Please share your feedback and suggestions: info.mimu@undp.org What is the 3W The Who does What Where database, or 3W, is a tool which tracks the implementation of humanitarian and development projects to support coordination, planning and efficient use of resources. In Myanmar, the 3W is compiled by the Myanmar Information Management Unit every six months based on reports provided voluntarily by contributing agencies. The 3W shows - which organizations (WHO), - are carrying out which activities (WHAT), - in which locations (WHERE), - project status whether planned, ongoing or completed (WHEN) - project beneficiary focus whether IDP focused or focused on other vulnerable communities. The 3W provides information at a number of different levels: (WHO) Organizations are disaggregated by agency type - UN, International and National NGOs, Community-based organizations, Border-based Organisations (BBOs), Red Cross agencies, as well as Donors and Embassies directly implementing interventions. (WHERE) The location of activities to State, Township, Village Tract and Village/Camp level. The MIMU 3W describes projects at village level (online mapping, data files), at Village Tract level (sector- and sub-sector static maps, village tract dashboard), and at township levels (township implementation and technical assistance dashboards and sector-level static maps and tables). All of these products can be found on the MIMU website The Myanmar 3W uses Place codes (Pcodes) or unique location identifiers to combine data from different source. The Sep 17 3W is based on the Aug 2015 MIMU P-code release (Version VIII) which provides unique P-codes and standard English transliterations of names for settlements across the country as well as IDP camps/sites in Rakhine, Kachin and Shan (North). (WHAT) Activities are presented at Sector and Sub-sector levels. This 3W covers 22 sectors, classified into 154 separate sub-sectors. Sector/sub-sector definitions have been defined by the sector/cluster working groups or, where there is no such established group, through consultations with groups of individuals working in the specific sector. (WHEN) Project status and timeframe. The MIMU 3W also notes whether the project is planned, ongoing, suspended (indicating longer term suspension for a variety of reasons) or completed at the time of the 3W analysis. To note that the MIMU 3W reflects the spread of the agencies activities. It DOES NOT reflect the extent to which needs are covered. MIMU Sep 17 3W - Overview, page 1

2 Availability of 3W products MIMU 3W September 2017 The Sep 17 3W will be released as various information products: 1) Dashboard of All Project Activities these tools have been developed by the MIMU to provide an at-a-glance view of the 3W results by agency, sector and location of all projects (planned, ongoing, suspended and completed). They include Township level dashboard - Village tract/town level dashboard - 2) Dashboard of Technical Assistance Activities this tool, developed by the MIMU, reflects Technical Assistance activities (i.e. to or through Myanmar s Government) by agency, sector and Township location of projects. The MIMU Technical Assistance dashboard also integrates data collected by the Mohinga Aid Information Management System on TA provided by the wider set of Development Partners. 3) Online Interactive 3W a tool developed by the MIMU team which allows users to search by sector/sub-sector, township, Village Tract and Village. These maps can be viewed online and printed. All Sectors Map - By Sector Map - By Type of Organization - 4) Static (pre-prepared) Maps and Tables can be downloaded from the MIMU website and are also disseminated on DVDs for those with limited internet access. The main products are; o Sector coverage presented by Township and by Village Tract, o Village Tract coverage of the most common sub-sectors, o Detailed State/Region breakdown showing concentration of activities by Village Tract o Detailed Village Tract products on specific geographic areas including the Dry Zone, South East and specific States/Regions with higher levels of agency activity. 5) Additional detail additional information on completed and planned activities, can be drawn from the MIMU 3W Data file, and can be visualised in different ways by the MIMU on request. 6) 3W Analytical Overviews the MIMU team provides a series of overviews on specific areas of the country which include analysis of the current 3W results compared to earlier 3W rounds. Village + Camp-level Results The Sep 17 3W provides a snapshot of active project implementation as of September 12, 2017 in villages and IDP camps across Myanmar as reported by implementing agencies. Information on planned and recently completed projects can be found in the 3W Data, available as an Excel file, and are also reflected on the 3W Dashboards. For this 3W round, individual requests were sent to the 583 agencies registered in the MIMU Contact List, 238 of whom responded (41%). There was a very good rate of response from agencies who had previously contributed, and non-responders tended to be national NGOs who have never contributed in the past. Based on their inputs, 128,888 records were updated in the MIMU 3W database. This Overview covers Village and Camp-level results (i.e. activities for all beneficiaries of agency interventions - displaced and non-displaced). MIMU Sep 17 3W - Overview, page 2

