3 Item No. 2 Disclosures of Interest To receive Disclosures of Interest from Councillors and Officers Councillors Councillors Interests are made in accordance with the provisions of the Code of Conduct adopted by the Llanrhidian Higher Community Council. You must disclose orally to the meeting the existence and nature of that interest. NOTE: You are requested to identify the Agenda Item / Minute No. / Planning Application No. and Subject Matter to which that interest relates and to enter all declared interests on the sheet provided for that purpose at the meeting. 1. If you have a Personal Interest as set out in Paragraph 10 of the Code, you MAY STAY, SPEAK AND VOTE unless it is also a Prejudicial Interest. 2. If you have a Personal Interest which is also a Prejudicial Interest as set out in Paragraph 12 of the Code, then subject to point 3 below, you MUST WITHDRAW from the meeting (unless you have obtained a dispensation from the City and County of Swansea s Standards Committee) 3. Where you have a Prejudicial Interest you may attend the meeting but only for the purpose of making representations, answering questions or giving evidence relating to the business, provided that the public are also allowed to attend the meeting for the same purpose, whether under a statutory right or otherwise. In such a case, you must withdraw from the meeting immediately after the period for making representations, answering questions, or giving evidence relating to the business has ended, and in any event before further consideration of the business begins, whether or not the public are allowed to remain in attendance for such consideration (Paragraph 14 of the Code). 4. Where you have agreement from the Monitoring Officer that the information relating to your Personal Interest is sensitive information, as set out in Paragraph 16 of the Code of Conduct, your obligation to disclose such information is replaced with an obligation to disclose the existence of a personal interest and to confirm that the Monitoring Officer has agreed that the nature of such personal interest is sensitive information. 5. If you are relying on a grant of a dispensation by the Standards Committee, you must, before the matter is under consideration: i) Disclose orally both the interest concerned and the existence of the dispensation; and ii) Before or immediately after the close of the meeting give written notification to the Authority containing:
4 a) Details of the prejudicial interest; b) Details of the business to which the prejudicial interest relates; c) Details of, and the date on which, the dispensation was granted; and d) Your signature Officers Financial Interests 1. If an Officer has a financial interest in any matter which arises for decision at any meeting to which the Officer is reporting or at which the Officer is in attendance involving any member of the Council and /or any third party the Officer shall declare an interest in that matter and take no part in the consideration or determination of the matter and shall withdraw from the meeting while that matter is considered. Any such declaration made in a meeting of a constitutional body shall be recorded in the minutes of that meeting. No Officer shall make a report to a meeting for a decision to be made on any matter in which s/he has a financial interest. 2. A financial interest is defined as any interest affecting the financial position of the Officer, either to his/her benefit or to his/her detriment. It also includes an interest on the same basis for any member of the Officers family or a close friend and any company firm or business from which an Officer or a member of his/her family receives any remuneration.
5 Llanrhidian Higher Community Council Minutes of the Council Meeting Held at Penclawdd Community Centre, Penclawdd on Thursday, 21 st March 2019 at 7.00 p.m. Present: Councillor T Snell (Chair) presided Councillors: A Lewis-Pudduck, S Phillips, M Roberts, R Sweet, M Thomas and P Tucker (Minutes only). Officers: J Parkhouse Clerk to the Community Council Also Present: Peter Bedina and Susan Rodaway 123. Apologies for Absence Apologies for absence were received from Councillors R Collins, L Davies and N Doyle Disclosures of Personal and Prejudicial Interests In accordance with the Code of Conduct adopted by Llanrhidian Higher Community Council, no following interests were declared Minutes Resolved that the Minutes of the meeting held on 21 st February 2019 be approved and signed as a correct record Police Report on Local Matters None Public Question Time None Chair s Announcements The Chair announced the following: - Foreshore Car Park Galvanised steel posts had been purchased and would be concreted along the inside of the sea wall. Councillor M Thomas queried if bolting the posts to the wall would be a better option. The Chair stated that he would investigate the option.
