2 PLAN COMMISSION ACTION: On July 14, 2015, Commissioner Ruter, seconded by Commissioner Burton, made a motion to recommend approval to the Village Board of Trustees, by a 6-0 vote, for P , for the Abt Parking Expansion at 1200 Milwaukee Avenue, in accordance with the following: 1. Final Site Plan Review in accordance with the requirements of Chapter 54, Article IV of the Village Municipal Code and in compliance with the following conditions: A. The following exhibits prepared by Pearson, Brown, & Associates, Inc. : 1. Abt Electronics Drive Aisle Expansion Dimensioned Site Plan (Sheet 1) dated 05/08/15 2. Turn Exhibit Abt Vans (Sheet 1) dated 05/08/15 B. All materials presented to the Plan Commission on July 14, 2015; and associated revisions required by the Plan Commission. 2. Preliminary Subdivision approval in accordance with the Abt Electronics Drive Aisle Expansion Dimensioned Site Plan (Sheet 1) created by Pearson, Brown, & Associates, Inc. and dated 05/08/15 3. Final Engineering approval through the building permit review process associated with the development site. 4. Appearance Commission review and approval of any proposed building architecture, signage, awnings, site lighting, outdoor furniture, or landscaping plans is needed prior to the issuance of any building permits. PLAN COMMISSION DISCUSSION: Staff provided an overview of the proposed parking stall expansion and explained that it will house delivery trucks and will eventually act as another loading dock, but those alterations to the building are not proposed at this time. The Plan Commission acquired about the proposed landscaping and the degree to which it would screen the area. Staff replied that it met the criteria for such a use, but the Appearance Commission would also be reviewing the landscaping at their next meeting. There were no further comments from the Plan Commission and no members of the public spoke. The Plan Commission recommended approving the proposal. ATTACHMENTS: 1. 6 Project Summary PROJECT DESCRIPTION: The applicant, Abt Electronics, requests approval of Final Site Plan Review to allow for an expansion of an existing paved area so that it may act as parking for delivery trucks. The new parking area would house eight (8) delivery vehicles. In the future, the adjacent building will be modified to act as a loading bay, but those improvements are not proposed as part of the scope of this project. BACKGROUND: The subject property is currently improved with a retail showroom, warehouse, and distribution center for a national electronics, appliance, and home furnishings store. Other improvements across the subject property include a multi-tenant shopping center, recycling center, off-street parking lot, and a retention pond. Construction of the existing retail buildings was initiated in 2000 with a subsequent parking lot expansion completed in In 2013 and 2014, Abt has expanded the warehouse and completed the necessary parking lot alterations elsewhere on the property in order to do so. The proposed improvements have part of the overall plan for the property, but until recently, Abt was unable to secure the needed property from the adjacent Wyndham hotel. Now, with the land sale complete, Abt can expand the area to be used for vehicle parking. POTENTIAL NEIGHBORHOOD IMPACTS: The subject property is located in a commercial corridor surrounding by other commercial land uses and therefore no negative impacts are anticipated at this time. As of press time, staff had not received any correspondence from the public regarding the applicant s proposal. 6 6
7 Plan Commission Review FINAL SITE PLAN COMMENTS: The purpose of the Site Plan Review process is to consider the physical conditions of a proposed site plan in a manner which includes basic zoning, subdivision, design, and building regulations. The review process is intended to promote more orderly and harmonious development and to ensure that all codes and ordinances have been met, helping to provide a logical and coordinated review of proposed developments. The following is a summary of issues to consider when evaluating compliance with the Site Plan Review Ordinance Criteria: CIRCULATION The applicant has provided compliant auto-turn exhibits for the proposed vehicular circulation of cargo vehicles and emergency vehicles. When consulted, the Fire Department expressed no concern about the expansion and felt it would offer them the opportunity to circulate in that area if need be. Cross-access easements required in accordance with the Milwaukee Avenue Corridor Plan were previously furnished with final subdivision recorded