The same has been rectified in this version. 2. DPDO Brar Square reported that in case of Ho No , rank Sub. Maj Hony. Capt, system has not revised the pension. A script is being forwarded to DPDO Brar square for rectification. If any other DPDO is facing same problem, they may send a report mentioning Ho No of such cases alongwith latest backup of database to Aashraya team. 3. DPDO Brar Square, Delhi Cantt reported a case where the system has reduced the normal rate of pension to Rs. 1275/-. On analysis of data it has been found that this was due to incorrect normal rate of family pension filled in History Master. To rectify such type of cases a module was devised and circulated vide Aashraya version Dated The screen is available in Tools menu as 'Rectification of Normal Rate of FP'. Pl. Refer to Aashraya Instruction No. 5 Dated available in Archive on the Login screen of Aashraya. This module will only rectify the cases where normal date is a future date. Other cases where system is not paying correct normal rate may be rectified by Corr PPO format. 4. (Only for DPDOs under CDA(PD)) In Aashraya version dated , a module was incorporated to make payment of One Rupee through SBI CMP. However, System is generating a normal txet file to be uploaded on SBI Portal. Now, SBI has started the facility to upload encrypted file also. The provision has been made in this version to generate encrypted file. The 1

2 encrypted file will be generated by the system in c:\print folder as usual. Other operating procedures will remain same as envisaged in Aashraya Instructions No. 16 Dated The encryption of file requires one time setting in wampserver. The procedure for the settings has been explained below: i. Left click the WampServer icon on the Computer on which the Aashraya software is loaded. Now click PHP & then PHP extensions. A number of settings will appear, move to php_mcrypt and click on it. The Wampserver will restart. Now repeat the procedure again and click php_mcrypt_filter. The wampserver will again restart. To verify that these settings are selected, please see that there is a check mark against these two extensions as shown in the screen: 2

3 5. DPDO Brar Square reported some cases of double arrear in TR91. The reasons for the same are not clear, it may be due to malfunctioning of hardware or may be due to virus activity. DPDOs are requested to deduct overpayment, if any due to double arrear. 6. DPDO Sangrur reported in three cases (Ho no 14853, & 10563) of PBOR when updated, a negative amount(recovery) is shown by Aashraya on DPDO Panel. On analysis, it has been found that in these cases there was mismatch in pension as on as per master and as per One Rank One Pension table. It is reiterated that these types of cases should not be revised. Such cases are required to be re-examined with respect to PC file of the pensioner, if there is discrepancy in Qualifying service/group/rank or may be due to any court judgement, it may be rectified through AAO screen. If no discrepancy is found, then there is possibility that the pensioner is being overpaid. In that case, calculate overpayment and make recovery accordingly. 7. DPDO Sangrur reported five cases where of PBOR are shown as WIP on AAO panel under revision of pension as per GOI letter Dt in New_orders menu. DPDO intimated that these cases having S series PPO No. (Service Pension) and should not be displayed in this screen. Provision has been made in this version to remove such cases from the screen by clicking delete button available on the screen. 8. DPDO Sangrur reported a case where date of birth of is 04/07/1929, but, Additional Pension is not being given by Aashraya. On analysis of data of this particular case, it has been found that the pensioner has been paid Additional Pension provisionally for six months from 03/2010 to 08/2010. It seems that Date of birth of the pensioner is not available in PPO or Office records/dr. If it is available in these documents propose the correction through TR44. However, it is pertinent to mention here that before proposing the correction follow the guidelines envisaged in PCDA(P) circular nos 57 dt , 68 dt , 72 dt , 75 dt , 83 dt , 397 dt , 417 dt , 441 dt and 470 dt for payment of Addl. Pension. 3

4 9. DPDO Ropar has reported that in his DPDO there are 30 cases of Hony. Nb. Subedar who are drawing Rs. 7750/-, which is more beneficial than pension that will be revised as per One Rank One Pension orders. To update such cases, DPDO will click Edit in Revision OROP PBOR screen and system will show system generated remarks against such type of cases. Check the detail and save the record. The saved record will appear as a link on the top of Revision OROP PBOR screen. DPDO can check these cases in future also by clicking this link. It is also advised that if any such case is pending at AAO level, he has to submit it to the DPDO. 10. CGDA s Audit Section vide its UO No. AT-CC/Aashraya/P-Ors/G-205 Dated has requested to update the Aashraya regarding D.R. and D.A. on Ex-gratia pension. It has been seen that pension was revised for these pensioners vide Ministry of Personnel, Public Grievances & Pensions order no.45/52/97-p&pw (E) Dated vide which Ex-gratia pension in respect of CPF retirees and their family members were revised (click here to view the order). Necessary amendments have been made in the program. The DPDOs may be advised to follow the instructions as under: a. First ensure that pen type of these cases is EGP as per master. Then, Revise the Ex-gratia pension in respect of CPF retirees and their family members as envisaged in Ministry of Personnel, Public Grievances & Pensions orders cited above. b. Govt. of India revises Dearness relief to Central Govt pensioners who are in receipt of provisional pension or pension in the pre-revised scale of 5 th CPC after every six months in separate order, whenever the orders of Dearness relief in r/o pensioners getting pension in the revised scale of 6 th CPC. These orders are also applicable to Ex-gratia pensioners. One such order no. 42/13/20120P&PW(G) Dated issued by Govt. of India, Ministry of Personnel, Public Grievances & Pensions, Deptt of Pension & Pensioners welfare for grant of Dearness relief w.e.f (click here to view the order). It is reiterated that two different rates of dearness relief has been granted, 151% for the pensioners who are getting ex-gratia pension@ Rs. 600/- PM and 143% for the pensioners who are getting ex-gratia pension@ Rs. 605/-, Rs. 654/-, Rs. 659/-, Rs. 703/- & Rs. 965/- PM. 4

5 c. To pay dearness relief DPDOs may be instructed to modify/add these rates of dearness relief as per procedure explained below: i. Login as Administrator in Aashraya. Click DA Master under Basic Master menu. A screen will appear. ii. Click Edit to change the existing rates. A new screen as shown below will appear. iii. Fill the rates of DA for Ex-gratia pensions as shown and click Submit. The system will calculate the Dearness relief accordingly at the time of generation of schedules. 5

6 iv. Similarly, follow the above instructions to modify all the rates of Dearness relief in Aashraya, applicable to Ex-gratia pensioners as per orders issued time to time by the Govt. of India. v. As Ex-gratia pensioners are drawing pension in pre-revised scale of 5 th CPC, they are entitled for Dearness 50% of Pension. System is paying the dearness pension in such cases, the DPDO can check at their end. vi. As Ex-gratia pensioners are drawing pension as per pre-revised scale of 5 th CPC, they are not entitled for Additional Pension, if any of the DPDO is paying Addl. Pension to any such pensioner, the DPDO may be advised to stop the same, calculate the overpayment made and recover accordingly. Accounts Officer (IT) 6
