1 DBP s Electronic Government (egov) services is an internet enabled electronic payment system which allows businesses and individuals to perform online settlement of government contributions / payments to the following agencies: Philhealth, Pag-IBIG SSS BIR Who may enroll in egov services? Businesses who have an existing deposit account* with DBP (e.g. Business clients include sole proprietorship, partnerships, corporations, cooperatives, government agencies) Individuals (BIR-Tax payments only) What are the benefits to the client? Convenient, quick, and simple as well as secure Reduce operational and administrative expenses. No service fees. No additional ADB requirement. Check account balances online. Readily available 24/7 including holidays What can be done in egov? PhilHealth filing and payment of contributions SSS filing and payment of contributions and loans Pag-IBIG filing and payment of contributions and loans BIR filing of tax returns and payment of taxes What do we need to get started with egov? Computer with Internet connection and a telephone line An account, so you can receive notifications from efps and the BIR. Type of Payments Which Can Be Made Government contributions and loans (PhilHealth, Pag-IBIG, and SSS) Filing of tax returns and payment of taxes Who Can Enrol and Use the System Employers Taxpayers BIR TAX PAYMENTS What are the steps in enrolling to egov? 1. Proceed to your DBP Branch of account to enroll to the system. 2. Accomplish the egov Enrolment Form (EEF), account opening forms (for new accounts) and submit an original Board/Partnership Resolution, Secretary s Certificate, Sangguniang Panlungsod / Panlalawigan or similar document which contains the following provisions on authority:

2 a. Authority of the Corporation / Partnership / Association / Government Agency to enrol in egov facility through DBP b. Authority of the Corporation / Partnership / Association / Government Agency or similar document to open and/or maintain a Current or Savings Account with DBP from where their contributions/payments will be debited. c. Designation of authorized company representative to perform the following: To enrol in the egov facility To assign Company Users and their corresponding Roles To terminate or cancel enrolment with DBP To sign, countersign, execute and deliver any and all documents or papers necessary in order to effect the foregoing authority d. Designation of officer(s) / partner(s) / individual(s) position and specimen signature 3. Once all documentation is complete, DBP creates and provides the authorized representative(s) of the Company with Virtual Access Number(s) (VAN) that the Company will use in connection with its enrolment in BancNet egov. 4. The Company signs on to the BancNet egov website. 5. The Company provides the correct corporate details of the Company such as but not limited to the company address, SSS number or TIN, and security setting (i.e. username, password, security questions and answers) and details of its appointed Corporate Administrator, VAN and account type. 6. The Company also provides information on the government agency(ies) it undertakes to make payments to via BancNet egov. 7. DBP notifies the Company regarding the approval of the VAN and availability of the Personal Identification Number (PIN). 8. The VAN and its corresponding PIN shall be designated for the exclusive use of the Company s authorized representatives and is not transferrable. IMPORTANT: Remember your username and password, as well as the correct answer to the challenge question. Keep your username, password and challenge question answer to yourself. Do not make it easy to guess, nor write it down. What are the responsibilities per Corporate User in egov? Corporate User Admin Responsibility Create Corporate details Request for card approval from bank Request for agency approval Map approved cards Maintain corporate users Number of Users who can access/use egov Maker Create and identify roles of corporate users Unlimited Checker Authorize or not authorize uploaded files Maximum of 9 Approver Approve uploaded file by making payments Disapprove uploaded file Unlimited What schedule do we follow when filing and paying PhilHealth, Pag-IBIG and SSS contributions and loans in egov? Below are the contribution and loan schedule for filing and payment of monthly contributions and loans in egov: If Employer with PENs ending in 0 to 4 Every 11th to the 15th of the month 5 to 9 Every 16th to the 20th day of the month First letter of Employer / Business Name A to D E to L M to Q R to Z, numerical Every 10th to the 14th day of the month Every 15th to the 19th day of the month Every 20th to the 24th day of the month Every 25th to the end of the month

