3 News from the UNDP JPO Service Centre From the JPOSC Team From the JPO Service Centre The JPO Service Centre team encountered some changes in the past weeks as Yasmina Rais El Fenni, Human Resources Assistant, has left the team. She worked for more than two years ago with the JPO Service Centre and we take this opportunity to thank Yasmina for her great work. We are wishing her all the best for her new projects! Client Satisfaction Surveys: Results are Online Yasmina Rais El Fenni We are pleased to inform you that the results of our yearly Client Satisfaction Surveys are online! Like in the past years, three surveys were sent to seek feedback from the following stakeholders: JPO/SARC Donors, JPOs/SARCs and Partner UN Organizations. We are proud to announce that the satisfaction rates continue to be very high, and that the results testify the continuous excellent administrative support provided by the UNDP JPO Service Centre, with over 9% of the JPOs &SARCS either satisfied or very satisfied with our services. We will do our utmost to reflect your comments in our current and future activities. Besides, a one-time survey targeting UNDP Duty Stations that hosted JPOs/SARCS in was recently launched. Thanks to all respondents. Read more... Update of the JPO online request system We would like to inform you that the online JPO Request System has been updated: all JPO requests that were more than two years old have been removed. UNDP Country Offices and Headquarters Units can post one or several JPO requests. Offices that have already submitted a request should ensure that the information available in the system is up to date and reflects the needs of your office. We also recommend that requesting Offices also get in touch with relevant representatives of the donor community in the country in question, to inform them about your request and discuss their potential interest in funding a JPO. Furthermore, with a view to meet competing demands, we recommend that you discuss your JPO needs with your Bureau for prioritization. 4 HR Updates eservices As of January, our JPOs & SARCs can submit online their Rental Subsidy, Home Leave and Educational Grants requests thanks to a new service named eservice. The HR eservices module allows our JPOs and SARCs to access their personal human resources information such as pension, salary and insurance for instance. In line with the Agenda for UNPD s organizational Change, this fosters performance improvements in value-added customer service, allowing staff to focus on development work. The HR eservices Modules are located in Atlas HCM. Home Leave and Rental Subsidy As part of the continuing efforts to streamline UNDP Human Resources administration while ensuring accountability and alignment to the UN Staff Rules, we are pleased to announce new policies and procedures for Home Leave and Rental Subsidy that came into effect as of January. All eligible UN International staff members had to review the policies and procedures and familiarize themselves with the changes as new conditions and responsibilities have been introduced along with an overall simplification. JPO Story: Ruben Antonio Pagés, Be an Activist News from current and former JPOs Mr. Ruben Antonio Pagés, JPO currently funded by Spain, shares with us his experience in Guatemala with UNAIDS. He is talking about his passion and commitment to work on HIV. He also gives some insights on Guatemala: its outstanding aspects, the people but also the challenges he encountered. Read his story... Career paths of Former JPOs: Mr Jens Wandel Ruben Antonio Pagés We are pleased to announce that the UN Secretary-General has appointed Mr. Jens Wandel (Denmark) as Assistant Administrator and Director, Bureau of Management. Mr Wandel was serving until now as Deputy Regional Director, Regional Bureau for Europe and the CIS, UNDP Bratislava. He also started his career with UNDP as a Danish-funded Junior Professional Officer in Samoa ( ). 5 JPOs/SARCs administered by the UNDP JPO Service Centre Brief introduction to the JPO and SARC Programmes The Junior Professional Officer (JPO) Programme offers young professionals under years old the opportunity to gain two to three years of experience in multilateral development cooperation. In turn, JPOs bring up-to-date academic knowledge to recipient UN Organizations. In, UNDP expanded its JPO Programme to include a Special Assistant to the Resident Coordinator (SARC) Programme in response to a need to support UN coordination in the field. SARCs are experienced young professionals (in many cases former JPOs) recruited at the P level. The SARC Programme is currently funded by Denmark, Spain and Sweden. Both the JPO and SARC Programmes allow UNDP and other United Nations entities to augment professional staffing capacity and to create a pool of talent to tap into for future staffing needs. Both Programmes also give participating donor countries a unique opportunity to strengthen their national capacity in the field of cooperation and to market their nationals with the UN System. Role of the UNDP JPO Service Centre Part of the UNDP Office of Human Resources, the UNDP JPO Service Centre (JPOSC) is in charge of the following activities: Overall management of the UNDP and affiliated (UNCDF, UNDOCO, and UNV) JPO Programme, as well as the SARC Programme. This responsibility includes strategic donor activities, such as JPO/SARC placements, supervision, career planning, etc. 6 Number of JPOs and SARCs Day-to-day contracts, benefits and entitlements administration of all or some JPOs assigned to partner UN Organizations (UN Women, UNAIDS, UNFPA, UNIDO, UNITAR, UNOPS, UNRWA, UNSSC, UNU, UPU, and WHO). 8 As of April, the UNDP JPO Service Centre administers JPOs and 6 SARCs, as follows: 9 JPOs/SARCs are assigned to UNDP and affiliated funds and programmes (UNCDF, UNDOCO and UNV) JPOs are assigned to partner UN Agencies that have delegated the administration of part or all of their JPO Programme to UNDP. 6 Jan. 6 Jan. 7 Jan. 8 Jan. 9 UNDP JPOs non-undp JPOs Jan. Compared to the first quarter, the total number of JPOs/SARCs administered by the JPO Service Centre has decreased by %. This is the highest percentage of female participants in the JPO/SARC Programmes ever. The recruitment process varies from post to post: some JPOs/SARCs are in the final recruitment stage, while other placements will be advertised in the coming months. 11 Focus on the UNDP JPO/SARC Programme UNDP and affiliated JPOs Breakdown by Entity The UNDP JPO population includes JPOs directly assigned to UNDP, as well as to UNCDF, UNDOCO and UNV. Until January, JPOs assigned to UNIFEM (now part of UN Women) were included in the UNDP JPO population. The total number of UNDP and affiliated JPOs has therefore decreased now that UN Women JPOs are no longer included. 13 UNDP JPOs and SARCs Breakdown by Gender The SARC population is more gender-balanced than the JPO population, which reflects the fact that males are more represented in higher level UN positions. This trend is however slightly reversed in the current stats, as the pool of potential SARC talent is becoming increasingly female-based. The number of JPOs assigned to Headquarters locations has increased over the years and now reaches 9% in relative terms (8% for the JPO population and % for the SARC population). 22 UNDP JPOs Retention Rates Retention groups are defined as follows: Retained, current UN Staff groups former JPOs who still work in the UN System. Retained, former UN Staff groups former JPOs who worked for at least six months within the UN System after their JPO assignment but who currently have another professional activity or occupation. Non retained JPOs groups former JPOs who did not work at all, or worked for less than six months, within the UN System after the completion of their JPO assignment. Over the last ten years, at least 6% of UNDP and affiliated JPOs continued working in the UN System after their JPO assignment; and at least JPO out of still works in the UN System. This figure is probably higher as it is not possible to keep a perfectly accurate carrier track of all separated JPOs. The detailed figures below are based on available information as of August. Updated figures will be shared in the next issue of this Bulletin.
