circumstances to enable him to prepare a proper Bid and to enter into a contract with STPI, Pune. The vendor should also bear all the expenses in connection with the preparation and submission of his Bid. The vendor whose Bid is accepted shall not be entitled to make any claim for increase in the rates quoted and accepted. vii) viii) Rates: Rates should be complete, adequate and cover all taxes, contingent cost including insurance etc. The Bid must be complete in itself, properly worked out to cover all the vendors obligations under the contract and all matters and things necessary for the completion of the work, and the rates quoted therein must be correct and sufficient to cover the vendor costs, overheads etc., completely for individual items of work including cost for all necessary materials and labour, or any other such tax or duty levied by Govt., Central or State or Local Authority as on the date of submitting Bids, if and as applicable, insurance against loss or damage by fire, theft or other usual risks during transit, and till the work is completed at site and handed over to the STPI Pune in all respects according to the true meaning and intent of the contract. Quoted rates not subject to escalation: The rates should not be subject to any escalation in prices of components, basis material, exchange rate, taxes, duties, railways/freight and like labor rates etc RIGHT OF STPI-PUNE a) STPI, Pune does not bind itself to accept the lowest quote and reserves the right to reject any or all the quotes received, without assigning any reason therefore. While placing the Purchase order, STPI-Pune further reserves the right to delete or reduce any item without assigning any reason therefore. b) Assigning Work: The work or any part of it should not to be transferred, assigned or sub-let without the written consent of STPI-Pune. c) Other agencies at work: The vendor shall be required to co-operate and work in coordination with and afford reasonable facilities for such other agencies/specialists as are /may be employed by STPI Pune on other works/sub-works in connection with the project/scheme of which this work forms part and in this connection it shall be deemed that the vendor has prior to submitting the Bid inspected the premises and taken all circumstances into consideration. 11 d) Acceptance Testing: Inspection/Acceptance test shall be carried out to the satisfaction of STPI-Pune along with the training. e) The Acceptance Test shall be designed by STPI-Pune and conducted by STPI-Pune officials to their satisfaction. The vendor shall provide/extend necessary assistance to STPI-Pune in the conduct of the acceptance test/inspection. f) Insurance: Vendor shall arrange for suitable transit insurance cover at no extra cost to STPI-Pune which will cover the period till the system is delivered to STPI-Pune. g) Warranty: The vendor/supplier shall warrant that the goods supplied under the contract is new, unused and incorporate all recent improvements in design and materials. The supplier further warrants that the goods supplied under the contract shall have no defect arising from design, materials. The items supplied under this tender should carry applicable on site comprehensive warranty for Three years. h) Subcontracting/Assignment: The vendor shall not, without the prior written consent of STPI-Pune, sub-contract or permit anyone other than the vendor's own personnel to perform any of the work, services or other performance required of the vendor. i) All disputes and differences of any kind whatsoever arising out of or in connection with this purchase order shall be referred to arbitration. The arbitrator may be appointed by both the parties or in case of disagreement; each party may appoint an arbitrator and the decision of the arbitrator(s) shall be final. Such arbitration shall be governed by the provisions of the Indian Arbitration Act. j) Transfer of Ownership: Transfer of ownership of the property shall be effective as soon as the proposed product is delivered, installed, tested and accepted by STPI- Pune. 12 The scope of works of this RFP is as follows: SECTION III SCOPE OF WORKS 1.1 Supply of Acoustic Canopy: The Bidder has to Supply, Install, Commission and Test new Acoustic Canopy for 250 KVA Cummins Make DG set (Model No.- NT855-G5- BC) in accordance with the specifications mentioned in Section IV. The bidder also has to remove the existing acoustic canopy of the DG set in order to install the new acoustic canopy. 1.2 Description of works: i) The scope includes decommissioning/removal of existing damaged canopy and supply, Installation, Commissioning and Testing of new Acoustic Canopy for 250 KVA Cummins Make DG set (Model No.- NT855-G5-BC) as per specifications mentioned in Section IV. ii) The installation and commissioning work will include acoustic enclosure and structural base frame along with all civil, electrical and mechanical work. iii) Any clarification required may be asked after 5 days from the issue of the tender notice. iv) It is the responsibility of the vendor that the new acoustic canopy, after installation and commissioning, ensures CPCB or any other standard compliance for noise levels of DG set as mentioned in section IV. 1.3 No correspondences/clarification will be entertained before 5 days from the last date of submission of tender 1.4 Before submission of the bids, the Bidder must compulsorily carry out the site inspection at STPI Pune where existing 250 KVA DG set is installed whose canopy needs to be replaced. In order to carry out the inspection, the bidders are requested to send the to sandhya.wagh@stpi.in,dadafeer.gaunse@stpi.in for necessary coordination/arrangements for inspection. 2 Documentation: The bidder shall provide the following documents: Detailed Installation and testing report Warranty related documents 3 Training: Successful bidder has to provide the awareness training at STPI Pune on the proposed product which covers safety instructions and recommendation on maintenance of the Acoustic Canopy. 13 SECTION IV TECHNICAL SPECIFICATION FOR ACOUSTIC CANOPY FOR CUMMINS MAKE 250 KVA DG SET (MODEL NO.-NT855-G5-BC) The acoustic canopy for Cummins make 250 KVA DG set (Model No.-NT855-G5-BC) installed at STPI-Pune. Plot P1, MIDC, Rajiv Gandhi Infotech Park, Phase-I, Hinjawadi, Pune , must comply with the following specifications, 1. The acoustic enclosure must be compatible with Cummins make 250 KVA DG set (Model No.- NT855-G5-BC) installed at Software Technology Parks of India, Plot P1, MICD, Rajiv Gandhi Infotech Park, Phase-I, Hinjawadi, Pune Maharashtra. 2. The acoustic enclosure must be weather proof and must comply with industrial standards for outdoor installation under exposed weather conditions. 3. The enclosure size for 250KVA DG set should be L-5000 X W 1800 X H 2500 mm. OR as per the dimensions specified by OEM for Cummins Make 250KVA DG set (Model No-NT855-G5-BC). 4. Ventilation Acoustic louvers designed as per Cummins engine data sheet applicable for this engine model & DG ratings. 5. Acoustic enclosure modular construction for easy installation and maintenance. 6. CRCA sheet metal 100 mm thick Acoustic panels. 7. All sheet metal panels are CNC process for STD parts supply. 8. CRCA sheet metal panels are both side pure polyester powder coated. 9. Acoustic panels are specially designed for better noise reduction. 10. Fire retardant Acoustic material used resin boded slab Rock wool conforming IS All door joints to seal with neoprene rubber Gaskets mm thick acoustic panel layers 1.6mm CRCA sheet and 0.6mm GI perforated sheet with fiber cloth. 13. Ventilation louvers 1.2 mm thick CRCA sheet 14. Both side service door with heavy duty hinges and lock. 15. Ensuring the average 25dbA discount/avg.75dba at 1mtr. Distance from the Acoustic wall in free field condition. 16. Ambient noise should be below 10db less than desired sound levels DG operation as per CPCB norms. 17. Acoustic enclosure will conform to the noise control norms established by CPCB. 18. The temperature inside enclosure will be within 7 deg. C, should NOT be more than ambient temperature. 19.
