1 Minutes of the meeting of Barton Stacey Parish Council held at 7.30 pm on Tuesday 16 th January 2018 at Barton Stacey Village Hall Meeting opened at 19.30pm. Cllr Gaines wished everyone a Happy New Year and welcomed everyone to the first meeting of Present: Cllr Sue Gaines (Chair), Cllr Nigel Cooper, Cllr Jan Lovell, Cllr Darren Patis, Cllr Abi Bettle-Shaffer, Cllr Nicholas Prideaux. Also present: The Clerk - Mrs Jo Gadney. Borough Councillor David Drew, County Councillor Andrew Gibson. Members of Public - 3 PUBLIC PARTICIPATION For ten minutes residents are invited to address the Parish Council, make comment on items on the agenda or raise matters for consideration at a future meeting. The History Group confirm that landowners have agreed for an archaeological dig to take place to help uncover the lost medieval manor house. It will be supported by Winchester Archaeology and History Society. It will take place between 12 th and 27 th August Volunteers are welcome (for a small daily fee to cover insurance/equipment) Looking for the PC s support and making it a community event. There will be a talk on the 30 th January at All Saints Church, to be run by Hampshire Records Office, and will explain how to uncover the history of your house. A resident updated the PC re the bus survey. To date they have surveyed 1/3 rd of the Parish via the online questionnaire. Respondents indicated that they would use an improved bus service (80%) There are still 238 households who have not responded (67%) They would like to undertake door to door survey which will increase responses, but may reduce the positive percentage. They would like a decision from the PC on proceeding with a doorstep survey or with the data already gathered. A resident has spoken to the local farmer and thanked them for all the work on the hedges which are looking great. The farmers had received a thank you from the PC. He would like to have seen the addition of Reverend Karen Kousseff in section of the November minutes Apologies. Received and accepted Cllr Cheryl Sherwood and Cllr Charlotte White Declarations of Interest To receive and record declarations interest on the agenda. Cllr Lovell asked that her standard declaration be noted (*details at the end of the minutes) and that she is also on the TVBC Planning Control Committee too Minutes of the previous Meeting and matters arising To approve the minutes of the full council meeting dated Tuesday 21 st November, In public participation Nicholas Prideaux had been in the Army for 38 years (not 22 years) Also in section 17.82b Cllr Lovell was talking about the pea field part of the land on the SHELAA report. It was agreed that the minutes are a true record of the meeting and Cllr Lovell proposed signing the minutes and Cllr Cooper seconded. Carried All. SG signed minutes. Matters arising none The Borough and County Councillors reports a) Borough Councillor Cllr David Drew Community Governance review 1 st round of consultation closes at the end of January. Council tax no information yet from TVBC. Plans out regarding M3 Junction 9 (Winnall roundabout) Caroline Nokes MP has been promoted to Immigration Minister and attends Cabinet. Schools Forum no Hampshire School is losing out on monies. Suggests speaking to the bus company about the data which has already been collected by the Bus Survey and that there will be more to come. b) County Councillor Cllr Andrew Gibson This will be covered when Cllr Gibson arrives Parish Matters a) Local Footpaths the Drove is heavily potholed and is now very wet and muddy but the cutting both sides of the track has made it easier to walk to the side but free from fly tipping.

2 It is believed that none of the 6 chosen Right of Ways from the HCC priority cutting list tracks were cut last year. b) Allotment and Burial ground Clerk to link up a resident who has manure available with allotment holders. NP commented that the hedges within the burial ground require a cut. c) Trees Action Clerk to chase TCA about another visual check on all trees. d) Winterbourne maintenance All areas now complete. PC are very grateful to all those who volunteered. Action JG and SG to check Church Farm part also clear. RRT completed their litter pick on 23 rd December. Numerous people commented what a good job they did. e) Trim Trail This is now up and running. The Clerk and Chairman (within their remit) decided to arrange the post installation check. Retrospective approval is required. The cost is 295 plus VAT. Cllr Bettle-Shaffer proposed and Cllr Cooper seconded. Carried All. Also the push up unit is only useable by those over 5ft 7. Cost for a new beam would be VAT. Cllr Gaines proposed to go ahead with the addition of a new beam. Seconded Cllr Prideaux. Carried All. Action Clerk to confirm this with Fawns. f) Back field Standing orders suspended at to ask a member of the public, who is a tree specialist, which tree he suggests planting in the copse behind school. He suggests an ash tree (which would replace the ash taken down) Cherry tree is more ornamental. Standing orders replaced Cllr Lovell suggested a Community Orchard. SG suggested asking a tree specialist about the orchard and what would contribute to the environment. g) New dog bin to be located at the bottom of the drove (Clerk to confirm exactly where with TVBC). Total one off cost ex VAT and then 5.55 each occasion it is emptied (currently monthly) Cllr Bettle-Shaffer proposed the motion to go ahead with the new bin. Seconded Cllr Prideaux. Carried 3. Abstained 1. Action Clerk to contact TVBC. Suggestion of official opening of new bin County Councillor report Cllr Andrew Gibson 20mph trial scheme is expensive (especially when massive cuts are taking place) All comments from Villages in the trial have so far been negative although speeds are closer to 30mph now rather than 40mp before. Thus this scheme will not be continuing. Council tax will be rising by 5.99% in line with other Counties. Andover library was due to close while a 3 month refurbishment was