Please share your feedback and suggestions: info.mimu@undp.org What is the 3W The Who does What Where database, or 3W, is a tool which tracks the implementation of humanitarian and development projects to support coordination, planning and efficient use of resources. In Myanmar, the 3W is compiled by the Myanmar Information Management Unit every six months based on reports provided voluntarily by contributing agencies. The 3W shows - which organizations (WHO), - are carrying out which activities (WHAT), - in which locations (WHERE). The MIMU Myanmar 3W collects information on projects which are Planned, Under Implementation, Suspended or Recently Completed at the time of data collection. The 3W Data file displays all project data from these three project stages, whereas the 3W Maps and Tables include only Projects Under Implementation. The 3W provides information at a number of different levels: (WHO) Organizations are disaggregated by agency type - UN, International and National NGOs, Community-based organizations, Red Cross agencies, as well as Donors and Embassies directly implementing interventions. (WHERE) The geographic location of activities to State, Township, Village Tract and Village/Camp level. The MIMU 3W describes projects at village level (online mapping, data files), at Village Tract level (sector- and sub-sector static maps), and at township levels (3W dashboard and sector-level static maps and tables). All of these products can be found on the MIMU website The Myanmar 3W is linked to the use of Place codes (Pcodes) which enable data from different sources to be combined. The Mar 16 3W is based on the Aug 2015 MIMU P-code release (Version VIII) which provides unique P-codes and standard English transliterations of names for settlements across the country. This exercise also includes information on activities in IDP camps/sites in Rakhine, Kachin and Shan (North). (WHAT) Activities are presented at Sector and Sub-sector levels. This 3W covers 22 sectors, classified into 158 separate sub-sectors. Sector/sub-sector definitions have been defined by the sector/cluster working groups or, where there is no such established group, through consultations with groups of individuals working in the specific sector. To note that 3W data reflects the spread of the agencies activities but not the extent to which needs are covered. MIMU Mar 16 3W - Overview, page 1

2 Availability of 3W products MIMU 3W Mar 2016 The Mar 16 3W will be released as various information products: 1) All Projects Activities 3W Dashboards this tool, developed by the MIMU, gives an overview of the 3W results by agency, sector and township location of all projects. 2) Technical Assistance Activities 3W Dashboards this tool, developed by the MIMU, reflects Technical Assistance activities (i.e. to or through Myanmar s Government) by agency, sector and Township location of projects. The MIMU Technical Assistance dashboard also integrates data collected by the Mohinga Aid Information Management System on TA provided by the wider set of Development Partners. 3) Online Interactive 3W a tool developed by the MIMU team which allows users to search by sector/sub-sector, township, Village Tract and Village. These maps can be viewed online and printed. All Sectors Map - By Sector Map - By Type of Organization - 4) Static (pre-prepared) Maps and Tables can be downloaded from the MIMU website and are also disseminated on DVDs for those with limited internet access. The main products are; o Sector coverage presented by Township and by Village Tract, o Village Tract coverage of the most common sub-sectors, o Detailed State/Region breakdown showing concentration of activities by Village Tract o Detailed Village Tract products on specific geographic areas including the Dry Zone, South East and specific States/Regions with higher levels of agency activity. 5) Additional detail additional and more detailed products, including information on completed and planned activities, can be drawn from the 3W Data file, and can be visualised in different ways by the MIMU on request. Village + Camp-level Results The Mar 16 3W provides a snapshot of active project implementation as of March 25 th, 2016 in villages and IDP camps across Myanmar as reported by implementing agencies. Information on planned and recently completed projects can be found in the 3W Data, available as an Excel file, and are also reflected on the 3W Dashboard. For this 3W round, individual requests were sent to 469 agencies, 218 of whom responded (47%). There was a very good rate of response from agencies who had previously contributed, and non-responders tended to be national NGOs who have never contributed in the past. Based on their inputs, 113,038 records were updated in the MIMU 3W database. This Overview covers Village and Camp-level results (i.e. activities for all beneficiaries of agency interventions - displaced and non-displaced). MIMU Mar 16 3W - Overview, page 2

