Please share your feedback and suggestions: info.mimu@undp.org What is the 3W The Who does What Where database, or 3W, is a tool which tracks the implementation of humanitarian and development projects to support coordination, planning and efficient use of resources. In Myanmar, the 3W is compiled by the Myanmar Information Management Unit every six months based on reports provided voluntarily by contributing agencies. The 3W shows - which organizations (WHO), - are carrying out which activities (WHAT), - in which locations (WHERE), - project status whether planned, ongoing or completed (WHEN) - project beneficiary focus whether IDP focused or focused on other vulnerable communities. The 3W provides information at a number of different levels: (WHO) Organizations are disaggregated by agency type - UN, International and National NGOs, Community-based organizations, Border-based Organizations (BBOs), Red Cross agencies, as well as Donors and Embassies directly implementing interventions. (WHERE) The location of activities to State, Township, Village Tract and Village/Camp level. The MIMU 3W describes projects at village level (online mapping, data files), at Village Tract level (sector- and sub-sector static maps, village tract dashboard), and at township level (township implementation and technical assistance dashboards and sector-level static maps and tables). All of these products can be found on the MIMU website The Myanmar 3W uses Place codes (Pcodes) or unique location identifiers to combine data from different sources. The Feb 18 3W is based on the Sep 2017 MIMU P-code release (Version VIII.i) which provides unique P-codes and standard English transliterations of names for settlements across the country as well as IDP camps/sites in Rakhine, Kachin and Shan (North). (WHAT) Activities are presented at Sector and Sub-sector levels. This 3W covers 22 sectors, classified into 154 separate sub-sectors. Sector/sub-sector definitions have been defined by the sector/cluster working groups or, where there is no such established group, through consultations with groups of individuals working in the specific sector. (WHEN) Project status and timeframe. The MIMU 3W also notes whether the project is planned, ongoing, suspended (indicating longer term suspension for a variety of reasons) or completed at the time of the 3W analysis. To note that the MIMU 3W reflects the spread of the agencies activities. It DOES NOT reflect the extent to which needs are covered. MIMU Feb 18 3W - Overview, page 1

2 Availability of 3W products The Feb 18 3W will be released as various information products: 1) Dashboard of All Project Activities these tools have been developed by the MIMU to provide an ata-glance view of the 3W results by agency, sector and location of all projects (planned, ongoing, suspended and completed). They include Township level dashboard - Village tract/town level dashboard - 2) Dashboard of Technical Assistance Activities this tool, developed by the MIMU, reflects Technical Assistance activities (i.e. to or through Myanmar s Government) by agency, sector and Township location of projects. The MIMU Technical Assistance dashboard also integrates data collected by the Mohinga Aid Information Management System on TA provided by the wider set of Development Partners. 3) Online Interactive 3W a tool developed by the MIMU team which allows users to search by sector/sub-sector, township, Village Tract and Village. These maps can be viewed online and printed. All Sectors Map - By Sector Map - By Type of Organization - 4) Static (pre-prepared) Maps and Tables can be downloaded from the MIMU website and are also disseminated on DVDs for those with limited internet access. The main products are; o Sector coverage presented by Township and by Village Tract, o Detailed State/Region breakdown showing concentration of activities by Village Tract o Detailed Village Tract products on specific geographic areas including the Dry Zone, South East and specific States/Regions with higher levels of agency activity. 5) Additional detail additional information on completed and planned activities, can be drawn from the MIMU 3W Data file, and can be visualised in different ways by the MIMU on request. 6) 3W Analytical Overviews the MIMU team provides a series of overviews on specific areas of the country which include analysis of the current 3W results compared to earlier 3W rounds. Village + Camp-level Results The Feb 18 3W provides a snapshot of active project implementation as of February 28, 2018 in villages and IDP camps across Myanmar as reported by implementing agencies. Information on planned and recently completed projects can be found in the 3W Data, available as an Excel file, and are also reflected on the 3W Dashboards. For this 3W round, individual requests were sent to the 583 agencies registered in the MIMU Contact List, 219 of whom responded (38%). There was a very good rate of response from agencies who had previously contributed, and non-responders tended to be national NGOs who have never contributed in the past. Based on their inputs, 120,453 records were updated in the MIMU 3W database. This Overview covers Village and Camp-level results (i.e. activities for all beneficiaries of agency interventions - displaced and non-displaced). MIMU Feb 18 3W - Overview, page 2

