3 LABORERS HEALTH AND WELFARE TRUST FOR SOUTHERN CALIFORNIA Robert Glaza ATPA Administrator The Trust was established in 1954 and has continuously provided Health & Welfare benefits to Plan participants since that date. All benefits are funded from contributions by employers, contributions from retirees, contributions from COBRA beneficiaries, and investment earnings. In 2013, contributions from all sources totaled $151,142,716. Benefit and operating expenses totaled $132,476,456. The Plan had net assets at the end of 2013 totaling $145,468,440 an amount equivalent to 13 months of operating expenses. Once a participant meets eligibility requirements (usually working 300 hours within a three month period) the participant and all eligible family members are covered. There are currently approximately 14,000 participants plus their families in the Plan. The participant has a choice of three plans Kaiser, a self-funded Exclusive Provider Organization, or a self-funded Preferred Provider Organization. The participant (with some exceptions) also has a choice of two dental plans and has vision coverage. Life insurance in the amount of $10,000 is provided for the participant and in the amount of $5,000 for dependents. CONSTRUCTION LABORERS PENSION TRUST FOR SOUTHERN CALIFORNIA The Trust was established in 1962 and began immediately providing pension benefits to participants who met the service requirements. Plan rules and benefits evolved as federal laws were passed to regulate pension plans. The first major law was the Employee Retirement Income Security Act (ERISA) passed in The most current law is the Pension Protection Act passed in This law rates the funding status of each Plan with a rating of green meaning that the Plan is well funded and red meaning that the Plan is not adequately funded. The Laborers Plan is 90.5% funded in 2013 which gives it a green rating. The plan has been rated green since the law was passed and is projected to remain green into the future. The Plan covers 26,480 participants 11,227 are receiving benefits, 10,908 are actively working in the industry, and 4,345 have earned benefits in the Plan but are not retired or working in the industry.

This new format may take some adjusting. If you have any questions regarding this new format, contact our office Monday through Friday during our office hours: 7am to 5pm. 8 2014 Program Statistics The Laborers Training School offers a 24 Hour course in Infection Control Risk Assessment (ICRA) for Occupied Facilities. This course is designed for individuals working in the occupied facilities performing construction related tasks and have responsibility for the building, maintenance and deconstruction of structures and controls of the work area containment. This course covers the following topics: ICRA Fundamentals Constructing ICRA Barriers Work Area Setup Dust, Noise and Vibration Control Creating and Maintaining Negative Air Pressure Hazard Recognition Maintaining the Work Area Personnel Protective Equipment Individuals who are performing construction tasks in occupied facilities, but are not involved with the building, maintenance and deconstruction of structures and controls of work area containment may take our 8 Hour ICRA for Occupied Facilities Awareness course. 9 As reported previously, Assembly Bill 554 was introduced in early 2011 with the intent to encourage coordination of Workforce Investment Act funded training with approved apprenticeship programs and also to boost collaboration between educational and job-training organizations. Although the concept of this bill was good, trying to establish a relationship with the various Workforce Investment Board (WIB) proved to be quite challenging. In meeting with WIB after WIB, in the various areas that we service, we found that there were a variety of struggles; lack of funding, unrealistic timelines, proposals not fitting for a multi-employer model and, simply put, too much bureaucracy. Although the purpose of AB 554 was to create a collaboration that would in turn benefit our communities, the reality is that there is no clear process on how to achieve a viable working relationship. Most recently, Diane Ravnik, Chief of the Division of Apprenticeship Standards (DAS), reported that she would be working directly with WIBs to address some of the challenges involved in forming partnerships. Despite the obstacles and after several years of seeking a model that best fit our program and all parties involved, we are pleased to announce that our Southern California Laborers Joint Apprenticeship Committee has officially entered into a partnership with the Kern County Workforce Investment Board (KWIB). This was done through the hard work and perseverance of our Coordinator, Roy Monsibais, Laborers Local Union 220 Business Manager, Ed Padilla, Laborers Local 220 Business Agent, Donny Williams and LECET Marketing Representative, Brian Mathews. Our training begins at the end of this month, with 4 basic courses included in the training program. We are hopeful that this will be a successful trial run and we anticipate that we will have a good prototype for future WIB partnerships in all of Southern California. We look forward to reporting on the status of this partnership in future newsletter issues. Earlier this year, Los Angeles Trade Tech College (LATTC) in conjunction with the State Building Trades Council reached out to the various trades for potential partnerships geared at assisting Veterans with career pathways and sustainable employment. From its initiation, we were extremely excited at the idea of being able to help our veterans in any way, especially after of the loss of one of the few veteran programs, Helmets to Hard Hats. Our partnership with LATTC will involve pre-apprenticeship training and pre-screening provided by LATTC. The mission is to give participants the necessary pre-training that will increase their success in our program. Once the pre-training is completed, participants will be given priority entry into our apprenticeship program. Our mission is to provide participants with quality training, the skills and knowledge that will make for a promising career in construction industry. This is the very least that we can do to help the men and women that have sacrificed much to serve our country. We are confident that this partnership seeks the best interest of our veterans and that it will be effective. We would like to take this opportunity to thank Larry Frank of the State Building Trades for this initiative, LATTC and its staff, Rachel Miers, John Olszewski and Joseph Guerrieri for their hard work and efforts.
