Please share your feedback and suggestions: info.mimu@undp.org What is the 3W The Who does What Where database, or 3W, is a tool which tracks the implementation of humanitarian and development projects to support coordination, planning and efficient use of resources. In Myanmar, the 3W is compiled by the Myanmar Information Management Unit every six months based on reports provided voluntarily by contributing agencies. The 3W shows - which organizations (WHO), - are carrying out which activities (WHAT), - in which locations (WHERE). The MIMU Myanmar 3W collects information on projects which are Planned, Under Implementation, Suspended or Recently Completed at the time of data collection. The 3W Data file displays all project data from these three project stages, whereas the 3W Maps and Tables include only Projects Under Implementation. The 3W provides information at several different levels: (WHO) Organizations are disaggregated by agency type - UN, International and National NGOs, Community-based organizations, Red Cross agencies, as well as Donors and Embassies directly implementing interventions. (WHERE) The geographic location of activities to State, Township, Village Tract and Village/Camp level. The MIMU 3W describes projects at village level (online mapping, data files), at Village Tract level (sector- and sub-sector static maps), and at township levels (3W dashboard and sector-level static maps and tables). All of these products can be found on the MIMU website The Myanmar 3W is linked to the use of Place codes (P-codes) which enable data from different sources to be combined. The Mar 17 3W is based on the Aug 2015 MIMU P-code release (Version VIII) which provides unique P-codes and standard English transliterations of names for settlements across the country. This exercise also includes information on activities in IDP camps/sites in Rakhine, Kachin and Shan North. (WHAT) Activities are presented at Sector and Sub-sector levels. This 3W covers 22 sectors, classified into 154 separate sub-sectors. Sector/sub-sector definitions have been defined by the sector/cluster working groups or, where there is no such established group, through consultations with groups of individuals working in the specific sector. To note that 3W data reflects the spread of the agencies activities but not the extent to which needs are covered. MIMU Mar 17 3W - Overview, page 1

2 Availability of 3W products The MIMU team has developed various 3W information products to support the various uses of the 3W: 1) MIMU 3W dataset providing all 3W results countrywide. The March W documents over 122,000 activities by 213 agencies and is available for download AllOrgs_7Apr2017Revised.zip 2) Township 3W dashboards show the 3W results by agency, agency type, sector, project status (planned/ongoing or completed) and township location of all projects. These include 3W Activity Dashboard - 3W Technical Assistance Dashboard - which shows the technical assistance activities to or through Myanmar s Government as collected through the MIMU 3W and the Mohinga Aid Information Management System which maintains information on Who is FUNDING What, Where. 3) Village Tract 3W Dashboard shows the 3W results at village tract and sub-sector level. 4) Online 3W which allows users to search 3W results at village level by agency and sector/sub-sector, and to view/print the results on a map. All Sectors Map - By Sector Map - By Type of Organization - 5) Static (pre-prepared) Maps and Tables can be downloaded from the MIMU website and are also disseminated on DVDs for those with limited internet access. The main products are; Sector coverage presented by Township and by Village Tract, Village Tract coverage of the most common sub-sectors, Detailed State/Region breakdown showing concentration of activities by Village Tract Detailed Village Tract products on specific geographic areas including the Dry Zone, South East and specific States/Regions with higher levels of agency activity. 6) Countrywide, region and state overviews provide analysis of the 3W results and are currently produced for the following areas - Countrywide, south-eastern Myanmar, and for specific states and regions - Kachin, Rakhine, Kayin, and Kayah. 