3 Who: 219 agencies contributed information to this 3W round 19 less organizations reported over the past 6 months. NGOs, the main implementers at field level, contributed 84% of the 3W inputs (99 INGOs, 50 NNGOs and 34 BBOs). The MIMU continued to actively seek information on activities in the southeast region; inputs were received from 34 Borderbased organizations (BBO). BBOs were active mainly in the Agriculture, WASH, Protection, Governance sectors. 3 donors contributed 3W inputs on projects they implement directly, and information on the technical assistance activities of a further 15 Development Partners was added from the Mohinga Aid Information Management System website. This very high level of reporting is unique globally and credit goes to the many agencies contributing detailed information on their projects on a regular basis. The MIMU team provides a variety of tools and visual and analytical products to make the 3W information more accessible, as well as training sessions to support data entry. 11 agencies (13 participants) took advantage of the five 3W Support Sessions offered in Yangon for this round. BBO* - Border-based Organization, CBO* - Community-based Organization What: This 3W covers 22 sectors and 154 sub-sectors as defined by sector working groups. Agencies continue to be most numerous in the Health sector (40% of reporting agencies), followed by Agriculture (34%), Protection (27%), Livelihoods (26%), WASH (25%), Governance (24%), Education (22%), DRR (14%), Peace Building / Conflict Prevention (12% respectively), Nutrition (12%) and Environment (11%). Sectors with the lowest number of active projects were Responsible Tourism (1%), Coordination, CCCM and Non-Food Items (3% in each), Shelter and Social Protection (5% in each), and Mine Action (6%). NGOs are most active in Health, Livelihoods, Agriculture, Protection and Education sectors. INGOs are engaged in Health, Livelihoods, Agriculture, Protection, WASH and Education sectors. United Nations agencies reporting in this round were mainly engaged in Health, Governance and Protection. 4 This 3W uses, as a base, the administrative divisions published by the General Administration Department, Ministry of Home Affairs. (More details can be found in the MIMU Pcode VIII.i release, In addition to the 330 gazetted Townships, the administrative divisions used in the MIMU 3W also reflect the 26 townships within the Wa and Kokang Self- Administered Zones (gazetted as 6 TS in Wa and 2 TS in Kokang). Village Tract level 3W maps include agency, sector and sub-sector coverage. To note that there is a wide variation in the size of Village Tracts and project activities may be concentrated in relatively small areas of a Village Tract. 5 Overview of Activities by State / Region Contributing agencies reported ongoing activities in 356 Townships in all States and Regions, with field-based implementation reported in 9,818 (71%) village tracts/towns countrywide. INGOs, NNGOs and UN agencies show the widest geographical coverage, being active in all States and Regions. The actual village reach is likely to be higher as some agencies did not report to this level. Kayin, Yangon and Mandalay had the largest concentration of agencies, with 77 or more organizations active in these states. These were followed by Ayeyarwady (74 agencies), Rakhine (71), Mon (68), Kayah and Magway (65 agencies in each), Kachin (64 agencies), Shan North (63 agencies), Shan South (62 agencies) and Bago (East) and Sagaing (53 agencies in each). The lowest agency presence overall continued to be in areas with lower populations - Nay Pyi Taw and Shan East (24 and 28 respectively). The activities of the 34 Border-based agencies contributing in this round were mainly concentrated in Kayah and Kayin (16 agencies in each), Mon and Tanintharyi (10 agencies in each), Bago East (4), Shan South (2) and Shan East and Shan North (1 agency in each). 6 An approximate comparison of the number of projects against State/Region population indicates a general trend of more projects in the more populated areas, and lower numbers of projects in areas with lower population. 