3 Who: 218 agencies contributed information to this 3W round a 6% increase over the last year. NGOs, the main implementers at field level, contributed 85% of the 3W inputs (91 INGOs, 60 NNGOs and 38 BBOs). The MIMU continued to actively seek information on activities in the southeast region; inputs were received from 38 Border-based organizations (BBO) 11 more than in the previous round in April BBOs were active mainly in the WASH, Protection and Food sectors. Organizations reporting 3W Updates April 15 Mar 16 INGO 89 (43%) 91 (42%) NNGO 60 (29%) 60 (28%) UN 16 (8%) 16 (7%) Red Cross 9 8 CBO* 2 3 Donor 1 1 Embassy 1 1 BBO* 27 (13%) 38 (17%) TOTAL The ongoing increase in agency contributions has been largely due to the MIMU s proactive approach which included follow-up with individual agencies, training sessions and support to data entry, as well as the provision of a variety of visual and analytical products to facilitate the use of the 3W results. 24 agencies (34 participants) took advantage of the six 3W Support Sessions offered in Yangon for this round. The last Countrywide 3W in March/April 2015 was followed by the Emergency/Flood 3W to capture information on agencies activities in response to the floods/landslides that affected 12 of Myanmar s 14 States/Regions. 68 agencies provided information on their project activities to township and sector level for this Flood 3W in July-September BBO* - Border-based Organization, CBO* - Community-based Organization What: This 3W covers 22 sectors and 158 sub-sectors as defined by sector working groups. Social Protection and Responsible Tourism Sectors were added in this 3W round. Sub-sectors were also introduced for the Environment sector, and Livelihoods activities were disaggregated from those relating to Infrastructure to better reflect the cash-for-work activities. Agencies continue to be most numerous in the Health sector (37% of reporting agencies), followed by Livelihoods (31%), Protection (29%), Education (27% respectively), Agriculture and WASH (25% respectively), Food (18%), Governance (17%) and Environment (15%). Sectors with the lowest number of active projects were Responsible Tourism (1% - newly added), CCCM, Non-Food Items and the newly-added Social Protection sector (3% respectively) and Coordination (4%). 4 NGOs (international and national) are most active in Health, Livelihoods, Protection, Agriculture and Education sectors. A significant number of INGOs are engaged in Health, Livelihoods, Agriculture and Protection sectors. United Nations agencies reporting in this round were mainly engaged in Health, Livelihoods and Education. Where: Activities were reported in 68% (9,343) of the 13,784 Village Tracts across the country. This 3W uses, as a base, the administrative divisions published by the General Administration Department, Ministry of Home Affairs (August 2015 Village data). (More details can be found in the MIMU Pcode VIII release, In addition to the 330 gazetted Townships, the MIMU administrative divisions also reflect the 26 townships within the Wa and Kokang Self-Administered Zones (gazetted as 6 TS in Wa and 2 TS in Kokang). Village Tract level 3W maps include agency, sector and sub-sector coverage. To note that there is a wide variation in the size of Village Tracts and project activities may be concentrated in relatively small areas of a Village Tract. 5 Overview of Activities by State / Region Contributing agencies reported ongoing activities in all States and Regions. INGOs, NNGOs and UN agencies show the widest geographical coverage, being active in all States and Regions. Yangon and Ayeyarwady had the largest concentration of agencies, with 82 or more organizations active in these states. These were followed by Kayin (73 agencies), Mandalay (68), Mon and Sagaing (62), Magway (61) and Shan North (60). The lowest agency presence overall continued to be in areas with lower populations - Shan (East), Nay Pyi Taw and Bago (West). The 38 Border-based agencies contributing in this round were mainly concentrated in Kayin (16 agencies), Kayah (10), Bago (East) (8), Mon (7), Tanintharyi (6) and Shan (South) (5). 6 An approximate comparison of the number of projects against State/Region population indicates a general trend of more projects in the more populated areas, and lower numbers of projects in areas with lower population. 7 Summary by Sector MIMU 3W Mar 2016 The 22 Sectors are classified into 158 sub-sectors based on definitions developed by the cluster/sector working groups; the number of subsectors varies from 19 in Health to only one sub-sector defined for the Infrastructure sector. This summary considers only the most frequently reported sub-sectors. Information on the full range of 158 sub-sectors is available through the MIMU website or on request. This covers activities for development and IDP-focused activities. Note that one project may have several sectors and sub-sectors and a number of locations. Implementing agencies activities are most concentrated in Yangon, Ayeyarwady, Magway and Mandalay Regions and least concentrated in Nay Pyi Taw and Shan (East). In terms of project types, Maternal and Child Health activities are the most frequent Health sector activity with 48 projects active in 160 townships. This is followed by HIV/AIDS Programme (47 projects in 322 townships) and Basic Health Care projects (33 projects in 115 townships). At township level, HIV/AIDS and Malaria projects were reportedly the most widespread, being present in three-quarters or more of the townships. Maternal and Child Health activities were the most numerous at village level (160 townships and 6,275 villages). This is followed by Malaria Programme activities (310 townships and 4,612 villages) and TB Programme (242 townships and 2,552 villages). The main decrease in the coverage of Reproductive Health Care interventions, reportedly implemented in 2,578 less villages than previously due to less reporting at village level by 2 INGOs. However, a slightly increase in the number of villages reported with HIV/AIDS programme and Health Education activities. 