The project s goal is to replace the on-port FTZ facility with a modern Logistics Center to be operated by a private entity. The Port s ultimate goal is for this Logistics Center to maximize the value that the Port provides to the supply chains of its client base. Information pertaining to the history, location and size of the FTZ are contained in the RFI. Additional Fact Sheets are attached as Appendix B. Firms are asked to provide their response to the items listed in the Appendix A Questionnaire, in its entirety and in the order presented. Your response must be uploaded to Bidsync. Questions and Answers: Vendor must submit questions through the Question and Answer Section (in BidSync). The County is not obligated to respond to any question received after the deadline. 3 Request for Information Construction and Operation of New On-port Logistics Center 1 Introduction 1.1 Purpose of this Request for Information Broward County s Port Everglades Department (the Port ) hereby invites interested parties to respond to this Request for Information ("RFI") regarding the potential for organizations to partner with the Port in its replacement of the on-port Foreign Trade Zone (FTZ) facility (the Project ). The Port is seeking the industry's perspective and feedback as to where it may add value to the Project through partnership with the Port in the: Development/programming, design and construction of the Project or its elements; Operation and maintenance elements of the Project; Funding/financing elements of the Project. The Port welcomes responses from entities that would partner with the Port to provide cost effective and high value services in the funding/financing, delivery of design, and construction and/or operation and maintenance services to the Project (see Appendix A Questionnaire). The port is particularly interested in receiving feedback from these types of entities: Third Party Logistics Companies (3PLs), produce houses, or individual operators with a record of accomplishment in the construction and/or the operation and maintenance of a building offering value-added services (Logistics Center) to the transportation and/or logistics industry; Developers of projects which may partner with any of the types of companies mentioned above. This RFI is an inquiry only. No contract or agreement will be entered into as a result of this RFI. There are no guarantees made or implied by the Port that the Project will result in a public procurement process for performance of any of the services contemplated herein or hereby, nor that any subsequent procurement will follow the approach described herein. 2 Project summary The project s goal is to replace the on-port FTZ facility with a modern Logistics Center to be operated by a private entity. The Port s ultimate goal is for this Logistics Center to maximize the value that the Port provides to the supply chains of its client base. Potential alternative developments for a Logistics Center could include: 1 1/4/2016 2:32 PM p. 3

4 A mix of active FTZ warehousing combined with other general value-added services which may include: consolidating and stripping of containers, de-palletizing, packaging, distribution, crossdocking, transloading, labeling, and sorting; A Logistics Center that may cater to perishables goods by providing logistics and value-added services. Specialized services may include fumigation, cold storage and quality control. (Refer to the attached material for more information on the current volume of perishables moving through the Port); and A building offering general warehousing and value-added services related to all kinds of containerized commodities, as well as serving the Port s cruise shipping business. The examples mentioned above are for the purpose of illustration. The Port would like to hear from the industry their ideas for a mutually beneficial business model. The current on-port FTZ facility sits on acres located at 3400 McIntosh Road in Hollywood, Florida, and has five buildings built between 1977 and As part of the Port s Master/Vision Plan, the existing FTZ site is scheduled to be demolished and relocated to a acres site across the street. This whole parcel would be dedicated to the development of the Project (Refer to the picture on this page). The new site is located at the entrance of Port Everglades container terminals, and adjacent to a pier to ramp Intermodal Container Transfer Facility (ICTF) operated by the Florida East Coast Railway (FEC). It is located less than a mile from Fort Lauderdale- Hollywood International Airport (FLL) and I-595 which connects to major transportation arteries including I-95 and Florida s Turnpike. A key component of the current facility is its role as a Logistics Center, offering value-added services that cater to the needs of the supply chains moving through the Port. Activities include fumigation, U.S. Customs & Border Protection (CBP) services, other warehousing services, and Foreign-Trade Zone designation. The Port values the contribution that these activities generate in allowing for better integration with the supply chains, and it is interested in having the Logistics Center being a major component of the Project and operated by a world-class company. 2 1/4/2016 2:32 PM p. 4