7 Summary by Sector The 22 Sectors in the MIMU 3W are classified into 154 sub-sectors based on definitions developed by the cluster/sector working groups; the number of subsectors varies from 19 in Health to only one subsector defined for the Infrastructure sector. This summary considers only the most frequently reported sub-sectors. Information on the full range of 154 sub-sectors is available through the MIMU website or on request. This Countrywide Overview covers activities for development and IDP-focused activities. Note that one project may have several sectors and sub-sectors and a number of locations. Note also this data reflects the spread of the agencies' activities and not the extent to which needs are covered. Health 1 Health continued to be the largest sector in terms of agencies and project interventions countrywide: 87 agencies corresponding to 40% of the total 219 agencies contributing to the 3W reported 208 active health projects across the country in 10,421 villages and 88 IDP camps. Implementing agencies activities are most concentrated in Yangon, Kayin, Magway, Shan North, Ayeyarwady, Sagaing, Mandalay, Mon, Rakhine and least concentrated in Nay Pyi Taw, Bago (West) and Shan East. Maternal and Child Health activities are the most frequent Health sector activity with 41 projects active in 139 townships. This is followed by HIV/AIDS Programme (26 projects in 320 townships) and Health Education (22 projects in 47 townships). HIV/AIDS and Reproductive Health Care projects were reportedly the most widespread at township level, being present in 90% and 75% of townships respectively. Malaria activities were the most numerous at village level (225 townships and 4,463 villages). This is followed by Maternal and Child Health activities (139 townships and 4,088 villages) and Reproductive Health Care (266 townships and 1,195 villages). The main sub-sectors are Gender Based Violence (24 projects) and Promoting Gender Equality and Empowerment of Women (22 projects). Implementing agencies are most concentrated in Kachin (26), Yangon (22), Kayin (21), Shan North (19), Mon (17), Rakhine (16) and Mandalay (14). Child Protection Activities were the most widespread, reported as present in 62% of all townships, and being implemented in 2,281 villages. Agriculture The third largest sector of agency intervention is Agriculture, with 141 projects currently being implemented by 34% of the reporting agencies (74). Activities were mainly focused on Agriculture Development, Capacity Building, Crop Inputs, Livestock and Poultry Inputs, and Agricultural Alternative Development. Implementing agencies are most concentrated in Ayeyarwady (23 agencies), followed by Kayin (14 agencies), Kayah (12 agencies), Bago (East), Chin, Rakhine and Shan (South) (11 agencies in each), Magway and Madalay (10 agencies in each), Bago (West) and Shan North (9 agencies in each), Mon (8 agencies), Sagaing (7 agencies), Kachin and Yangon (6 agencies), Shan (East) and Tanintharyi (4 agencies in each) and Nay Pyi Taw (3 agencies). Activities related to Irrigation Water Resources were the reportedly the most widespread, in 161 townships and 5,973 villages in 3,015 Village Tracts (more than two times the reported VT coverage of other Agriculture sub-sectors). This is followed by Capacity Building activities in 3,051 villages, Agriculture Development (1,984 villages), Crop Inputs (1,561 villages), Tools and Machinery (1,539) and Livestock and Poultry Inputs (398). The main sub-sectors were Strengthening Civil Society (25 projects), followed by Housing, Property and Land Reform (19), Institutional Strengthening and Public Administration Reform (13) and Human Rights Promotion and Advocacy (12). Agencies implementing Governance interventions were most concentrated in Yagon, Shan South, Mon, Mandalay, Kayin, Ayeyarwady, Kayah, Shan North, Magway and Kachin. Village-level Governance sub-sector activities were reported to be reaching 2,356 villages across 149 of Myanmar s 356 townships, mainly through the Institutional Strengthening and Public Administration Reform and Civil Society Strengthening activities. 11 5. Livelihoods 58 agencies reported 95 livelihoods-related projects as being underway across the country. Income Generation Support, Vocational Education and Training, Support to CSOs and Cash Grants are the most frequent project activities in this sector. Implementing agencies are most concentrated in Ayeyarwady, Magway, Rakhine, Mandalay and Yangon. Microfinance activities are the most widespread (12,342 villages in 3,871 village tracts/towns across 110 townships), with a significantly lower number of interventions in other sub-sectors - Income Generation Support interventions in 1,407 villages in 689 VTs, Vocational Education and Training in 920 villages in 307 VTs and Support to CSOs activities in 591 villages in 297 VTs. At village level, agencies were most active in Food/Cash, Early Childhood Development and Quality Basic Education/Formal Education. Implementing agencies are most concentrated in Yangon (20 agencies) and followed by Ayeyarwady, Kayin and Rakhine (11 agencies in each), Mandalay (10 agencies), Kayah, Magway and Mon (9 agencies in each), Chin (8 agencies) and least concentrated in Nay Pyi Taw and Shan East (2 agencies in each). Quality Basic Education/Formal Education activities are the most widespread at township level (implemented in 34% of Townships), whereas support to Food/Cash for Education is the most frequent village-level intervention, present in 1,485 villages in 22% of townships. To note that this data reflects the spread of the agencies activities and not the extent to which needs are covered. 