7) Additional and more detailed products along with information on completed and planned activities, can be drawn from the 3W Data file, and visualised in different ways by the MIMU on request. Use of MIMU 3W products MIMU 3W products are shared through the MIMU website, as paper handouts at various fora, and also disseminated by a number of other websites. In the last 3W round (August 2016), the MIMU website alone saw 1,930 downloads of the MIMU 3W dataset, 1,627 downloads of the 3W Overviews, 2,297 page views of the 3W dashboards, and 3,053 downloads of the MIMU 3W maps. 3 Village + Camp-level Results The Mar 17 3W provides a snapshot of active project implementation reported by implementing agencies in villages and IDP camps across Myanmar as of March 9, Information on projects which are planned or recently completed can be found in the 3W Data (available as an Excel file), and on the 3W Dashboard. For this 3W round, individual requests were sent to 457 agencies, 213 of whom responded (47%). There was a very good rate of response from agencies who had previously contributed, and nonresponders tended to be national NGOs who have never contributed in the past. Based on their inputs, 122,175 records were updated in the MIMU 3W database. This Overview covers Village and Camp-level results (i.e. activities for all beneficiaries of agency interventions - displaced and non-displaced). Who: 213 agencies contributed information to this 3W round 3 more than in the round 6 months before. 86% of the contributing agencies were NGOs, the main implementers at field level (95 INGOs, 53 NNGOs and 32 BBOs). 32 Border-based organizations (BBO) provided inputs on their activities in south-eastern Myanmar. The MIMU team takes a proactive approach to support agencies in providing 3W inputs this includes follow-up with individual agencies, training sessions and support to data entry, as well as the provision of a variety of visual and analytical products to facilitate the use of the 3W results. 11 agencies (15 participants) took advantage of the five 3W Support Sessions offered in Yangon for this round. Donors have also encouraged use of the 3W and Place-codes as tools to limit duplication and promote coordination, whereas the Village Tract products released over the last year have made the 3W still more useful for contributing agencies. 4 What: This 3W covers 22 sectors and 154 sub-sectors as defined by sector working groups. The Agriculture sub sectors were revised in this round based on technical feedback received. This included some changes to the sub-sector names and combining of some existing sub sectors. Agencies continue to be most numerous in the Health sector (41% of reporting agencies), followed by Agriculture (34%), Livelihoods (32%), Education (29%), Governance (26%), Protection (25%), WASH (24%), Environment and Peace Building / Conflict Prevention (15% in each), DRR (14%), Nutrition (12%) and Infrastructure (10%). Sectors with the lowest number of active projects were Non-Food Items (1%), CCCM and Responsible Tourism (3% in each). NGOs (international and national) are most active in Health, Livelihoods, Agriculture, Education and Protection sectors. A significant number of INGOs are engaged in Health, Livelihoods, Agriculture and Protection sectors. United Nations agencies reporting in this round included work in all sectors and were most numerous in Health, Governance and Protection-focused activities. Where: Activities were reported in 74% (10,139) of the 13,784 Village Tracts across the country. This 3W uses, as a base, the administrative divisions published by the General Administration Department, Ministry of Home Affairs (August 2015 Village data). (More details can be found in the MIMU Pcode VIII release, In addition to the 330 gazetted Townships, the MIMU administrative divisions also reflect the 26 townships within the Wa and Kokang Self-Administered Zones (gazetted as 6 TS in Wa and 2 TS in Kokang). Village Tract level 3W maps include agency, sector and sub-sector coverage. To note that there is a wide variation in the size of Village Tracts and project activities may be concentrated in relatively small areas of a Village Tract. MIMU Mar 17 3W - Overview, page 4

INGOs, NNGOs and UN agencies show the widest geographical coverage, being active in all States and Regions. Yangon, Kayin and Ayeyarwady had the largest concentration of agencies, with 84 or more organizations active in these states. These were followed by Mandalay (81 agencies), Rakhine (77), Mon (67), Sagaing (66), Shan South (62), and Magway (61). The lowest agency presence overall continued to be in areas with lower populations - Shan East and Nay Pyi Taw (28 and 26 respectively). The 32 Border-based agencies contributing in this round were mainly concentrated in Kayah (13), Kayin (11), Mon (9 agencies), Bago East (7), Tanintharyi (5) and Shan South (3). 