6 Graig Y Coed Nature Reserve Councillors were updated regarding the unregistered area of land within the nature reserve. The Chair explained that the Council had received legal advice and he had visited the Land Registry. He was also progressing possible local contacts and would update the Council regarding progress. He added that Penclawdd Primary School were fully supportive and that he wanted this to be a community project. Councillor M Roberts highlighted that the Woodland Trust were offering free trees, but the offer was only available during a limited period of time. It was explained that until the lease is confirmed, the Council should withhold making any purchases regarding the project Presentation Swansea Rural Community Voice Susan Rodaway, Project Manager for Swansea Rural Community Voice attended the meeting to provide the Community Council with information regarding the project. It was explained that the project was running in all eight rural wards of Swansea and aimed to improve community engagement, helping to reach those who were typically hard to reach by the use of a digital platform. Councillors asked questions regarding the project and were provided with examples of how other community councils had used the platform to establish local resident s needs. The Chair thanked Susan Rodaway for providing her presentation. Resolved that the topic be discussed further at the next scheduled meeting Reports of the Clerk The Clerk reported on the following: - (Councillor P Tucker left the meeting) a) Accounts for Payment 21 st March 2019 The accounts for payment were provided to the Community Council at Appendix A of the report. 7 Quotations were also received as follows: - K Clayfield Works at Foreshore Car Park BSS Galvanised Steel Posts Resolved that: - 1) The payments be approved; 2) The accounts paid since 21 st February 2019 meeting be noted and agreed; 3) The income / additional income be noted; 4) The bank reconciliation, bank transfers and bank accounts be noted and agreed; 5) The additional payments be approved; 6) The quotations received be approved. b) Budget Monitoring and Budget The Clerk presented the up to date budget spend for 2018/2019. The income and expenditure were highlighted and the large capital spends at Parc Hendy and Mount Hermon Cemeteries which would create a large budget overspend in the next financial year. Resolved that the contents of the report be noted. c) Correspondence 21 st March 2019 The correspondence reported by the Clerk was provided at Appendix B of the report. Jill Evans MEP No Underground Nuclear Waste in Wales Resolved that the Community Council does not volunteers to host an underground nuclear waste dump in Llanrhidian Higher. 2. Swansea Council HMRC Scam. Noted. 3. Harris Arnold Solicitors Heads of Terms Graig Y Coed Nature Resolved that the Heads of Terms be approved. Reserve. 4. Swansea Council RDP Roadshow Chair to attend th March GS Enforcement Update. Noted. 6. Harris Arnold Solicitors Lease of Noted. Foreshore & Playground Confirmation. 7. Gower AONB Partnership Steering Group Agenda 25 th March Councillor P Tucker to attend.
8 8. Gower Society Confirmation of 1,000 grant towards tree removal at Mount Hermon Cemetery. Noted. Clerk to respond and complete the necessary forms. Resolved that: - 1) All correspondence be noted; 2) The actions outlined in the list of correspondence be completed. d) General Matters The Council discussed the following: - Foreshore Car Park The refuse bins remained a continual problem and different options for the future were being discussed. The Chair would update the Council at the next scheduled meeting. Programme Advert Llanmorlais Carnival Councillor M Roberts asked if the Council wanted to advertise in the programme as per previous years. Resolved that the advert be submitted by the Clerk. Crofty Playground Small Swings Councillor M Roberts requested an update. The Clerk stated that the Council Contractor was in the process of lengthening the chains. Llanmorlais Hall Parking Councillor M Roberts requested a progress update. The Clerk stated that the Council Contractor would complete the work to paint the lines when he had a period of dry weather. e) Work Programme The Clerk presented the up to date Work Programme Resolved that the Work Programme be noted. f) Action Tracker The Clerk presented the Action Tracker report. Resolved that the contents of the Action Tracker be noted Sub Committee Reports a) Personnel Sub-Committee The Minutes of the Personnel Sub-Committee meeting held on 25 th July 2018 were reported for information. The Sub-Committee met on 4 th March b) Finance Sub-Committee The Minutes of the Finance Sub-Committee meeting held on 7 th January 2019 were reported for information. The Sub-Committee met on 14 th March 2019.
