1 Public Works Department SUBJECT: First consideration of an Ordinance to declare certain Village vehicles and equipment as surplus property AGENDA ITEM: 11.b MEETING DATE: September 20, 2016 VILLAGE BOARD REPORT TO: Village President and Board of Trustees FROM: Jerry Burke, Director of Public Works (847) Brent Troxell, Deputy Director of Public Works (847) THROUGH: Todd Hileman, Village Manager PURPOSE AND ACTION REQUESTED: Staff requests Village Board consideration of an Ordinance to declare certain Village vehicles and equipment as surplus property and approve its disposal. BACKGROUND/DISCUSSION: With the Board s approval, staff will attempt to auction or otherwise sell the vehicles and equipment listed in Attachment 1. Surplus Vehicles (Attachment 1, Table 1) The Village has received and is in the final stages of putting into service new vehicles delivered in 2016, which were purchase with the Board s approval in the beginning of the year. The old vehicles being replaced must be declared surplus in order to sell the vehicles. The Village will participate in the Northwest Municipal Conference s live fall auction on October 25, conducted by America s Auto Auction Chicago, S. Karlov Avenue in Crestwood, Illinois. The full list of vehicles to be declared surplus are in Attachment 1, Table 1. Some vehicles may be sold to other municipalities if an agreement is made, but the primary sale option for vehicles is through the NWMC auction. IT, Radio, and Audio/Visual Equipment (Attachment 1, Table 2) In addition to the vehicles, staff recommends the surplus of old electronic equipment no longer being used by GVTV, the Police Department, and the IT Department. The equipment is either outdated or no longer working as needed. The full list of items to be declared surplus and sold are in Attachment 1, Table 2. Staff will explore the best options to sell some of the specialty items listed, but conventionally these types of items will be sold through internet auction sites such as ebay, GovDeals.com and the Northwest Municipal Conference (NWMC). Any remaining items that are not sold are recommended to be recycled. 1

2 BUDGET: The funds generated by the sale of the vehicles and equipment will be deposited in the Village s Capital Equipment Replacement Fund (CERF). Staff will attempt to auction the items for prices that meet or exceed the reserve prices listed in Attachment 1. If bidders do not meet the reserve price set for an item, authorized staff may waive the reserve price or decide not to sell the item at the auction. RECOMMENDATION: Staff recommends Village Board approval of an Ordinance (Attachment 2) declaring the described Village vehicles and equipment as surplus property. 7 Ordinance No. AN ORDINANCE AUTHORIZING THE SALE OF SURPLUS PROPERTY OWNED BY THE VILLAGE OF GLENVIEW WHEREAS, the Village of Glenview (the Village ) is a home rule municipality in accordance with the Constitution of the State of Illinois of 1970; WHEREAS, the Village has authority to adopt ordinances and to promulgate rules and regulations that pertain to its government and affairs that protect the public health, safety, and welfare of its citizens; WHEREAS, from time to time, the Village has a surplus of certain personal property; WHEREAS, pursuant to 65 ILCS 5/ , the Village is empowered to sell such surplus personal property if the corporate authorities determine that the personal property is no longer necessary, useful, or in the best interests of the Village to retain ownership of and directs the sale of such property; WHEREAS, the Village currently has surplus vehicles and equipment namely those items listed below, hereby collectively referred to as Surplus Personal Property ; and Unit Asset Year Make Model Serial number Reserve Price Approx. 9 NOW, THEREFORE, BE IT ORDAINED BY THE President and Board of Trustees of the Village as follows: Section One: The facts and statements contained in the preamble to this Ordinance are found to be true and correct and are hereby adopted as part of this Ordinance. Section Two: The corporate authorities of the Village, having determined that the Surplus Personal Property currently owned by the Village is no longer necessary or useful to the Village and that the Village would be best served by the sale of such property, hereby authorize the Village Manager or his designee to direct the disposition. Section Three: The Village reserves the right to terminate the sale of any of the Surplus Personal Property at any time prior to the consummation of same. Section Four: The Village Manager or his designee is hereby authorized to execute any document necessary to complete the sale of the Surplus Personal Property, as necessary. Section Five: Every provision of this Ordinance shall be separable, and the invalidity of any portion of this Ordinance shall not affect the validity of any other portion of this Ordinance. All ordinances or parts of ordinances in conflict or inconsistent with any of the provisions of this Ordinance are hereby repealed. Section Six: This Ordinance shall be in full force and effect from and after its passage and approval in the manner provided by law.
