1 Invitation for Bids (IFB) REPUBLIC OF CROATIA MINISTRY OF FINANCE TAX ADMINISTRATION REVENUE ADMINISTRATION MODERNIZATION PROJECT LOAN No.: IBRD 7471-HR Date: March 5 th, 2014 Loan No: HR IFB No: RAMP/G/03-18/NCB/ System Storage Solution 1. This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) GPN-WB /07 for this project, published in UNDB online on April 12, 2007., published in UNDB print edition issue no. 701 of April 30, 2007, and posted on the Croatian Tax Administration website on April 12, The Republic of Croatia, Ministry of Finance has received a loan from the International Bank for Reconstruction and Development toward the cost of Revenue Administration Modernization Project (hereinafter: RAMP) and it intends to apply part of the proceeds of this loan to payments under the agreement resulting from this IFB: Procurement of System Storage Solution for the purpose of modernization of Croatian TA information system 3. The Ministry of Finance, Tax Administration (hereinafter: TA) now invites sealed bids from eligible and qualified bidders for the following goods: Storage System Solution (hardware and software) More details about the goods required is provided in the technical specifications in the document. Bids will be evaluated and the contract shall be awarded to the lowest evaluated responsive bidder. 4. Bidding will be conducted through the National Competitive Bidding (NCB) procedures specified in the World Bank s Guidelines: Procurement under IBRD Loans and IDA Credits (issue May 2004, revised October 2006 and May 2010); and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

Qualification requirements include: (a) Financial capability The Bidder shall furnish documentary evidence that it meets the following financial requirement(s): - Tax administration certificate on debt or equivalent document of authorized bodies of the country where the economic operator s head office is located. A bidder shall fulfill all tax liabilities and obligations related to pension and health insurance. Requested evidence shall not be older than 30 (thirty) days from the date of issuing the Invitation for Bids (IFB) for this contract. - BON-1 Creditworthiness Information and Financial Rating for 2011, BON-1 Creditworthiness Information and Financial Rating for 2012 and BON-1 Creditworthiness Information and Financial Rating for Bidder shall not operate at a loss within at last 3 (three) years (2011, 2012 and 2013). For foreign Bidders such information should be in the format and shall be issued by and the relevant institution in their country in accordance with the legal and commercial regulations and practices in their country. - A document issued by a bank or other institution in order to demonstrate solvency of the economic operator (BON-2 Solvency Information and/or SOL-2). A bidder shall not have had a blocked account within the last 180 (hundred and eighty) days for a period longer than 15 (fifteen) days, in order to demonstrate financial capability for the performance of work of the scope and time required by the procurement subject. For foreign Bidders such information should be in the format and shall be issued by and the relevant institution in their country in accordance with the legal and commercial regulations and practices in their country. Requested document shall refer to the main account and shall not be older than 30 (thirty) days from the date of issuing the Invitation for Bids (IFB) for this contract. 2
3 In the case of a joint bid, all members of a joint venture have the obligation to demonstrate their financial capacity individually as per the above requirement. (b) Experience and Technical Capacity The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s): - The bidder should prove that the Bidder was registered for the activity subject to this IFB and in business/operating minimum 2 years prior to issuing the IFB for this contract. The proof shall be in the form of a certified copy of their court registration issued by the relevant institution in the country of the Bidder. Required evidence shall not be older than 6 (six) months from the date of issuing the Invitation for Bids (IFB) for this contract. - The bidder should demonstrate that he has successfully completed at least 2 contracts of similar scope and value in the last 5 years. The bidder should provide a reference list of previous clients with relevant contact information. A margin of preference for certain goods manufactured domestically shall not be applied. Additional details are provided in the Bidding Documents. 7. A complete set of Bidding Documents may be purchased (and/or previously inspected) by any interested eligible Bidder every working day from 8 to starting on March 5 th 2014, upon submission of a written application and payment of a nonrefundable fee in amount of HRK 380,00 or EUR 50,00 to the following accounts: For local bidders the amount of KN 380,00 to the account number: IBAN: HR , Model: 64, Code Number: , (Client: Republic of Croatia, State Budget) at Croatian National Bank, Trg hrvatskih velikana, Zagreb, corresponding to the above listed contract. For foreign applicants the amount of EUR 50,00 to the foreign currency account number: , Swift Code: NBHRHR2XXXX; IBAN: HR , Reference: , (Client: Republic of Croatia, State Budget) at Croatian National Bank, Trg hrvatskih velikana, Zagreb, corresponding to the above listed contract. If requested, upon receipt of evidence of payment, the documents will be promptly dispatched by courier and, in addition, electronically via but no liability can be accepted for loss or late delivery. Bidders should note that the electronic pdf. version of the bidding documents would be issued solely to facilitate the preparation of the bid. In the event of any discrepancy between hard and electronic copies of the bidding documents, the hard copy will prevail. Bidding documents can be inspected prior purchasing, on the address stipulated under the point 5., above. 3
4 8. Bids must be delivered to the address below at or before April 2 nd, 2014, at 1:00 p.m. (following Croatian local time). Electronic bidding shall not be permitted. Late bids will be rejected. Bids will be opened physically in the presence of the bidders authorized representatives who choose to attend in person at the address below at April 2 nd, 2014 at 1:00 p.m. (following Croatian local time).
