4 1 Overview This BRD describes the Health and Welfare Rates to be included with the advance transactions in the yearend processing schedule for the Payroll and Personnel System (PPS). These rates correspond to the rates provided for the AYSO Open Enrollment (OE) 2015 application. This job will use the file to generate BRT update transactions and deliver them to a file in MVS. The transactions should be processed into the BRT of a test instance of PPS for verification. For the following plans and the unrepresented bargaining unit, the transactions should include the following (no MCB tiers) 2015 Legal Rates Plan J2 Bargaining Unit Dental Rates Plans D1, D3, P3, P4 Bargaining Unit Vision Rates Plan VI and P5 Bargaining Unit 00 SR Open Enrollment 2015 PPS Payroll Rate Advance Transactions 6
7 System-wide Bargaining Unit Exceptions Distributed to all campuses: For the following plans and bargaining units, the transactions include the following, tiered by 2015 MCB values of 51, 101, 152, and 999 (no restrictions): 2015 Medical Rates, Plans CM, HB, KN, KS, SU, SP, WH; Bargaining Units LX (to supersede prior BRT entries) Also, these standard default rates apply to any combination of bargaining unit, health plan, or pay band that is not otherwise described as an exception. Bargaining units IX and PA do not have rows in the rates tables, they default to bargaining unit 00 rates. Bargaining unit PX plans are just the default rates for the post-doc plans. For the following plans and bargaining units, employee nets were held to no more than a $25/month increase for each covered category, using prior year's employee monthly premium as benchmark for determining the $25 threshold: Medical Rates, Plans HB, KN, KS; Bargaining Units HX, NX, RX, TX (to supersede prior BRT entries) For the following plans and bargaining unit, Pay Bands 1 and 2 nets were frozen at 2014 nets. Pay Bands 3 and 4 nets were held to no more than a $25/month cap over prior year: Medical Rates Plans, HB, KN, KS; Bargaining Units EX (to supersede prior BRT entries) For the following plans and bargaining unit, Pay Bands 1 and 2 nets were frozen at 2014 nets: Medical Rates Plans, HB, KN, KS; Bargaining Unit SX (to supersede prior BRT entries) For the following plans and bargaining unit, employee nets were allowed to increase by no more than 20% over the dollar amounts established in the previous year. If an employee net for either plan would exceed 20%, UC contributes the amount in excess of 20%. Benchmark for determining the cap is the full amount of the prior year's employee contributions, (i.e., the combination of the actual employee contribution plus UC subsidy): Medical Rates Plans HB, KN, KS; Bargaining Unit CX (to supersede prior BRT entries) SR Open Enrollment 2015 PPS Payroll Rate Advance Transactions 7
8 For the following bargaining unit and all plans, the transactions will remain at 2014 rates until otherwise determined by ongoing negotiation. See Assumptions 2014 Medical Rates and Pay Bands, All Plans; Bargaining Unit DX Local Bargaining Unit Exceptions Distributed to specific campuses: The following bargaining units previously had rate exceptions. Set up rates and salary bands for these units will restore them to the same 2015 rates and bands as unrepresented employees. Bargaining Units GS, K4, K6, K9, KB, KM (to supersede prior BRT entries) No rates are provided for F7 for 2015 as this bargaining unit was dissolved.