7 Summary by Sector The 22 Sectors are classified into 154 sub-sectors based on definitions developed by the cluster/sector and other technical working groups; the number of sub-sectors varies from 19 in Health to only one sub-sector defined for the Infrastructure Sector. This summary considers only the most frequently reported sub-sectors. Information on the full range of 154 sub-sectors is available through the Village tract 3W Dashboard on the MIMU website or on request. This Countrywide Overview includes development and also IDP-focused activities. Note that one project may have several sectors and sub-sectors and number of locations. Health Health continued to be the largest sector in terms of agencies and project interventions: 88 agencies corresponding to 41% of the total contributing to the 3W reported 214 active health projects. Implementing agencies health sector activities are most concentrated in Kayin, Yangon, Ayeyarwady, Magway, Kachin and Mandalay, and least concentrated in Nay Pyi Taw and Shan East. In terms of project types, Maternal and Child Health activities are the most frequent Health sector activity with 57 projects active in 154 townships. This is followed by HIV/AIDS Programmes (48 projects in 334 townships) and Malaria Programmes (32 projects in 316 townships). At township level, HIV/AIDS and Malaria projects were reportedly the most widespread, being present in three-quarters or more of the townships conutrywide. Maternal and Child Health activities were the most numerous at village level (154 townships and 7,060 villages). This is followed by Malaria Programme activities (316 townships and 6,307 villages) and TB Programme (243 townships and 2,882 villages). Agriculture The second largest sector of agency intervention is Agriculture, with 142 projects currently being implemented by 34% of the reporting agencies (73). Activities were mainly focused on Capacity Building, Agriculture Development, Livestock and Poultry inputs, Crop Inputs, and Tools and Machinery. Implementing agencies are most concentrated in Ayeyarwady (22 agencies), followed by Mandalay and Chin (14 agencies in each), Rakhine (13 agencies), Shan North (12 agencies), Bago West, Magway, Sagaing and Yangon (11 agencies in each) and least concentrated in Tanintharyi (2 agencies) and Shan East (3 agencies). Activities related to Irrigation Water Resources were the reportedly the most widespread, in 161 townships and 6,226 villages in 3,053 Village Tracts (more than two times the VT coverage of other Agriculture sub-sectors). This is followed by Capacity Building in 3,104 villages, Agriculture Development (1,725 villages), Tools and Machinery (1,466) and Livestock and Poultry Inputs (903). 10 3. Protection The third largest sector of agency intervention is Protection (53 agencies reported 125 Protectionrelated projects). The main sub-sectors are Child Protection (37 projects) and Promoting Gender Equality and Empowerment of Women (31). Implementing agencies are most concentrated in Yangon (21 agencies), Kachin (19 agencies), Shan North and Kayin (14 agencies in each), Ayeyarwady and Mandalay (12 agencies in each), Rakhine, Sagaing and Kayah (11 agencies in each) and Mon (10 agencies). Child Protection Activities were the most widespread, reported as present in 62% of all townships, and being implemented in 2,021 villages. Education 62 agencies reported 115 Education projects countrywide. At village level, agencies were most active in Quality Basic/Formal Education and Early Childhood Development. Implementing agencies are most concentrated in Yangon (25 agencies) and followed by Ayeyarwady (17 agencies), Kayin (15 agencies), Mandalay, Rakhine and Mon (13 agencies in each) and least concentrated in Nay Pyi Taw and Shan East (3 agencies in each). Non-Formal Education activities are the most widespread at township level (implemented in 79% of Townships), whereas support to Formal Education is the most frequent village-level intervention, present in 969 villages in 47% of townships. To note that this data reflects the spread of the agencies activities and not the extent to which needs are covered. Governance In all, 55 agencies reported 102 Governance-related project initiatives as being underway across the country. The main sub-sectors were Strengthening Civil Society (45 projects), followed by Institutional Strengthening and Public Administration Reform (17) and Economic and Development policy/planning and Human Rights Promotion and Advocacy (13 in each). Agencies implementing Governance interventions were most concentrated in Kayin, Kayah, Mon, Yangon, Ayeyarwady, Mandalay and Magway. Village-level Governance sub-sector activities were reported to be reaching 3,154 villages across 136 of Myanmar s 330 townships, mainly through the Civil Society strengthening activities and Institutional Strengthening and Public Administration Reform. 