3 Who: 238 agencies contributed information to this 3W round 25 more organizations reported over the past 6 months. NGOs, the main implementers at field level, contributed 85% of the 3W inputs (102 INGOs, 60 NNGOs and 40 BBOs). The MIMU continued to actively seek information on activities in the southeast region; inputs were received from 40 Border-based organizations (BBO). This very high level of reporting is unique globally and credit goes to the many agencies contributing detailed information on their projects on a regular basis. The MIMU team provides a variety of tools and visual and analytical products to make the 3W information more accessible, as well as training sessions to support data entry. 9 agencies (14 participants) took advantage of the five 3W Support Sessions offered in Yangon for this round. Donors have also promoted the 3W and P- codes as tools to limit duplication, whereas the Village Tract products released over the last year have made the 3W still more useful for contributing agencies. BBO* - Border-based Organization, CBO* - Community-based Organization What: This 3W covers 22 sectors and 154 sub-sectors as defined by sector working groups. Agencies continue to be most numerous in the Health sector (39% of reporting agencies), followed by Agriculture (32%), Livelihoods (28%), Education (26%), Governance (25%), WASH (23%), Protection (22%), DRR (16%), Environment (15%), Nutrition (13%), Peace Building / Conflict Prevention (11% respectively) and Infrastructure (9%). Sectors with the lowest number of active projects were Non-Food Items (1%), Responsible Tourism (2%), CCCM (3%), Shelter and Coordination (4% in each) which focus primarily on crisis affected populations, and Social Protection (6%). NGOs are most active in Health, Livelihoods, Agriculture, Education and Protection sectors. INGOs are engaged in Health, Livelihoods, Agriculture and Education sectors. 4 Where: Activities were reported in 75% (10,359) of the 13,784 Village Tracts across the country. This 3W uses, as a base, the administrative divisions published by the General Administration Department, Ministry of Home Affairs (August 2015 Village data). (More details can be found in the MIMU Pcode VIII release, In addition to the 330 gazetted Townships, the administrative divisions used in the MIMU 3W also reflect the 26 townships within the Wa and Kokang Self-Administered Zones (gazetted as 6 TS in Wa and 2 TS in Kokang). Village Tract level 3W maps include agency, sector and sub-sector coverage. To note that there is a wide variation in the size of Village Tracts and project activities may be concentrated in relatively small areas of a Village Tract. 5 Overview of Activities by State / Region Contributing agencies reported ongoing activities in 348 Townships in all States and Regions, with field-based implementation reported in 10,359 (75%) village tracts/towns countrywide. INGOs, NNGOs and UN agencies show the widest geographical coverage, being active in all States and Regions. The actual village reach is likely to be higher as some agencies did not report to this level. Yangon, Kayin and Ayeyarwady had the largest concentration of agencies, with 94 or more organizations active in these states. These were followed by Mandalay (89 agencies), Mon (79), Magway (74), Rakhine (73), Sagaing and Shan North (70 agencies in each) and Shan South (68). The lowest agency presence overall continued to be in areas with lower populations - Nay Pyi Taw and Shan East (33 and 31 respectively). The activities of the 40 Border-based agencies contributing in this round were mainly concentrated in Kayin (14 agencies), Kayah (12), Mon (10), Tanintharyi (9), Bago East (7), Shan South (3) and Shan East (1). 6 An approximate comparison of the number of projects against State/Region population indicates a general trend of more projects in the more populated areas, and lower numbers of projects in areas with lower population. 7 Summary by Sector MIMU 3W September 2017 The 22 Sectors in the MIMU 3W are classified into 154 sub-sectors based on definitions developed by the cluster/sector working groups; the number of subsectors varies from 19 in Health to only one sub-sector defined for the Infrastructure and Responsible Tourism sectors. This summary considers only the most frequently reported sub-sectors. Information on the full range of 154 sub-sectors is available through the MIMU website or on request. This covers activities for development and IDP-focused activities. Note that one project may have several sectors and sub-sectors and a number of locations. Health Health continued to be the largest sector in terms of agencies and project interventions: 93 agencies corresponding to 39% of the total 238 agencies