1 2019 State Employee Health Plan Open Enrollment Enrollment Questions What is Open Enrollment? Open Enrollment is the time of year in which plan elections can change and dependents can be added or removed without providing documentation of a qualifying event. This is also the only time of year when a new plan election can be made. Open Enrollment is mandatory for all benefit-eligible State of Kansas employees currently active on any SEHP coverage, except members only enrolled in vision coverage. Members who do not participate in Open Enrollment will be defaulted into Plan N with an HRA, regardless of their 2018 plan year elections. When is Open Enrollment for Plan Year 2019? Open Enrollment in the Member Administration Portal (MAP) will be available October 1 through October 31. through October 25. Eleven on-campus informational meetings and six open lab sessions will be hosted by WSU Human Resources throughout the month of October. How can I learn about any benefit plan changes for plan year 2019? through October 25. Eleven on-campus informational meetings and six open lab sessions will be hosted by WSU HR throughout the month of October. How do I register for the informational webinars, on-campus informational meetings and open lab sessions? For a full listing of Open Enrollment events, including in-person presentations, online webinars, and lab sessions for assistance, please visit the Open Enrollment Website. During the webinars, will I have the opportunity to ask questions? Yes, the webinars will offer the ability to type in a question. At the conclusion of the webinar, KDHE will answer as many questions as possible given the time allowed. All questions and answers will be compiled and posted on the SEHP website so that employees can browse questions asked by other members. Can I come to the Human Resources office to learn about benefit plan changes or if I need assistance with the Member Administration Portal? Due to the volume of assistance that the Total Rewards team will be providing to employees during the Open Enrollment period, members are encouraged not to come to the Human Resources office for assistance. Informational webinars, on-campus informational meetings and open lab sessions have

2 been scheduled to assist employees with learning about the benefit plan changes and to assist with the Member Administration Portal. If you come to the Human Resources office, it is very likely that a member of the Total Rewards team will not be available to assist you at that time. General benefits questions can be ed to totalrewards@wichita.edu. If I waived all SEHP coverage in 2018, do I need to do anything? No. The only members who are not required to participate in Open Enrollment are those who have waived all available coverages or those who have only enrolled in vision coverage for the 2018 plan year. Members who have waived all coverages in the 2018 plan year and do not participate in Open Enrollment will also be waived for all coverages in the 2019 plan year. If I don t want to make any changes to my benefits, do I need to do anything? Yes. Members currently enrolled in SEHP coverage will need to participate in Open Enrollment, even if they don t plan to make any changes to their coverage elections or covered dependents. Members who do not participate in Open Enrollment will be defaulted into Plan N with an HRA, regardless of their 2018 plan year elections. If I don t want to make any changes to my benefits, why do I have to participate in Open Enrollment? The Kansas HealthCare Commission determined that all State of Kansas Open Enrollment periods are active enrollments going forward. Members are encouraged to review the plan options carefully. Individual medical situations may change from year to year. It is important to ensure that the plan options that you elect are the best option for you and your family s needs. Factors to consider are cost, coverage, provider networks, and current healthcare needs. What happens if I don t access the Member Administration Portal to confirm my benefit plan elections for plan year 2019? Members currently enrolled in SEHP coverage will need to participate in Open Enrollment, even if they don t plan to make any changes to their coverage elections or covered dependents. Members who do not participate in Open Enrollment will be defaulted into Plan N with an HRA, regardless of their 2018 plan year elections. If I am eligible for HealthyKids for 2018 and I want to continue for 2019, do I need to apply for 2019? Yes, employees must apply for HealthyKids for each year in which they want to participate. If I am only enrolled in the MetLife voluntary plans (i.e., Critical Illness, Hospital Indemnity and/or Accidental Insurance), do I have to enroll? Yes, members currently enrolled only in the MetLife voluntary plans must participate in the Open Enrollment to continue with the MetLife voluntary plans. Members who do not participate in Open Enrollment will be defaulted into Plan N with an HRA, regardless of their 2018 plan year elections. If I need help using the Member Administration Portal, what opportunities do I have for assistance?