9 c) Memorial Gardens Working Group No report Council Property / Community Projects / Burial Grounds The Clerk presented a report regarding Community Council property, community projects and burial grounds. The Council discussed the following: - Graig Y Coed The Chair stated that the Pavilion building required upgrading / decorating and prices were being obtained. There was also a problem with the boiler which was being addresses. He and the Clerk would progress matters. Dan Y Graig Penclawdd AFC Ladies Section had requested sanitary facilities be provided at the Pavilion. The Clerk stated that he would contact the Club to confirm exactly what they were requesting. Memorial Gardens The Clerk stated that he had ordered 70 lamppost poppies off Mark Mathias, Royal British Legion for Remembrance Sunday He added that the Royal British Legion were looking for volunteers to collect in CK s Supermarket in October Swansea Council Issues a) General Matters Foreshore Car Park Councillor M Thomas informed the Council that he had written to Ashley Moule, Welsh Water to express his thanks for the work to repair the surface of the car park. He added that they used 40 tonnes of chippings for half of the car park and the Council should bear this in mind for the future now that the lease had been completed. Discussions took place in relation to the potential cost of regularly re-surfacing the car park and businesses contributing to the cost of floral displays throughout the area. Welsh Water Work at Crofty Councillor M Thomas explained that Welsh Water would be undertaking significant work to improve the sewerage system at Crofty. The work would be from April to August 2019 and would cause traffic disruption in the area.
10 Welsh Water had also had an open day for residents and Councillor M Roberts highlighted that grant money of approximately 1,000 would be available for local projects. She suggested utilising land at the bottom of Chapel Road, Crofty. Councillor M Thomas stated that he would clarify if the land belonged to Swansea Council. Councillor A Lewis-Pudduck praised the effort of Rebecca Evans A.M., Councillor M Thomas and former Councillor M Harry in ensuring the work would be completed which would eradicate the serious problems encountered at Osborne Place. b) Planning Applications The Community Council discussed but made no comment on the following Planning Application: /0273/FUL - Demolition of existing rear extensions, construction of two storey rear extensions, fenestration alterations, first floor rear Juliette balconies to both numbers 1 & 2 London House and re-location of entrance door to side elevation of No. 2 London House at London House, Beach Road, Penclawdd, Swansea. c) Footpaths, Cycle Paths and Bridleways None Reports of Delegates on Outside Bodies None. 13 The Community Council consists of 10 Councillors, none of whom receive remuneration. Councillors are appointed through election or co-option and the current term is from Councillors were elected at the Local Government elections in May The Council employs one part-time employee who is the Clerk: Mr Jeremy Parkhouse, Clerk and Responsible Finance Officer The Council meets 10 times per year, normally on the third Thursday of each month and holds its Annual Meeting during May. The dates of the Council meetings are attached on the next page. The Council also has Finance & Property and Personnel Sub-Committees. All meetings are advertised on the Council's website and on the noticeboard situated by the Health Centre, Penclawdd. The public are welcome to attend meetings and there is an item on every agenda where the public have up to 10 minutes to ask questions relating to any agenda items.

15 Council Activities The Council currently manages the following sites and employs a ground maintenance contractor to manage its property: - Recreation Ground, Penclawdd including the Rugby Pavilion, Bowls / Weights Pavilion, Bowls Green and Tennis Courts; Dan Y Graig Football Pavilion and Playing Field; Recreation Ground, Llanmorlais including Pavilion, MUGA, Tennis Courts, Skateboard Park and Playing Field; Graig Y Coed Pavilion and Playing Fields (1 Football and 1 Rugby); Crofty Playground; Penclawdd Playground; Foreshore Car Park, Penclawdd Memorial Gardens; Mount Hermon Chapel, Cemetery and Car Park, Penclawdd; Parc Hendy Cemetery, Penclawdd. Note: - The Council is currently in negotiation with the City and County of Swansea over the asset transfer of Graig Y Coed Nature Reserve.
16 Council Priorities The Council has highlighted the following as its priorities for 2019/20: - 1) To transfer burial records onto software. 2) To finalise the asset transfer of Graig Y Coed Nature Reserve from Swansea Council and to progress the ground maintenance and management as a community project. 3) To continue to work with the Swansea Council / third sector organisations / private businesses to improve the appearance of the area by working with the Penclawdd Ward Member and various departments of the Unitary Authority. 4) To discuss investing and improving playgrounds in Penclawdd and Llanmorlais Wards. 5) To work in partnership with sporting bodies regarding maintenance and use of facilities. 6) To complete improvement works at Mount Hermon & Parc Hendy Cemeteries. 7) To continue with the defibrillator scheme.