2. Agriculture The second largest sector of agency intervention is Agriculture, with 121 projects currently being implemented by 25% of the reporting agencies (55). Activities were mainly focused on Agriculture Development, Agricultural Extension, Agricultural inputs and Capacity Building. Implementing agencies are most concentrated in Ayeyarwady (20 agencies), followed by Shan (North) (11 agencies) and Magway, Rakhine and Chin (10 agencies in each) and least concentrated in Shan (East) and Tanintharyi. Activities related to Agriculture Water Resources were the reportedly the most widespread, in 150 townships and 3,985 villages in 1,965 Village Tracts (more than two times the VT coverage of other Agriculture sub-sectors). This is followed by Capacity Building in 1,559 villages, Agriculture Development (1,363 villages), Agriculture Inputs (957), Agricultural Extension (648), Livestock and Poultry (507) and Plant Protection (412). 10 Changes since the last 3W in Apr 15: A 30% decrease in the overall number of villages reporting with 7 projects ending since the last 3W round, especially in Capacity Building and Agriculture Water Resources Activities. 3. Protection Protection is the third largest sector, implemented by 29% of contributing agencies. The 118 projects focus mainly on Child Protection and on Promoting Gender Equality and Empowerment of Women. Implementing agencies are most concentrated in Yangon, Kachin, Mandalay, Shan (North), Mon, Ayeyarwady, Shan (South), Rakhine and Kayah and but there is presence of 5 or more agencies in all states and regions. Child Protection Activities were the most widespread, reported as present in 56% of all townships, and being implemented in 2,534 villages. The major increase in the number of villages reached by Child Protection (more than double in this period) may reflect improved village level reporting by INGOs. 4. Education 59 agencies reported 112 Education projects country-wide. At village level, agencies were most active in Early Childhood Development, Quality Basic/Formal Education and Non-Formal Education. Implementing agencies are most concentrated in Yangon (24 agencies) and followed by Kayin (15), Ayeyarwady (14), Rakhine and Magway (12 in each), Kayah (11) and Mandalay, Shan (North) and Sagaing (10 in each), and least concentrated in Shan East (3). Non-Formal Education activities are the most widespread in terms of township level (implemented in 96% of Townships), whereas ECD is the most frequent village-level intervention, present in 1,870 villages in 39% of townships. Livelihoods The fifth largest sector of agency intervention is Livelihoods (97 projects by 68 agencies). Income Generation Support, Vocational Education and Training, Microfinance and Support to CSOs are the most frequent project activities in this sector. Implementing agencies tend to be more concentrated in Yangon and Ayeyarwady regions and followed by Kayin, Kachin, Sagaing, Magway, Mon and Chin. Microfinance activities are the most widespread (10,687 villages across 138 townships), followed by Income Generation Support interventions in 991 villages, Vocational Education and Training in 398 villages and Support to CSOs activities in 392 villages. 12 Changes since the last 3W in April 15: 3 more organizations reported in this round with 1 new project in 13 more townships. However, a significant decrease (more than 1200) in the number of villages with reported activities of Cash For Work due to completion of the project work of one INGO. New sub sector named Cash Grants, which was added starting from this round, reported by 10 organizations who are implementing projects in 24 townships in 104 villages. Rehabilitation of Community infrastructure has been moved to a separate sector named Infrastructure. 6. Water, Sanitation and Hygiene / WASH The sixth main sector of intervention is WASH with 96 projects underway by 54 agencies. The majority are focused on Water Supply Community and Hygiene Promotion & Behaviour Change. There continue to be significantly less activities and agencies implementing Water Resource Management and Assessment/Studies interventions. Implementing agencies are most concentrated in Kayin, Rakhine, Magway, Kachin, Mandalay and Sagaing. No WASH activities were reported in Bago (West), Nay Pyi Taw and Shan (East). Hygiene Promotion & Behaviour Change is currently the most widespread WASH intervention with these activities underway in 2,078 villages in 78 townships. This is followed by Excreta Disposal/Treatment/Management Household Level (1,351 villages in 31 Townships) and Water Supply Community (782 villages in 67 Townships). 