SELECTION OF CONSULTANTS 1. Terms of reference for all contracts shall be cleared by the World Bank; 2. method to be adopted subject to clearance by IDA; 3. QBS, FBS, and LCS for assignments meeting requirements of paragraphs 3.2, 3.5, and 3.6 respectively of the Consultant Guidelines; 4.