planned, but offices close by have been found to temporarily house the library while the refurbishment takes place. SG asked about the possibility of hosting a library coffee morning at the Village Hall (soon to be free more during the day) for swapping of books. Possible to pre-order on line or AG could provide a whole selection of books that could remain in the hall. Other Villages have these events (Wherwell and Chilbolton) NP commented that the Hill Farm speed signs are not working again. DP asked if 30mph signs could be painted on the road depends where. JL said brambles on A30 by Hill Farm are still blocking the view coming out of A272. AG said his Lengthsman could deal with these. The sign to Chilbolton has been replaced. Surface of the road at the bottom end of Roberts Road is in an awful state. AG said the Champagne Bar under the Winchester Library is soon to be opened as is the restaurant in Lepe Councillors reports ABS commented that there were numerous vehicles recently parking on the virtual footpath. DP noticed vehicles parking on Monday night close to the junction of the Street and Bullington Lane. Action Clerk to write to choir. SG has been told about a near miss with a mother and child walking along the virtual footpath close to the Village Hall in daylight. Luckily the bus swerved at the last minute to avoid a fatal collision. Action Clerk to write to the bus company copying in the local MP and the Hampshire Constabulary Planning applications a) To receive planning committee decisions in respect of planning applications received since the last meeting 4 applications since the November meeting. 17/02697/FULLN 6 Pheasant Close. 3 18.02 Clerk s report Grant applications The Clerk has submitted the grant application for the Armed Forces Covenant Fund. Thank you to the Councillors for their help. We will hear at the end of February if successful. Veolia and Igas next. Data protection course attended at HALC on 11 th January was informative with the GDPR changing in May this year. A new Data Protection Policy will be drafted soon. Nest payments have now been made for Clerk s pension. Will now be able to report on HMRC basic tools. 4 proposed the signing of the Accounts. Seconded Cllr Cooper. Carried All. Cllr Lovell signed the bank statements. b) Budget review and approve 2018/19 draft budget SG went through the budget. Agreed precept as 19,800. This is a 1.27% increase which equates to 0.05 per month per band D property. Cllr Patis proposed the approval of the budget. Cllr Cooper seconded. Carried All. Budget signed by SG and Clerk. c) Review and approve risk assessment and business continuity documents Went through both documents. Need to ensure a Cllr goes on a playground training course. Cllr Patis proposed the approval of both documents. Cllr Cooper seconded. Carried All. SG & Clerk signed the documents. d) Review and approve Fixed asset register only amendments from last year are the addition of the new trim trail equipment and removal of 1 defibrilator. Cllr Cooper proposed approving the register. Cllr Prideaux seconded. Carried All. Cllr Gaines and Clerk signed the register Communications a) Discuss PC Facebook page This will be added to the February agenda. This will give time for the Comms committee to meet. b) Review of website 12 months on as above to be moved to February agenda Cllr Patis proposed to extend the meeting by 30 minutes. Seconded Cllr Cooper. Carried All Open Forum follow up a) Community Speedwatch Group. Cllr Patis confirmed that he is still waiting for Police approval for 8 applications to come back. Once set up the Police will do a site visit and will suggest safe locations for the speed camera. Police will be present at every session for the first 3 months. Costs confirmed are 2438 for equipment (radar, tripod and tablet) Most volunteers have their own hi-vis jackets but will probably require at least 3 (between 4.49 and 5.79 depending on size). Padded hi vis jackets are Parishioners need to be aware that the PC are facilitating this scheme, not running it. Cllr Patis suggests the addition to signage through the Parish ie 30mph painted on the roads when coming from a 60mph zone. You are entering a 30mph area Action Clerk to approach the HCC rural Speedwatch awareness group for advice etc. b) Neighbourhood watch Grant was paid to Neighbourhood Watch leader of 40 to cover the costs of new signage for around the Parish. c) Bus survey The PC facilitated the Open Meeting in order to discuss bus travel. There was plenty of support by Volunteers to help with the door to door surveys so the PC are disappointed that this part has not yet been carried out. Sadly one facilitator is unable to continue with the work so another Volunteer will be required. The PC still will continue to support this initiative but cannot be the lead. The Village Agent and Cllr Lovell have put in many hours travelling around the local area looking at routes etc. Action Cllr Lovell to bring to the February meeting the data she was already worked on Community Governance Review The working party got together on Monday 15 th January, Cllr Gaines has contacted the Chairmen of Parishes who we share boundaries with (Bullington, Chilbolton, Wherwell and Longparish) to see if they are aware of any anomalies and from that will formulate a response. One Council has already responded confirming no anomalies. Action Cllr Gaines will put notes out shortly from this meeting. Response to be given by 29 th January, Councillor/clerk training and Meetings Clerk attended a morning meeting regarding the GDPR at HALC on 11 th January, Cllr Gaines attending breakfast briefing on 17/1/2018. Clerk would like to join SLCC which costs 108 a year. Numerous benefits and reduced prices for courses/resources. Cllr Gaines proposed to join Clerk in SLCC. Seconded Cllr Cooper. Carried All Rural Community Survey Is any Cllr prepared to serve on the Rural Parish Sounding board? Cllr Patis will. Would the PC like to sign up for the British Spring Clean 2-4 March.