5 3 Port Everglades As one of South Florida s leading economic powerhouses, the Port is the gateway for international trade and cruise vacations. Consistently ranked among the top three busiest cruise ports in the world, the Port is also one of the nation s leading container ports and South Florida s main seaport for receiving petroleum products including gasoline, jet fuel and alternative fuels. The Port is a self-supporting Enterprise Fund of Broward County, Florida government with operating revenues of approximately $153 million in Fiscal Year 2015 (Unaudited). It does not rely on local tax dollars for operations. The total value of economic activity related to the Port is more than $28 billion. More than 224,000 Florida jobs are impacted by the Port, including 13,322 people who work for companies that provide direct services to the Port. For additional information visit porteverglades.net. 3.1 Foreign-Trade Zone No. 25 Broward County is the grantee of FTZ No. 25 as it received a grant of authority in Order No. 113 from the FTZ Board in The Port serves as the FTZ Operator. The FTZ is comprised of an onport facility as well as 17 noncontiguous general-purpose sites located throughout Broward County and five subzones dedicated to bulk petroleum products. For the purpose of this Project, the Port will remain Operator of the FTZ for regulatory compliance with the FTZ Board. 6 4 Submissions Organizations that do not respond to this RFI will not be precluded from participating in a future procurement, if any, for the Project. 7 Appendix A Questionnaire Respondents are invited to return the following questionnaire together with an optional cover letter (not to exceed 2 pages). The purpose of the cover letter is to introduce your company, provide information regarding relevant experience and lines of businesses and a primary pointof-contact for any follow-up questions. Detailed corporate or team experience and capability, and/or general marketing material should not be included with your response. Follow the format below. Section I. Development and Construction 1. How do you evaluate the potential of the Project? Do you see potential as a general Logistics Center or one dedicated to a particular niche market (if so, specify)? 2. Describe your preference for the business model you envision for this Project. Include uses, infrastructure elements, and value-added services. 3. Given the size and geometry of the proposed acres site (see page 2), what would be the optimal size of the building(s) you would construct for this Project? 4. The acres site proposed for the Project is designated as a FTZ. What portion of the Project (including land and building) do you envision would be activated as a FTZ? 5. Provide comments on the importance of: a. Having a rail connection to the site (there is currently no rail connection to the adjacent Intermodal Container Transfer Facility operated by the FEC); b. Crossdocking infrastructure; and c. Cold storage facilities. 6. Provide comments on whether the facility you envision may potentially create synergies with the Fort Lauderdale-Hollywood International Airport (FLL) as it relates to providing value-added services that may benefit cargo-handling activities at both the Port and FLL. 7. Of the potential models of a Public-Private Partnership (e.g., Design, Build, Finance, Operate, Maintain; Design, Build, Operate, Maintain), which would you prefer? If you have an alternative, what would you recommend? Note: the term Operate as used herein refers to the operation of the Logistics Center. It is the intent of the Port to remain as the Operator of the FTZ for the purpose of regulatory compliance with the FTZ Board. 8. If the County opted for a Public-Private Partnership consisting of a Design, Build, Finance, Operate, Maintain structure, what would you view as the optimal term of the contract? Define your assumptions. Section II. Financing 9. Under certain circumstances, the Port might be willing to contribute by financing part or all of the Project expecting a corresponding level of return on investment. If the Port was to provide financing, how would these resources be allocated? 10. If the Port were to consider other forms of alternative financing in the Project, discuss whether this would encourage additional investment by your organization. 11. 10 Perishables Port Everglades is the state leader in perishable throughput, moving nearly half of all the refrigerated containers in Florida. Volumes continue to climb. A new pilot program that allows once restricted grapes and blueberries from Peru and Uruguay to come into South Florida ports is working well and is expected to be expanded soon. In the pilot program, fruit can be shipped directly to South Florida and delivered to local grocery stores faster and at a lower cost than shipping through traditional Northern ports.