in BUILDING AND STRUCTURE LOCATION There are mechanical units in the area that will be protected from maneuvering vehicles by the installation of bollards. PARKING LOTS The parking stalls and aisle widths are complaint with Village requirements. The proposed parking expansion does not have landscape islands on the ends of the parking row. This requirement would not apply to this project because of the future use of the adjacent building as loading bays. Landscape requirements do not apply to loading areas. SITE ILLUMINATION No new exterior lighting is currently proposed for the parking expansion. If proposed in the future, Appearance Commission approval will be required for any proposed exterior lighting. LANDSCAPING The applicant should clarify the proposed landscape plan to identify the locations of proposed transplanted trees. The landscape plan, plant list, and proposed fence details shall be subject to the review and approval of the Appearance Commission. 7 7
8 GRAPHICS AND SIGNAGE No exterior signage is currently proposed for the parking expansion. If proposed in the future, Appearance Commission approval will be required for any proposed exterior signage. PRELIMINARY SUBDIVISION APPROVAL: The subject property had previously been subdivided into a lot of record with all necessary easements recorded. However, since the applicant has added land area to accommodate the proposed alterations. Therefore, a new subdivision is required to consolidate the new property into the existing subdivision. No new easements are expected to be applied to the property. The site plan acts as a preliminary subdivision plat. Once a project is approved and following the granting of Final Engineering Approval, the petitioner will prepare a final subdivision plat and appear before the Plan Commission to gain approval of the final lot configuration and necessary easements. Final Subdivision will be required prior to the issuance of a certificate of occupancy. 13 EXECUTIVE SUMMARY ABT ELECTRONICS PROPOSED DRIVE AISLE EXPANSION JUNE 19, 2015 Abt Electronics is proposing a drive aisle expansion in the far northwest corner of their property. The existing north-south drive aisle is planned to be widened by approximately 6 and the existing east-west drive aisle north of the warehouse is planned to be widened by approximately 53. The widened aisles will create more maneuvering room and storage space for their 24 long van vehicles. A total of eight (8) 12 wide by 24 long parking spaces are proposed. No new loading docks are proposed with this project. Bollards are planned at the east side of the last aisle to protect existing above-grade utilities. The existing detention pond has sufficient volume available to account for the proposed additional impervious area associated with this project. 13

Commissioner Dickson asked about the loading dock situation in relation to landscaping; Ms. House replied that the Village is satisfied with the petitioner s plans and that it meets all Village requirements. AN ORDINANCE GRANTING FINAL SITE PLAN REVIEW AND PRELIMINARY SUBDIVISION APPROVAL WHEREAS, the Village of Glenview (the Village ) is a home rule municipality in accordance with the Constitution of the State of Illinois of 1970; WHEREAS, the Village has the authority to adopt ordinances and to promulgate rules and regulations that pertain to its government and affairs that protect the public health, safety and welfare of its citizens; WHEREAS, the applicant, Abt Electronics, represented by Robert Taylor, is requesting approval of a Final Site Plan Review Ordinance to allow for a parking lot expansion to include additional loading and vehicle storage at 1200 Milwaukee Avenue (the Subject Property ); WHEREAS, a final site plan review for the Subject Property, pursuant to the criteria of Chapter 54, Article IV of the Glenview Municipal Code (the Code ), was conducted by the Plan Commission on July 14, 2015 at the hour of 7:00 P.M. and a recommendation was forwarded to the Glenview Board of Trustees; and WHEREAS, the corporate authorities, having considered the recommendation of the Plan Commission, find it in the public interest to grant such final site plan review approval and that the approval of the development will promote the public health, safety and welfare of the Village and its residents. NOW, THEREFORE, BE IT ORDAINED by the President and Board of Trustees of the Village of Glenview, Cook County, Illinois, as follows: Section 1: The facts and statements contained in the preamble to this Ordinance are found to be true and correct and are hereby adopted as part of this Ordinance.