26 Appendix F Report of the Clerk Llanrhidian Higher Community Council 18 th April 2019 Community Council Action Tracker Purpose: Report Author: This report details the actions recorded by the Community Council and response to the actions. Jeremy Parkhouse For Information 1. Introduction 1.1 During the course of Community Council meetings various actions may be decided which are recorded on the minutes of the meetings. 1.2 In the past, the Council has had no transparency over the outcomes of the actions minuted. As a result, the Action Tracker process has been formulated. 1.3 An Action Tracker has been created which records the decisions taken by the Community Council and provides an outcome for each action. 1.4 The Action Tracker for the remainder of 2017/18 Municipal year is attached at Appendix The Action Tracker will be regularly updated and any completed actions will be marked closed. 1.6 The Action Tracker will be reported to each Community Council meeting for information. Contractor would complete the work to paint the lines when he had a period of dry weather. 21/03/19 Minute No.133 Swansea Council Issues a) General Matters Welsh Water Work at Crofty - Welsh Water had also had an open day for residents and Councillor M Roberts highlighted that grant money of approximately 1,000 would be available for local projects. She suggested utilising land at the bottom of Chapel Road, Crofty. Councillor M Thomas stated that he would clarify if the land belonged to Swansea Council.
30 Item No. 10 Llanrhidian Higher Community Council 18 th April 2019 COUNCIL PROPERTY / COMMUNITY PROJECTS / BURIAL GROUNDS 1. Dan Y Graig Playing Fields No report. 2. Parc Hendy Cemetery The wall at the top entrance has been repaired and work to improve the gate area at the top entrance is continuing. 3. Lease Scout Hut The lease arrangements were finalised last October, and the matter is closed. 4. The Dock / Penclawdd Playground The lease has been completed. Some small but very necessary jobs in the car park have been completed. The Chair / Clerk are also progressing adding additional posts along the seawall to hold hanging baskets. Councillors R Sweet and L Davies have completed risk inspections. 5. Memorial Gardens The Clerk will make enquiries regarding potential costs to place lights in the trees for Christmas 2019 and for lamppost poppies prior to Remembrance Sunday. The Chair is progressing updating the noticeboard fixed onto the Health Centre. Councillor S Phillips has completed a risk inspection. 6. Recreation Ground / Bowls Green A contractor has been employed to repair the roof of the Rugby Pavilion. The Bowls season will commence in April Crofty Playground The new climbing net play equipment was installed last month. Following an observation by a Wicksteed representative, the Council Contractor has been requested to extend the chains on the small swings. Councillor M Roberts has completed a risk inspection. 8. Llanmorlais Changing Rooms / MUGA / Recreation Ground The Chair is awaiting a quotation regarding work to isolate the control switch inside the Changing Rooms. The work to prevent flooding to the storeroom has been completed. However, it has also diverted water towards the Hall kitchen entrance, which will have to be addressed. The Chair and Clerk will progress installing additional drainage.
31 The Council Contractor has scheduled into his work programme line-painting parking spaces for Hall users. Councillor M Roberts has completed a risk inspection. Penclawdd AFC Junior Section have opted to pay per game instead of paying an annual fee. The electricity bill for the MUGA lights has been paid.. 9. Hermon Cemetery The Gower Society have awarded the Council a grant of 5,000 in respect of completing internal works to the inside of the Chapel and rebuilding the boundary wall. The Gower Society also awarded the Council a grant of 1,000 in respect of felling and removing the Cypress trees near the boundary wall. The trees were felled and removed last month. 10. Graig Y Coed The Clerk has also agreed with Active HSE that the Pavilion be included in the quarterly / annual checks undertaken of Council buildings. Contractors will also be employed to check the building / heating system. Councillor L Davies has completed a risk inspection. A problem with the showers has been highlighted and a local plumber / electrician employed to repair the fault. The Council Contractor has been checking pitches on both Saturday and Sunday mornings during periods of bad weather. 11. Defibrillators The Clerk has been tasked with making a further application to Awards for All for additional defibrillators, along with their locations. The Clerk is in discussions with Cariad / Gower First Responders regarding the preferred locations. The Awards for All grant level available have increased to 10,000. Progress regarding the grant application was delayed owing to other areas taking priority. 12. Risk Inspections Risk inspection forms have been circulated and Councillors have commenced inspections. 13. Graig Y Coed Nature Reserve The heads of terms have been agreed and Harris Arnold Solicitors are progressing matters. The Chair is actively seeking grant funding for the project. 14. Property Maintenance Programme The Property Maintenance Programme is provided at Appendix A. The responsibility for the Programme will pass to the Property Sub-Committee after the Annual Meeting in May 2019.