12 6. Livelihoods 68 agencies reported 99 livelihoods-related projects as being underway across the country. Income Generation Support, Vocational Education and Training, Support to CSOs and Microfinance are the most frequent project activities in this sector. Implementing agencies tend to be more concentrated in Rakhine, followed by Ayeyarwady Yangon, Kayin, Magway, Sagaing, Mandalay and Kachin. Microfinance activities are the most widespread (12,188 villages across 137 townships), with a significantly lower number of interventions in other sub-sectors - Income Generation Support interventions in 978 villages, Vocational Education and Training in 639 villages and Support to CSOs activities in 477 villages. In terms of township level reporting, a slight decrease in all activities other than Support to CSOs which was reported by 4 more organizations in 13 townships. A slight increase in the number of villages reporting Income Generation, Support to CSOs, and Microsoft Finance sub-sectors. 7. Water, Sanitation and Hygiene / WASH The seventh main sector of intervention is WASH with 88 projects underway by 52 agencies. The majority are focused on Water Supply Community and Hygiene Promotion & Behaviour Change. There continue to be significantly less activities and agencies implementing Water Supply Institutions and Water Resource Management. Implementing agencies are most concentrated in Kayin, Rakhine, Mandalay, Kachin, Ayeyarwady and Shan North. No WASH activities were reported in Bago West and Nay Pyi Taw. Hygiene Promotion & Behaviour Change is currently the most widespread WASH intervention with these activities underway in 1,448 villages in 63 townships. This is followed by Water Supply - Community (599 villages in 65 Townships) and Excreta Disposal/Treatment/Management Household Level (416 villages in 31 Townships). Disaster Risk Reduction 30 agencies reported 51 Disaster Risk Reduction projects, the majority focused on Communitybased Disaster Preparedness and Risk Reduction, as well as Public Awareness, Education, and Training. Implementing agencies were more concentrated in Rakhine and Ayeyarwady. No project activity was reported in Tanintharyi Region. Community-Based Disaster Preparedness and Risk Reduction activities are the most widespread, underway in 628 villages in 13% of townships, whereas Public Awareness, Education and Training activities were reported in 300 villages in 19 townships (5% of the overall townships country-wide) and activities Mainstreaming Disaster Risk Reduction into Development in 199 villages in 25 townships. 14 9. Nutrition Nutrition activities are being carried out by 26 agencies through 47 projects which reach a reported 1,603 villages in 110 townships. Limitations and Challenges The 3W data is provided by contributing agencies on a voluntary basis and may not include activities of all agencies working in Myanmar. Contributing agencies should be commended for their commitment to share information on their activities to improve coordination and aid effectiveness. Some activities such as policy reform, technical assistance, government capacity building cannot be easily located to a geographic area. With these types of interventions becoming more prevalent, the MIMU is looking at more useful ways to present these projects and will release new information products as they become available. Finally, the detail to which the MIMU can provide additional data depends on the quality of data provided by agencies. Where agencies do not provide their reporting to village level, their work is not included in the village level summaries or the Online 3W. 21 How can my Agency participate? If an agency is not represented in the 3W results, please check the reason with us. Common reasons: - No inputs were provided no data in any 3W products including the 3W data file. - Late inputs agency information will appear only in the online products (Township level and Village Tract level 3W Dashboards), but will not appear in the widely disseminated static maps and country overviews - Incomplete inputs agency data will appear only at the level to which it is provided (i.e. if provided only at Township level, it will not appear in some of the Maps and Tables). 3W inputs can be submitted at any time using the specific MIMU 3W formats. Any data provided after the deadline for the 3W rounds in March and September will be reflected in the Township 3W Dashboards but not in other products. The MIMU provides 3W Support Sessions at the start of each 3W round to support agencies in preparing quality 3W inputs that are clearly reflected in all of the products.