contributing to the 3W reported 220 active health projects across the country in 16,177 villages and 173 IDP camps. Implementing agencies activities are most concentrated in Yangon, Kayin, Ayeyarwady, Magway, Mandalay, Shan North, Mon, Sagaing and Rakhine and least concentrated in Nay Pyi Taw and Shan East. Maternal and Child Health activities are the most frequent Health sector activity with 76 projects active in 147 townships. This is followed by HIV/AIDS Programme (46 projects in 321 townships) and Malaria Programme (30 projects in 310 townships). HIV/AIDS and Malaria projects were reportedly the most widespread at township level, being present in 90% and 87% of townships respectively. Maternal and Child Health activities were the most numerous at village level (147 townships and 8,092 villages). This is followed by Malaria Programme activities (310 townships and 6,703 villages) and TB Programme (248 townships and 3,146 villages). A slightly increase in the number of villages reported in Maternal and Child Health, HIV/AIDS Programme and Malaria Programme. In terms of village level reporting, there has been an increase in the number of villages with most of the activities except Basic Health Care (6% decrease) and Reproductive Health Care (2% decrease). 2. Agriculture The second largest sector of agency intervention is Agriculture, with 145 projects currently being implemented by 32% of the reporting agencies (76). Activities were mainly focused on Agriculture Development, Capacity Building, Crop Inputs, Livestock and Poultry inputs and Tools and Machinery. Implementing agencies are most concentrated in Ayeyarwady (23 agencies), followed by Chin (15 agencies), Bago West and Mandalay (14 agencies in each), Magway and Yangon (13 agencies in each), Rakhine (12 agencies), Bago East (11 agencies), Sagaing (10 agencies), Kayah, Nay Pyi Taw and Shan South (9 agencies in each), Kayin and Shan North (8 agencies in each), Kachin (7 agencies), Mon (6 agencies), Shan East (4 agencies) and Tanintharyi (3 agencies). Activities related to Irrigation Water Resources were the reportedly the most widespread, in 161 townships and 6,169 villages in 3,069 Village Tracts (more than two times the reported VT coverage of other Agriculture sub-sectors). This is followed by Capacity Building activities in 3,286 villages, Agriculture Development (2,012 villages), Crop Inputs (1,952 villages), Tools and Machinery (1,509) and Livestock and Poultry Inputs (969). 10 Changes in AGRICULTURE sector projects since the last 3W in Mar 17: 3 more organizations reported in this round with 3 new projects in 322 new villages. In terms of village level reporting, increase in the number of villages with most of the activities except Irrigation Water Resources (1% decrease). 3. Protection The third largest sector of agency intervention is Protection (53 agencies reported 140 Protectionrelated projects in 4,157 villages/wards and 137 IDP camps). The main sub-sectors are Child Protection (92 projects) and Promoting Gender Equality and Empowerment of Women (37). Implementing agencies are most concentrated in Yangon (24), Shan North (20), Kachin (19), Kayin and Mon (16 agencies in each), Mandalay (15), Sagaing (13) and Ayeyarwady (12). Child Protection Activities were the most widespread, reported as present in 67% of all townships, and being implemented in 2,477 villages. Education 63 agencies reported 110 Education projects countrywide. At village level, agencies were most active in Food/Cash, Education and Quality Basic/Formal Education and Early Childhood Development. Implementing agencies are most concentrated in Yangon (25 agencies) and followed by Ayeyarwady (18 agencies), Mandalay (14 agencies), Kayin (13 agencies), Rakhine and then Shan South (12 agencies in each) and least concentrated in Nay Pyi Taw (4 agencies) and Shan East (3 agencies). 11 frequent village-level intervention, present in 1,368 villages in 22% of townships. To note that this data reflects the spread of the agencies activities and not the extent to which needs are covered. Governance In all, 59 agencies reported 105 Governance-related project initiatives as being underway across the country. The main sub-sectors were Strengthening Civil Society (65 projects), followed by Institutional Strengthening and Public Administration Reform (26), Economic, Development Policy/Planning (13) and Human Rights Promotion and Advocacy (12). Agencies implementing Governance interventions were most concentrated in Mandalay, Ayeyarwady, Kayin, Magway, Mon, Yangon, Shan North, Shan South, Kayah and Sagaing. Villagelevel Governance sub-sector activities were reported to be reaching 3,395 villages across 143 of Myanmar s 356 townships, mainly through the Civil Society Strengthening activities and Institutional Strengthening and Public Administration Reform. Livelihoods 66 agencies reported 105 livelihoods-related projects as being underway across the country. Income Generation Support, Vocational Education and Training, Support to CSOs and Microfinance are the most frequent project activities