3 News from the UNDP JPO Service Centre 2010 Client Satisfaction Survey From the JPO Service Centre Results of the 2010 JPO, Donor and Organization Surveys are online! We are proud to announce that the satisfaction rates continue to be very high. For example, 77% of JPOs are satisfied or very satisfied with their assignment. The results also testify the continuous satisfaction on the administrative support provided by the JPO Service Centre with 91% of the respondents either satisfied or very satisfied. Thanks to all respondents! Read more... News from the Team The JPO Service Centre is very pleased to announce that Natallia Faustmann has joined the team, as a Human Resources Associate. Natallia works in the UN Agencies Team and supports WHO and their JPOs. Previous to her JPOSC assignment, she worked 9 months with the UNDP Benefits and Entitlements Services, servicing clients from UN Women, UNCDF, UNU and UNV on the processing of benefits and entitlements. Natallia is of Belarusian nationality and has an educational background of MBA in international business and marketing. She also brings with her valuable experience working with recruitment and HR in the private sector as well as broad administrative experience. Eiko Lew-Sato joined the UNDP Learning Resources Centre team in NY Headquarters, as a Learning Analyst. She will be coordinating, planning, developing and delivering JPO learning activities. Her activities will also involve researching and developing leadership development and management skills learning programme for UNDP entry level managers. She looks forward to working with the JPOSC in delivering learning activities for JPOs. She graduated from Teachers College, Columbia University, with Educational Masters in International Educational Development. UNDP e-mentoring Programme We celebrate the first year anniversary of the launch of the JPO Induction e-mentoring Programme. The objective of the e-mentoring Programme is to support new JPOs assigned to UNDP in taking up their assignment. The Programme matches new JPOs with experienced JPOs in their second or third year of the JPO assignment, Special Assistants to the UN Resident Coordinator (SARCs), or current UNDP staff members who were recently JPOs. It is the intention that experienced current JPOs, SARCs, or former JPOs will mentor new JPOs during the first six months of their assignment. Read more/register UNDP JPO Service Centre - 3
4 News from our JPOs on the field From JPO to SARC Piedad Martin has kindly accepted to tell us her story and guide us through her career and impressions. After being a JPO in Colombia, she has now taken up her new assignment as a Special Assistant to the Resident Coordinator (SARC) in Mexico City. Read her story... SARC-NET Following the launch of UNDP Teamworks platform as an integral part of the organization s effort towards revamping its knowledge management, a space named SARC-NET has been created on Teamworks for the Special Assistants to the Resident Coordinators group. Teamworks is UNDP s online social networking platform that enables UNDP and its external partners to leverage the collective knowledge of communities, individuals, programmes and projects. The SARC-NET provides a space for interaction among SARCs and it allows for a streamlined communication of the JPO Service Centre team with the SARC community. On this new network, SARCs can share and receive knowledge and information on diverse issues, ranging from training and career opportunities to work-life balance advice, including any other topic they wish to bring up for guidance and debate. JPO Story: An ounce of Action is worth a ton of words... Former Dutch JPO with UNDP in Honduras, Patrick Haverman is now working on coordinating the Millennium Villages project in 13 countries with UNDP RBA (Regional Bureau for Africa) in New York. Read his story First UNDP JPO endorsed by the Compliance Review Board Update on JPO Policies The UNDP JPO Recruitment Guidelines were approved in December The Guidelines introduce a standard process for JPO recruitments aligned with the UNDP Recruitment and Selection Framework. In addition, the Guidelines introduce a Compliance Review Board (CRB) process for JPO/SARC appointments. The Guidelines introduce three categories of JPO recruitments, and only the recruitments which fall under category 1 (where the recruitment process is fully managed by UNDP) and category 2 (where the recruitment process is carried out jointly by the donors and UNDP) will be presented to CRB for endorsement. The role of the CRB is to review whether recruitment process has been carried out according to the UNDP Recruitment Guidelines. JPOs whose appointments have been endorsed by CRB will be given internal candidate status with UNDP. The JPO Recruitment Guidelines are being implemented for category 1 and 2 JPO recruitments starting from January 2011, based on the agreement with the respective donor country. The first JPO recruitment implemented within the framework of the new JPO Recruitment Guidelines and presented to CRB was for a position with the UNDP Office of Human Resources (OHR) in New York funded by Finland. 