13 7. Governance MIMU 3W Mar 2016 In all, 37 agencies reported 80 Governance-related project initiatives as being underway across the country. The main sub-sectors were Strengthening Civil Society (32 projects), followed by Human Rights Promotion and Advocacy (12), Economic and Development policy/planning (8) and Institutional Strengthening and Public Administration Reform (7). Agencies implementing Governance interventions were most concentrated in Yangon, Kayin, Ayeyarwady, Chin and Kayah. Village-level Governance sub-sector activities were reported to be reaching 3,048 villages across 159 of Myanmar s 330 townships, mainly through the Civil Society strengthening activities and Institutional Strengthening and Public Administration Reform. Environment 32 agencies reported 72 Environment sector projects spread across 829 villages in 64 townships. Starting from this round, 5 new sub sectors were defined. Implementing agencies tend to be more concentrated in Chin, Shan (South) and Tanintharyi, whereas no interventions at all were reported in Yangon, Shan (East) and Bago. Renewable Energy and Energy Efficiency is currently the most widespread WASH intervention with these activities underway in 418 villages in 21 townships, followed by Forestry (286 villages in 26 Townships) and Climate Change Mitigation (111 villages in 5 townships). Implementing agencies were more concentrated in Ayeyarwady and Rakhine. Community-Based Disaster Preparedness and Risk Reduction activities are also the most widespread, underway in 509 villages in 18% of townships, whereas Public Awareness, Education and Training activities were reported in 303 villages in 34 townships (10% of the overall townships country-wide) and activities Mainstreaming Disaster Risk Reduction into Development in 200 villages in 15 townships. Rehabilitation Community Infrastructure & Facility is being implemented by 20 agencies in 1,143 villages in 54 Townships (15% of total townships), mainly in Sagaing (560 villages), Nay Pyi Taw (175) and Ayeyarwady (108). Peacebuilding/Conflict Prevention 18 agencies reported on their implementation of 32 projects in this sector, 25 of them reportedly activities in the Conflict Transformation and Peace Building subsector. Implementing agencies tend to be more concentrated in Kayin, Kayah and Kachin (4-7 agencies in each). No activities reported for this sector in Bago(West), Nay Pyi Taw and Sagaing. Geographically, Conflict Transformation and Peace Building activities were reported to be underway in 100 villages/wards across 87 townships (24% of the total townships), followed by the activities of Support for durable solutions for returnees (82 villages in 12 townships). Limitations and Challenges The 3W data is provided by contributing agencies on a voluntary basis and may not include activities of all agencies working in Myanmar. Those agencies which have provided inputs should be commended for their commitment to share information on their activities to improve coordination and aid effectiveness. Ideally this information management system would eventually bring together data from agencies with that of government services to provide a more comprehensive overview for planning and monitoring. Some activities such as policy reform, technical assistance, government capacity building cannot be easily located to a geographic area. With these types of interventions becoming more prevalent, the MIMU is looking at more useful ways to present these projects and will release new information products as they become available. 21 Finally, the detail to which the MIMU can provide additional data depends on the quality of data provided by agencies. Where agencies do not provide their reporting to village level, their work is not included in the village level summaries or the Online 3W. Where P-codes have not been used, we are unable to provide a more concise mapping of projects below Township level. How can my Agency participate? If an agency is not represented in the 3W results, please check the reason with us. Common reasons: - No inputs were provided no data in any 3W products including the 3W data file. - Late inputs agency information will appear only in the online products (Township level 3W Dashboard and Online Interactive Map), but will not appear in the widely disseminated static maps and country overviews - Incomplete inputs agency data will appear only at the level to which it is provided (i.e. if provided only at Township level, it will not appear in some of the Maps and Tables). 3W inputs can be submitted at any time using the specific MIMU 3W formats. Any data provided after the deadline for the 3W rounds in March and September will be reflected in the Township 3W Dashboards but not in other products. The MIMU provides 3W Support Sessions at the start of each 3W round to support agencies in preparing quality 3W inputs that are clearly reflected in all of the products.