3 Six open lab sessions have been scheduled during the month of October. These are not informational meetings, so members should have election decisions made prior to attending. Three additional labs have been scheduled for employees in Physical Plant. Please see Lindsay Thompson to sign up for one of these sessions. We do request that you sign up for a session in advance so that we can ensure that adequate resources are available. If I don t work on the main campus, what options do I have to learn about the benefit plan changes? through October 25. A recorded version of the webinar will be available for viewing after the final webinar on or after October 25. If I recently joined the University and am in the process of making my Initial Enrollment elections for 2018, do I also need to make Open Enrollment elections for 2019? Yes, you must complete both the Initial Enrollment and Open Enrollment. The only exception would be for employees that waive SEHP coverage during Initial Enrollment. I have not previously covered by spouse and/or dependent children, can I add them during the Open Enrollment period? Yes, you may add an eligible spouse and/or dependent children. You will need to upload acceptable documentation directly into the Member Administration Portal prior to making your Open Enrollment elections. Appropriate documentation varies depending on the family member s relationship to you. Spouse: A valid social security number AND Copy of marriage certificate OR copies of page 1 and 2 of the current year s filed Federal Income Tax Return that indicates the filer s name, employee and spouse s name, employee and spouse s signatures, and each signature date Child: A valid social security number AND birth certificate or hospital announcement for newborn containing both parent s names. Note: birth registration cards are not acceptable documentation. Stepchild: A valid social security number AND BOTH marriage certificate AND birth certificate or hospital announcement for newborns containing both parent s names. Note: birth registration cards are not acceptable documentation. Benefits Questions Are there any changes to the insurance plans being offered for 2019? No, the same five plans will be offered with no deductible, coinsurance, copayment or out-of-pocket changes. With the exception of the health savings accounts (HSA) and health reimbursement accounts (HRA), all plans will continue to be administered by the same vendors. Which vendor will administer the HSA and HRA in 2019? HSA and HRA will be administered by NueSynergy in NueSynergy has been the administrator for the flexible spending accounts (FSA) so will now administer all three plans. If I have an account balance remaining in my HSA in 2019, will I be able to transfer it to NueSynergy?

4 Yes, employees will have the option to transfer their HSA account balance from Optum to NueSynergy. There is a form that can be downloaded during the enrollment process which will authorize the account balance to be transferred. If I don t already have an account with NueSynergy, will I receive a new debit card? Yes, NueSynergy will begin mailing debit cards to new participants in early December. One card will be mailed to each participant. If you need additional cards for a spouse and/or dependent child, you will need to request the additional cards. If I already have a FSA with NueSynergy, will I receive a new debit card for my HSA or HRA? No, your current NueSynergy debit card will be used for your HSA or HRA. If I have more than one account (i.e., FSA, HRA or HSA) with NueSynergy, how will NueSynergy know which account to pay from? NueSynergy will pay claims from the accounts that are use-it-or-lose-it (i.e., FSA and HRA) first. If there is no FSA or HRA account balance, it will then pay claims from any HSA account balance. If you want to pay a claim from the HSA first, you will need to file a manual claim. Why is the health insurance premium increase for coverage with spouses (i.e., employee plus spouse and employee plus family) so much higher than the increase without spouses? According to KDHE, the premiums for spousal coverage were well below the market rates and not covering the claim costs. An actuarial study was completed to calculate the rate increases necessary to get to market rates and adequately cover claim costs. There was a multi-year plan developed which would increase the rates each year as it wasn t feasible to apply the increase in one year. This is the final year of the multi-year increases. If I don t elect health insurance coverage, can I elect dental insurance coverage? Yes, beginning 2019 you will be able to elect dental insurance coverage as a standalone plan. HealthQuest Are there any changes to HealthQuest for 2019? No, the same HealthQuest components remain for If I have previously completed the Naturally Slim program, can I complete it again in 2019 and earn HealthQuest points? Yes, you will earn HealthQuest points for 2019 by completing the Naturally Slim program. Additionally, the program added all new videos beginning in April 2018 so if you completed the program prior to that time, the content will be new. Identification Cards Will I receive new identification cards in 2019?

5 Caremark is the only vendor that will send new identification cards to all members. All other vendors will only mail new identification cards to members that are newly enrolled or changed plans.