5 JPOs/SARCs administered by the UNDP JPO Service Centre Brief introduction to the JPO and SARC Programmes The Junior Professional Officer (JPO) Programme offers young professionals under 32 years the opportunity to gain two to three years of experience in multilateral development cooperation. In turn, JPOs bring up-to-date academic knowledge to recipient UN Organizations. In 2003, UNDP expanded its JPO Programme to include a Special Assistant to the Resident Coordinator (SARC) Programme in response to a need for supporting UN coordination in the field. SARCs are experienced young professionals (in many cases former JPOs) recruited at the P3 level. The SARC Programme is currently funded by Denmark, Spain and Sweden. Both the JPO and SARC Programmes allow UNDP and other United Nations entities to augment professional staffing capacity and to create a pool of talent to tap into for future staffing needs. Both Programmes also give participating donor countries a unique opportunity to strengthen their national capacity in the field of cooperation and to market their nationals with the UN System. Role of the UNDP JPO Service Centre Part of the UNDP Office of Human Resources, the UNDP JPO Service Centre (JPOSC) is in charge of the following activities: Overall management of the UNDP and affiliated (UNCDF, UNDOCO, and UNV) JPO Programme, as well as the SARC Programme. This responsibility includes strategic donor activities, such as JPO/SARC placements, supervision, career planning, etc. Day-to-day contracts, benefits and entitlements administration of all or some JPOs assigned to partner UN Organizations (UN Women, UNAIDS, UNFPA, UNIDO, UNITAR, UNOPS, UNRWA, UNSSC, UNU, UPU, and WHO). As of 1 April 2011, the UNDP JPO Service Centre is administering 359 JPOs and 44 SARCs: 221 JPOs/SARCs are assigned to UNDP and affiliated funds and programmes (UNCDF, UNDOCO and UNV) 182 JPOs are assigned to partner UN Agencies that have delegated the administration of part or all of their JPO Programme to UNDP. 6 Breakdown by Organization As of 1 April 2011, the UNDP JPO Service Centre (JPOSC) administers 359 JPOs and 44 SARCs, assigned to 11 UN entities. 9 Upcoming Activity As of 1 April 2011, 72 JPO and 1 SARC positions have been selected by the donor community and are in the process of being filled. The recruitment process varies from post to post: some JPOs/SARCs are in the final recruitment stage, while other placements will be advertised in the coming months. Greece has joined the UNDP JPO Programme with four upcoming JPO posts. 12 UNDP JPOs and SARCs Breakdown by Gender The SARC population is more gender-balanced than the JPO population, which reflects the fact that males are more represented in higher level UN positions. 14 UNDP JPOs and SARCs Overall Breakdown by Region One JPO/SARC out of three is assigned to sub-saharan Africa, confirming the donors interest in supporting one of UNDP s key regions of intervention. The number of JPOs assigned to Headquarters locations has increased over the years, but it remains stable in relative terms along the years (between 20 and 25% of the total JPO/SARC population) thanks to the increasing number of field-based SARCs. 18 UNDP JPOs Retention Rates Retention groups are defined as follows: Retained, current UN Staff groups former JPOs that still work in the UN System. Retained, former UN Staff groups former JPOs that worked for at least six months within the UN System after their JPO assignment but that currently have another professional activity or occupation. Non Retained JPOs groups former JPOs that did not work at all, or worked for less than six months, within the UN System after the completion of their JPO assignment. Over the last ten years, at least 46% of UNDP and affiliated JPOs continued working in the UN System after their JPO assignment; and at least 1 JPO out of 3 still works in the UN System. This figure is probably higher as it is not possible to keep a perfectly accurate carrier track of all separated JPOs.