3 If 10th digit of the 13-digit ER number ends in 1 or 2 Every 10th day of the month 3 or 4 Every 15th day of the month 5 or 6 Every 20th day of the month 7 or 8 Every 25th day of the month 9 or 0 Last day of the month WHAT ARE efps and EPS? Procuring Government Agencies with respect to Withholding of VAT and Percentage Taxes Government Bidders Insurance companies and Stock brokers Large Taxpayers Top 20,000 Private Corporation Other taxpayers such as Micro Small Medium Enterprises (MSMEs) may voluntarily enrol and file using either the efps/ebirforms electronic platform. Requirements in availing of the efps You should be registered with BIR Integrated Tax System; Submit to the BIR a certificate authorizing any three (3) officers designated to file the return. (Under Section 52 (A) of the Tax Code (President or representative and Treasurer or Asst. Treasurer of the Corporation). Individuals enrolling online for themselves shall be automatically activated without submitting any documents to the BIR. (Note: Detailed process is enumerated in RMO ) Enrolment in efps; and Enrolment with DBP as an AAB. Open a savings or current account with us or if you already maintain a DBP savings or current account, enrol the account in the EPS so you can use the DBP facility. efps or the Electronic Filing and Payment System is the system maintained by the Bureau of Internal Revenue (BIR) for electronically filing tax returns, including attachments, if any, and paying taxes due anytime, anywhere through the internet via debit from their enrolled bank account. EPS or Electronic Payment System is a facility provided by the DBP to its depositors wherein they can pay their taxes to the BIR by issuing a payment instruction to debit their account via the internet. DBP is an Authorized Agent Bank (AAB) of the BIR. Who can use the efps? Taxpayer Account Management Program (TAMP) Taxpayers Accredited Importer and Prospective Importer required to secure the BIR ICC & BIR-BCC National Government Agencies (NGAs) All Licensed Local Contractors Enterprises Enjoying Fiscal Incentives (PEZA, BOI, Various Zone Authorities, Etc.) Top 5,000 Individual Taxpayers Corporations with Paid-Up Capital Stock of P10 Million and above Corporations with Complete Computerized Accounting System (CAS) What is the coverage of the efps Currently, the efps allows you to e-file and e-pay for the following forms: FORM Form 0605 Form 1600 Form 1600WP Form 1601C Form 1601E Form 1601F Form 1602 Form 1603 DESCRIPTION Payment Form Monthly Remittance Return of Value Added Tax and Other Percentage Taxes Withheld Remittance Return of Percentage Tax on Winnings and Prizes Withheld by Race Track Operators Monthly Remittance Return of Income Taxes Withheld on Compensation Monthly Remittance Return of Creditable Income Taxes Withheld (Expanded) Monthly Remittance Return of Final Income Taxes Withheld Monthly Remittance Return of Final Income Taxes Withheld On Interest Paid On Deposits and Yield On Deposit Subtitutes, Trust, etc. Quarterly Remittance Return of Final Income Taxes Withheld on Fringe Benefits Paid to Employees Other than Rank and File

Access BIR website at using your internet browser. 2. Click on efps icon to go the efps home page. 3. From the efps Login page, click on Enroll to efps link. 4. The efps enrollment form appears. Complete the required fields on the Enrollment Form page. Then, click on the Submit button. 5. efps will inform you thru a pop-up message that your enrollment has been successfully received. Wait for an message from the BIR within three (3) to ten (10) working days informing you of the status of your enrollment whether approved or disapproved. Once your account has been activated, you are ready to e-file and e-pay, and perform all the functions within efps. 6. It is important for you to remember your username and password, as well as the correct answer to the challenge question. Keep your username, password and challenge question answer to yourself. Do not make it easy to guess, nor write it down. At the DBP EPS 1. Choose the appropriate entity, i.e. if Corporation, (click the New item), or Individual at the Enrolment function of the page. The corresponding enrolment page would appear. 2. Complete the required fields including the valid existing DBP account number. The transaction amount limit defines the maximum tax payment amount allowed for this user. 3. The Branch drop down list is the DBP transacting bank branch/location. This is automatically selected once a valid account number is entered. 4. Once the necessary fields have been filled, click Submit. An enrolment confirmation page will confirm the success of the enrolment process showing the enrolment number and other instructions that the enrolee must follow in order for the DBP EPS account to be activated. The Corporate user has the option to enrol another Corporate authorized representative. Simply click the Add New User button. Another Corporate enrolment page, would appear with the relevant data already filled up. Just fill up all the other empty fields. How to E-Pay from the BIR Site or from DBP website: 1. Ensure that your account is sufficiently funded prior to initiating any payment. 2. Access the BIR efps website either from bir.gov.ph/ or from DBP s website devbankphil.com.ph 3. Enter the username and password on the BIR efps login page and then click Login. 4. Answer the BIR efps challenge question page and click Submit.

5 5. Perform tax inquiry. On the BIR efps User s Menu, choose the BIR form drop down list and then click the Tax Return Inquiry button. 6. On the Tax Return Search page, choose the Return Period and click the Get Tax Filed button. The BIR Tax Return form of the user will be automatically displayed. 7. Click Proceed to Payment button at the bottom of the Tax Return Form. 8. On the efps Payment Form select / click the Fund Transfer check box. 9. Select DBP as the transacting bank. On the Depository Bank drop down list box choose the DBP branch where the taxpayer s account is active. Then enter the amount to be paid and click Submit. 10. The DBP E-Payment System username and password page will be displayed. 11. Enter the username and password provided for the particular TIN number enrolled and activated in the DBP EPS. 12. Enter the challenge question answer for the TIN number enrolled and activated in the DBP EPS. 13. If successful, the DBP EPS payment Acknowledgment Number will be displayed. It serves as a proof of the E-Payment Transaction with the BIR efps through the DBP EPS and that DBP has received his payment instructions. A Filing Reference Number is also generated for the successful filing transaction. The return is deemed filed on the date appearing in and a Filing Reference Number is generated. 14. A message will be sent to the BIR efps server and the BIR efps payment status page will be displayed. The Confirmation Page from BIR with DBP s Confirmation Number serves as proof that the e-payment transaction with BIR efps through DBP EPS is successful. 15. The set cut off time is 10:00 PM. Payment instructions issued by the Client and received by the Bank after the set cut-off time or Saturday, Sunday and holidays shall be considered as a transaction of the following banking day.
