3 Status update MNCH Township Contracts Assessments conducted during 213 for 32 new townships 1 Townships started implementation of Comprehensive Township Health Plan in January 214. Partners working with the Township Health Department: Ayeyarwady IOM, MDM, Merlin, Save the Children, Relief International Chin Danish Red Cross/Myanmar Red Cross, Merlin 1 Township started inception phase in January 214. 4 Status update MNCH Private Sector Contracts Private sector support has been contracted to two organisations with the aim to expand existing programmes in order to expand coverage through complementary interventions: Marie Stopes International for work on reproductive health Population Services International for work on integrated child and maternal health programmes 4

5 Status update MNCH Call for Proposals launched in early 214 for the following area: Kayah Call for Proposals to be launched in early 214 for the following areas: Shan, including Wa Expression of Interest issued in December 213 to support midwifery: JHPIEGO selected through MoH/3MDG joint EoI review with request to develop implementation plan in agreement with DoH and DMS (EoI review panel participants) Process underway to support the MoH s request: Enhance health service provision to urban poor 5

6 HIV Harm Reduction Priority: Activities to assist populations most at risk for HIV through injecting drug use. Total budget of $21 million 214 through 216 TRP review of EOIs (3MDG, NAP and UNAIDS) Nov 213 Approved applicants include AHRN, Burnet Institute, MANA, PSI and SARA. Malteser currently funded for ART in Shan continued until end 214 to allow time for transfer to GF. Introduction to new 3MDG proposal and budget templates comprehensive township health planning tool Dec 213 Proposal development 15 December to 15 January 214 and contracting to start implementation by beginning of March 214 6

7 TB Active Case Finding Priority: Urban poor, hospitals, within MNCH, hard to reach areas and mining sites Total budget of $13.2 million 214 through 216 TRP review of EOIs (3MDG, NTP and WHO) Nov 213 Approved applicants include AHRN, PSI, MAM, the Union, MMA and MHAA NTP developing proposal up to $3 million concurrent with EOI process. 3MDG to fund NTP via the Global Fund PR managed cash system for active case finding and the prison program Program Planning Workshop led by NTP in Nay Pyi Taw Nov including HIV and malaria into mobile team focus Introduction to new 3MDG proposal and budget templates comprehensive township health planning tool Nov 213 Proposal development by 15 December to January 214 and contracting to start implementation by beginning of April 214 7

8 Malaria Artemisinin Resistance Containment Priority: Reduction of Artemisinin resistant malaria among high risk groups in Tiers 1 and 2 areas, including those immediately bordering Tier 1. 9 Prison Health Program Encouraged by DOH and INGO experience in supporting prison health services and NTP plans for TB and MDR-TB in prisons Meetings with Prisons Department MOHA and MOH/DOH Rapid Assessment and Response (RAR) conducted including HIV, TB, malaria, Hepatitis, dengue; training needs; infrastructure rehabilitation Prison Health Program Advisory Committee established comprising MOHA, MOH, INGOs RAR completed end January 214 Insein, Myitkyina, Lashio, Mandalay and Pathein prisons; assessment of prison facilities, interviews with prisoners and prison staff interviews with former prisoners and health service providers outside prisons Draft RAR report with MoHA and MoH High Level Meeting followed by development of approach to prison health planned for mid March 214 9

10 Status update MNCH Fund Flow Fund Flow Mechanism designed to enable direct financing of public sector health delivery through modality using Government financial systems IHP+ highlights the importance of FFM as important example of donor harmonization as well as being the basis for reduced transactional costs as compared to other mechanisms FFM Consultant mission end of December 213 leads to finalization of FM manual, draft finalization of financing agreement with MoH and preparation for first phase of rollout of training of Government staff on FFM Training plan to be agreed with MoH and training timetable to be finalized with MoH 1

11 Accountability Government of Myanmar bases development strategy (FESR) around People-Centred Approach Approval of the 3MDG Accountability Equity and Inclusion (AEI) Strategy in September 213 Focus group discussions, interviews and consensus meetings conducted with key stakeholders to develop the AEI operational plan and budget. Feedback received from MOH, implementing partners, donors, SCG members and LNGOs and CBOs (Nov-Dec 213) Humanitarian Accountability Partnership International (HAP) submits proposal to support implementation of the AEI Operational Plan in January 214 MoH considers client satisfaction as a key strategic focus of its Health Sector Strategy to which 3MDG will align 11

12 Accountability Discussions with conflict sensitivity specialists on integration of conflict sensitivity into AEI Strategy and Operational Plan in order to guide IPs on programming in areas emerging from conflict/areas where opportunities exist to support ceasefire processes March 214 HAP Inception visit with a target grant signing date in April