12 7. Water, Sanitation and Hygiene / WASH The seventh main sector of intervention is WASH with 91 projects underway by 54 agencies, reaching a reported 1,528 villages/wards and 68 IDP camps. The most of activities are focused on Water Supply Community and Hygiene Promotion & Behaviour Change. There continue to be significantly less activities and agencies implementing Water Supply - Household Level and Environmental Sanitation. Implementing agencies are most concentrated in Rakhine, Kayin, Ayeyarwady, Kachin, Magway and Mandalay. No WASH activities were reported in Bago West or Nay Pyi Taw. Hygiene Promotion & Behaviour Change is currently the most widespread WASH intervention with these activities underway in 1,031 villages in 67 townships. This is followed by Water Supply - Community (632 villages in 79 Townships) and Household Level Excreta Disposal/Treatment/Management activities (191 villages in 33 Townships). To again note, the 3W may under-report village spread of activities, and does not indicate the extent to which these activities meet the needs of populations in these areas. Disaster Risk Reduction 31 agencies reported 49 Disaster Risk Reduction projects, the majority focused on Community-based Disaster Preparedness and Risk Reduction, as well as Public Awareness, Education, and Training. Implementing agencies were more concentrated in Ayeyarwady, Yangon and Rakhine. No project activity was reported in Kayah, Nay Pyi Taw and Tanintharyi Region. Community-Based Disaster Preparedness and Risk Reduction activities are the most widespread, underway in 439 villages in 52 townships, whereas Public Awareness, Education and Training activities were reported in 187 villages in 24 townships and activities Mainstreaming Disaster Risk Reduction into Development in 132 villages in 15 townships. 13 9. Nutrition Nutrition activities are being carried out by 26 agencies through 44 projects which reach a reported 1,044 villages and 134 IDP camps in 97 townships. Multiple Micronutrient Supplementation has the highest geographical spread (395 villages in 19 townships), followed by IEC on Infant and Young Child Feeding activities (315 villages and 23 camps in 54 townships) and Supplementary Feeding (290 villages and 119 camps in 31 townships). Implementing agencies are most concentrated in Rakhine, Kayin, Magway, Yangon, Ayeyarwady, Chin, Mandalay and Sagaing, however there are overall a limited number of nutrition-focused agencies compared to other key sectors. 18 Limitations and Challenges The 3W data is provided by contributing agencies on a voluntary basis and may not include activities of all agencies working in Myanmar. Contributing agencies should be commended for their commitment to share information on their activities to improve coordination and aid effectiveness. Some activities such as policy reform, technical assistance, government capacity building cannot be easily located to a geographic area. With these types of interventions becoming more prevalent, the MIMU is looking at more useful ways to present these projects and will release new information products as they become available. Finally, the detail to which the MIMU can provide additional data depends on the quality of data provided by agencies. Where agencies do not provide their reporting to village level, their work is not included in the village level summaries or the Online 3W. Where P-codes have not been used, we are unable to provide a more concise mapping of projects below Township level. How can my Agency participate? If an agency is not represented in the 3W results, please check the reason with us. Common reasons: - No inputs were provided no data in any 3W products including the 3W data file. - Late inputs agency information will appear only in the online products (Township level and Village Tract level 3W Dashboards), but will not appear in the widely disseminated static maps and country overviews - Incomplete inputs agency data will appear only at the level to which it is provided (i.e. if provided only at Township level, the agency will not appear in some of the Maps, Tables and dashboards). 3W inputs can be submitted at any time using the specific MIMU 3W formats. Any data provided after the deadline for the 3W rounds in March and September will be reflected in the Township and Village tract 3W Dashboards but not in other products. The MIMU provides 3W Support Sessions at the start of each 3W round to support agencies in preparing quality 3W inputs that are clearly reflected in all of the products.
