1 MINUTES OF ASHELDHAM AND DENGIE ANNUAL PARISH COUNCIL MEETING HELD on Monday 3 rd July 7.30 p.m. Present: - Cllr(s) Snowdon, Moull, & Halls. In attendance: Mrs. S. Sayer (Clerk) Members of the public: 2 It was mentioned that the Parish Clerk had given three months notice of her resignation and would be leaving as at 30 th September An advert has been placed for a replacement 60. APOLOGIES FOR ABSENCE Cllr Fluker and Cllr Whiting. 61. DECLARATIONS OF INTEREST Members made the usual declaration that all members live and/or work in the District and declared a global declaration MINUTES OF PREVIOUS PARISH COUNCIL MEETING Monday 5 th June 2017 The minutes of the 5 th June 2017 were approved. Proposed: Cllr Halls and Seconded Cllr Snowdon and the corrections made from the May meeting having been previously approved subject to correction and were signed by Cllr Snowdon. 63. QUESTIONS FROM THE PRESS AND PUBLIC An opportunity for members of the public to speak and raise issues Code of Conduct consistent with Nolan Principles set out in Appendix 1 and the provisions of S29(1) Localism Act Mr. Bob Turner was present from Dengie Crops Ltd but informed those present that tractor drivers are not perfect but when they have done something wrong they are pulled up and made aware and if it happens again there are consequences. However, Mr. Turner did say that he will gladly look into any incident reported, but was not very happy when accused incorrectly as a particular incident was reported and it turned out that none of the Dengie Crops vehicles were anywhere near the area at that time. Members thanked Mr. Turner for his efforts and attending the meetings and felt that all was very positive this year and drivers were doing much better than in previous years. 64. HIGHWAY ISSUES a) There is no update available other than all defects that have been reported are on the highways website and all marked low priority. Clerk to keep chasing, especially in regard to the bad condition of the road surface. The state of the edge of Foxalls Road was mentioned again and that police cones had been placed for people to avoid the deep/long hole but one of the cones had be squashed. b) No news on the Asheldham Quarry Liaison Committee at this time. c) There is no news regarding the Asheldham Bends Project, however it was mentioned at this point that the driveway next to the bund in Southminster Road was being used as a passing place and was still not wide enough for two HGV s to pass and not sure if this bend actually meets HGV standards for a bend. It was suggested that some research taken places on the current policy 1
2 and check data to up the pressure for the bends project and see if the bends are up to taking 40ft arctic lorries according to laid down policy. d) The discussion regarding TRUCAM was deferred until another meeting and should be discussed under finance as there is a possible cost involved. e) No further news regarding piggy backing on either Tillingham or Southminster PC s speed camera training as 10 people are required. 65. TRANSPORT ISSUES a) Cllr Halls informed everyone that there was a transport meeting on 12 th June, and informed those present a diversion through Southminster due to the new road surface being laid in and around Southminster and the diversion will take people via Southfield Way. D-Bug have drop in session in Southminster on 3/7, Maldon 7/ and 8/7 10/4 in the libraries. The consultation that took place in Nov 16 and Jan 17 on the D buses resulted in D1&2 Bradwell to Southminster and Maldon don t come through Asheldham and Dengie. D4 still running until August and will no more shortly. D6 Dengie to Althorne station is being taken away. taken DART was rewarded to Arrow taxis and will be publicized at the 7/7 event. Call on demand increasing in certain areas. It is understood that the route is dictated by the calls received. TRAINING a) No training requirements at this time. 68. PARISH PROJECTS a) Cllr Snowdon informed members that they are still experiencing problems with setting up a bank account but there is light at the end of the tunnel. b) Clerk to chase again the claim at Land Registry for the triangle of land so Cllr Snowdon and progress research the utilities under the triangle and how they might affect the installation of the Dengie Village sign. 69. ESSEX COMMUNITY MESSAGING It was reported at the MDC police and crime committee that the solved rate figures were down and crime going up. The PCC has been requested for some dates for 3
4 availability at a pubic meeting in Southminster, but to date no dates have been given. 70. SUPERFAST ESSEX PROGRAMME UPDATE.Cllr Whiting has been keeping members informed by and has joined the PC up to the programme to ensure being kept up to date. 71. REPORT FROM DISTRICT COUNCILLOR In the absence of Cllr Fluker it was mentioned that the LDP was considered to be sound by the Secretary of State. 72. SECOND PUBLIC FORUM Code of Conduct consistent with Nolan Principles set out in Appendix 1 and the provisions of S29(1) Localism Act 2011 still apply. It was noted that gravel dumping had occurred on the corner by the stables. Mr. Cooper reiterated that he had received a substantive reply from the MP apologizing for the delay. It was mentioned that very disappointed in the fact that the Asheldham Bends Scheme was not progressing and it was re-emphasized regarding the severity of risk to the members of the public. Asheldham Quarry had a letter been sent to Shelley Bailey regarding clarification of the vehicle movements. A reminder was given re the promise to make a donation to ARA. Clerk to action. 73. EXTERNAL MEETINGS There is a DHGPC meeting took place on 21 st June and the next one is on 20 th September at Bradwell On Sea Village Hall. 74. DATE FOR NEXT MEETING 11 th September 2017 as clerk still on annual leave on 4 th September, however subject to members being able to attend. The meeting closed at 9.05 pm and Cllr Snowdon conveyed his thanks to everyone for their attendance. 4

It was noted that gravel dumping had occurred on the corner by the stables. Mr. Cooper reiterated that he had received a substantive reply from the MP apologizing for the delay. It was mentioned that very disappointed in the fact that the Asheldham Bends Scheme was not progressing and it was re-emphasized regarding the severity of risk to the members of the public. QUESTIONS FROM THE PRESS AND PUBLIC An opportunity for members of the public to speak and raise issues Code of Conduct consistent with Nolan Principles set out in Appendix 1 and the provisions of S29(1) Localism Act Mr. Bob Turner was present from Dengie Crops Ltd but informed those present that tractor drivers are not perfect but when they have done something wrong they are pulled up and made aware and if it happens again there are consequences. However, Mr. Turner did say that he will gladly look into any incident reported, but was not very happy when accused incorrectly as a particular incident was reported and it turned out that none of the Dengie Crops vehicles were anywhere near the area at that time. Members thanked Mr. Turner for his efforts and attending the meetings and felt that all was very positive this year and drivers were doing much better than in previous years. 64. HIGHWAY ISSUES a) There is no update available other than all defects that have been reported are on the highways website and all marked low priority. Clerk to keep chasing, especially in regard to the bad condition of the road surface. The state of the edge of Foxalls Road was mentioned again and that police cones had been placed for people to avoid the deep/long hole but one of the cones had be squashed. b) No news on the Asheldham Quarry Liaison Committee at this time. c) There is no news regarding the Asheldham Bends Project, however it was mentioned at this point that the driveway next to the bund in Southminster Road was being used as a passing place and was still not wide enough for two HGV s to pass and not sure if this bend actually meets HGV standards for a bend. It was suggested that some research taken places on the current policy 1
18 and check data to up the pressure for the bends project and see if the bends are up to taking 40ft arctic lorries according to laid down policy. d) The discussion regarding TRUCAM was deferred until another meeting and should be discussed under finance as there is a possible cost involved. e) No further news regarding piggy backing on either Tillingham or Southminster PC s speed camera training as 10 people are required. 65.