in this sector. Implementing agencies are most concentrated in Ayeyarwady, Yangon, Rakhine, Kachin, Kayin and Magway. Microfinance activities are the most widespread (12,271 villages in 3,834 village tracts/towns across 125 townships), with a significantly lower number of interventions in other sub-sectors - Income Generation Support interventions in 1,033 villages in 521 VTs, Vocational Education and Training in 781 villages and Support to CSOs activities in 501 villages in 276 VTs. Water, Sanitation and Hygiene / WASH The sixth main sector of intervention is WASH with 95 projects underway by 54 agencies, reaching a reported 2,728 villages/wards and 138 IDP camps. The majority of activities are focused on Water Supply Community and Hygiene Promotion & Behaviour Change. There continue to be significantly less activities and agencies implementing Water Supply - Household Level and Environmental Sanitation. Implementing agencies are most concentrated in Rakhine, Kayin, Mandalay, Ayeyarwady, Kachin, Magway and Shan North. No WASH activities were reported in Bago West or Nay Pyi Taw. 13 Hygiene Promotion & Behaviour Change is currently the most widespread WASH intervention with these activities underway in 2,081 villages in 77 townships. This is followed by Household level Excreta Disposal/Treatment/Management activities (1,229 villages in 42 Townships) and Water Supply - Community (738 villages in 32 Townships). Disaster Risk Reduction 39 agencies reported 55 Disaster Risk Reduction projects, the majority focused on Communitybased Disaster Preparedness and Risk Reduction, as well as Public Awareness, Education, and Training. Implementing agencies were more concentrated in Rakhine and Ayeyarwady. No project activity was reported in Tanintharyi Region. Community-Based Disaster Preparedness and Risk Reduction activities are the most widespread, underway in 670 villages in 67 townships, whereas Public Awareness, Education and Training activities were reported in 293 villages in 20 townships and activities Mainstreaming Disaster Risk Reduction into Development in 211 villages in 20 townships. Rehabilitation Community Infrastructure & Facility is being implemented by 17 agencies in 1,488 villages in 39 Townships (11% of total townships), mainly in Mandalay (578 villages), Sagaing (296 villages), Chin (245 villages), Yangon (224 agencies), Ayeyarwady (77) and Kayin (47). 12. Private Sector Development 18 agencies reported Private Sector Development activities through 25 projects. Agencies were more concentrated in Shan South, Rakhine, Yangon, Kachin, Mandalay, Shan North, Kayah and Sagaing. No reported activities for this sector in Ayeyarwady, Bago, Chin, Magway, Mon, Shan East and Tanintharyi. Projects were particularly focused on Skills Development, SME Development and other Private Sector Support, while the focus of a further 10 projects implemented by 8 agencies was not specified and perhaps did not fit the designated sub-sectors. In terms of village level reporting, Public-Private partnership activities were the most numerous (being implemented by 2 agencies in 346 villages in 10 Townships). Limitations and Challenges The 3W data is provided by contributing agencies on a voluntary basis and may not include activities of all agencies working in Myanmar. Contributing agencies should be commended for their commitment to share information on their activities to improve coordination and aid effectiveness. Some activities such as policy reform, technical assistance, government capacity building cannot be easily located to a geographic area. With these types of interventions becoming more prevalent, the MIMU is looking at more useful ways to present these projects and will release new information products as they become available. Finally, the detail to which the MIMU can provide additional data depends on the quality of data provided by agencies. Where agencies do not provide their reporting to village level, their work is not included in the village level summaries or the Online 3W. 21 How can my Agency participate? MIMU 3W September 2017 If an agency is not represented in the 3W results, please check the reason with us. Common reasons: - No inputs were provided no data in any 3W products including the 3W data file. - Late inputs agency information will appear only in the online products (Township level and Village Tract level 3W Dashboards), but will not appear in the widely disseminated static maps and country overviews - Incomplete inputs agency data will appear only at the level to which it is provided (i.e. if provided only at Township level, it will not appear in some of the Maps and Tables). 3W inputs can be submitted at any time using the specific MIMU 3W formats. Any data provided after the deadline for the 3W rounds in March and September will be reflected in the Township and Village tract 3W Dashboards but not in other products. The MIMU provides 3W Support Sessions at the start of each 3W round to support agencies in preparing quality 3W inputs that are clearly reflected in all of the products.
